Job Description

The Position:
The Gender & GBV Programme Coordinator (P-3) will support UNFPA Mozambique in ensuring that women, adolescents, youth and the most marginalized populations are empowered to exercise their full sexual and reproductive rights in a safe and enabling environment free from gender-based violence and harmful practices through gender transformative, intersectional approaches. S/he will contribute to UNFPA Mozambique’s new Country Programme Document (CPD) for the period 2027 to 2030 specifically to advance results on Gender and Gender- Based Violence (GBV), in line with the UN Sustainable Development Cooperation Framework of Mozambique (2022 to 2026).
The incumbent will be based in Maputo. Under the overall guidance of the Resident Representative, s/he shall work under the direct supervision of the UNFPA Deputy Representative and in close coordination with the Gender & GBV Coordinator (based in the North of Mozambique), the Assistant Representative, the SRHR Team Leader, the Adolescent and Youth Team Lead, the Population and Development Team Leader. the International Operations Manager, and all the Head of Field or Provincial Offices in Mozambique. The Gender & GBV Programme Coordinator will supervise a team of national and international staff, focusing on normative work in gender and GBV transformative policy and programming strategies to implement human rights-based, integrated, context-specific, evidence-based, innovative and gender transformative approaches to address harmful social norms, discrimination and other causes of marginalization including for persons with disabilities.

The Gender & GBV Programme Coordinator will ensure close coordination and partnership with other UN entities operating in Mozambique, as well as with international and national partners and civil society organizations on issues related to the promotion of gender equality, prevention of GBV and harmful practices and promotion of women’s empowerment. He/she will strengthen GBV programming across the humanitarian-development nexus and ensure an integrated approach between sexual and reproductive health and rights and GBV for women and girls.

Job Purpose:
The Gender & GBV Programme Coordinator will act as a coordinator for the Gender/GBV programmes of UNFPA Mozambique Country Office with the responsibility to develop and effectively manage programmes and related staff. The incumbent will develop strengthened capacities to formulate and implement multi-sectoral, rights-based policies and interventions that prevent and mitigate the impact of GBV. The Specialist will also be responsible for the provision of technical and advisory services to support the gender/GBV-related activities in the country office, with special attention to flagship programmes.

You would be responsible for:

A.    Effective management and technical leadership on Gender/GBV issues

●    Coordinates and provides effective management and guidance throughout all stages of programming to ensure management and delivery of results so that women, adolescents, and girls and the most marginalized populations are empowered to exercise their full sexual and reproductive rights in a safe and enabling environment free from gender-based violence and harmful practices through gender transformative and intersectional approaches.
●    Leads the development, implementation, and monitoring of high-quality, evidence-based and coherent GBV prevention and response programming to deliver to the new UNFPA CPD 2027 -2030 in Mozambique. Provides quality technical and strategic support and guidance for relevant policies, strategies and activities related to Gender/GBV at national and subnational levels.
●    Provides programmatic and policy guidance to strengthen integration of GBV prevention, response and coordination into national frameworks and multi-sectoral development plans and budgets.
●    Support the effective establishment of a GBV referral system in line with international standards at national and subnational levels.
●    Ensure technical quality assurance of GBV programmes across humanitarian and development continuum in line with global guidelines.
●    Support scale up programming efforts in relation to CPD outcome on gender and social norms in alignment with UNFPA Strategic Plan.
●    Act as the main PSEAH focal point for UNFPA CO ensuring full compliance of UNFPA guidelines and procedures on PSEAH.

B.    Partnerships, Advocacy and Resource Mobilization
●    Coordinates partnerships and mobilizes support for national policies and programmes for Gender and GBV with a particular focus on comprehensive and integrated approaches to SRH and GBV services, with special attention to women and adolescent girls, prevention of child marriage, teenage pregnancy, and new infections of HIV.
●    Plays a key role in supporting UNFPA, the Government and partners to enhance coordination and partnerships on Gender and GBV.
●    Plays a key role in supporting the Country Office (CO) to respond to its growing role in supporting the Government and partners in accelerating efforts to end GBV and prevent and eliminate child marriage in Mozambique.
●    Support the UNFPA Representative in the effective co-leading of the UN Gender Joint Team and implementation of the working group’s annual work-plans; as well as supporting the national gender coordination group at national level.
●    Work in alignment with inter-agency coordination mechanisms linked to the UN Sustainable Development Cooperation Framework and those of Government and Development partners, including the Coalition of the Willing on Child Marriage.
●    Lead country office’s GBV prevention and response programming advocacy and resource mobilization efforts for development and humanitarian settings.

