    Country: Serbia

    Description of the Assignment: To support the Development Agency of Serbia (DAS) and the FDI Unit in assessing how emerging European Union economic security policies may influence the geographic allocation of foreign direct investment (FDI) in strategic manufacturing sectors across Europe, and to identify potential implications for Serbia’s investment positioning. The objective of this assignment is to assess how evolving European Union economic security and industrial resilience policies may influence the geographic allocation of foreign direct investment (FDI) in Europe, with a particular focus on strategic manufacturing sectors relevant to Serbia. The analysis shall examine how recent and emerging EU policy measures affect investment location decisions by shaping supply chain configuration, strategic sector prioritization, investment incentives, regulatory conditions and governance frameworks. In doing so, the assignment shall identify potential shifts in manufacturing investment patterns across Europe and assess their implications for Serbia’s positioning as a destination for higher value-added industrial investments.

    Period of assignment/services: May 2026 - December 2026
