Organizational Setting and Reporting Relationship

The position of Financial Control Specialist is assigned to the Office of the Controller (CTOC) within the Controllers Department (CTL). You will be based at our Headquarters in Manila, Philippines and relocation is required. All reasonable relocation expenses will be covered.

You will report to the Controller and will oversee junior team members.

Your Role

As a Financial Control Specialist, you will lead non-digital finance transformation programs which will focus on the design, documentation, and standardization of business processes. Additionally, you will develop Standard Operating Practices (SOPs) to strengthen financial controllership across the organization and promote process consistency, compliance, and efficiency.

You will:

  • Conduct process discovery to develop concise process charters, capturing process definitions, main activities, inputs/outputs, stakeholders, and performance indicators to clarify documentation scope and target audience.
  • Create process maps and documentation, illustrating end-to-end workflows, decisions, and connections between teams. Ensure all documentation is version-controlled and updated.
  • Draft, standardize, and publish SOPs and operating practices, incorporating main controls, exceptions, handoff points, and audit/compliance notes to support financial oversight.
  • Support the definition and implementation of governance frameworks (including control matrices, role definitions, and review triggers). Work with process owners to ensure policies and controls are documented, communicated, and observed.
  • Collaborate with internal audit, procurement, IT, and business process owners to gather requirements, validate process designs, and secure approval for new or updated SOPs and processes.
  • Prepare training materials, facilitate handover sessions, and maintain SOPs and process documentation in a centralized repository with clear ownership and review schedules.
  • Define and report on process adherence, cycle time, error rates, and partner satisfaction. Present recommendations to the finance controllership and steering committees.
  • Capture lessons learned, embed continuous improvement practices, and maintain a transformation fact base to inform prioritization and future process enhancement plans.

Qualifications

You will need:

  • A University degree in accounting, finance, business administration, or a related field; preferably at post graduate level or its equivalent. Professional certifications (e.g., CPA, ACCA, and Lean/Six Sigma) are an advantage.
  • At least 6 years of relevant professional experience in finance process improvement, controllership, or accounting roles within the banking, financial services, or development banking, including international experience working in several countries.
  • Hands-on experience with internal controls, policy drafting, control matrices, and compliance requirements relevant to finance and accounting.
  • Proficiency in developing clear, user-friendly SOPs, process maps, charters, and control documentation for audits and training materials, and managing centralized documentation repositories.
  • Written and verbal proficiency in English to engage diverse partners and improve adoption of new processes and SOPs.
  • Experience defining and tracking Indicators, analyzing process performance data, and reporting applicable insights to leadership.
  • Demonstrated experience with accounting principles and financial control practices to translate policies into practical process documentation.
  • Experience collaborating with teams (e.g., internal audit, IT, procurement) on process design or right sourcing programs.

Additional Information

This appointment is opent to internal and external applicants.

This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.