C.    Capacity Building

●    Provide quality technical support to enhance country capacities to generate GBV prevalence data using ethical and safety standards as well as translating the data into effective GBV policies and programmes.
●    Provide quality technical assistance to sectors to strengthen the existing GBV information management system to ensure that GBV survivors have access to quality multisectoral GBV services.

●    Coordinate and facilitate training sessions on GBV prevention and response, integrating approaches across humanitarian, peacebuilding and development settings for Government and non-Government actors from multiple sectors such as health, police, social work, justice, shelter and others.
●    Provide technical support to revise, develop and standardize contextualized training and Information, Education and Communication (IEC) materials.
●    Develop a country office strategy for Gender and GBV capacity building for UNFPA staff and partners covering the most recent international guidelines and resources, including by working with GBV technical specialists dedicated to emergency response (Inter-Agency Minimum Standards on GBV in emergencies programming, Essential Services Package for women and girls subject to violence, Inter-agency GBV case management guidelines, GBV Information Management Systems, etc.).
●    Be available for short-term deployments to the field during acute humanitarian response.
●    Strengthen capacity of the country office to ensure inclusion of GBV prevention and response actions in disaster risk reduction, climate change and humanitarian preparedness initiatives.
●    Provide technical guidance on disability inclusion in Gender and GBV programming across the humanitarian and development continuum.

D.    Knowledge Management
●    Lead development of GBV policies, guidelines and standard operating procedures to support quality case management of GBV across the multi-sectoral response areas.

●    Actively document country level promising practices and programmatic innovation on GBV prevention and response, and disseminate them with partners.
●    Ensure the regional and global guidance and technical resources can be translated into country-specific context and promising practices.
●    Develop innovative communication and advocacy strategies to disseminate GBV programming promising practices, including during the 16 Days of Activism to End GBV.
●    Carry out any other duties as may be required by UNFPA leadership.

Qualifications and Experience:

Education:
Advanced University degree in Social Sciences, Political Sciences, Gender Studies, Social Work, Public/Community health or other related disciplines.

Knowledge and Experience:

●    At least 5 years of increasingly responsible relevant professional experience, including experience on design, implementation, monitoring and management of Gender and GBV programmes.
●    Demonstrated knowledge of Gender Equality and GBV Guiding Principles, survivor-centred approaches, latest evidence, research, global guidelines and good practices on prevention and response to gender-based violence.
●    Demonstrated experience in leading capacity building initiatives in Gender Equality and GBV prevention and response and their application in humanitarian, conflict, recovery and development settings.
●    Experience in utilizing the following internationals tools: Inter-Agency Minimum Standards for GBV in Emergencies Programming; Essential Services Package for women and girls subject to violence; Inter-Agency GBV Case Management Guidelines; GBV Information Management System; IASC GBV Guidelines; GBV Coordination Handbook; RESPECT Framework for GBV Prevention; WHO Manual for Health Managers: Strengthening health systems to respond to women subjected to intimate partner violence or sexual violence; WHO Ethical and Safety Recommendations for Researching GBV in Emergencies; and the IASC Guidelines on Mental Health and Psychosocial Support.
●    Experience in evidence-informed policy advocacy for GBV prevention and response and development of national actions plans to address GBV.
●    Experience in effectively leading diversified teams of experts and coordinating with government counterparts, international and local NGOs and UN Agencies, Funds and Programmes.
●    Field experience in complex conflict or post-conflict countries, and/or humanitarian emergency response is desirable.

Languages:
Excellent written and verbal skills in English required. Knowledge of the Portuguese language ( written and verbal) is desirable.
