Job Description

Background:

The OSCE Programme Office in Bishkek (POiB) continues to be a committed partner to the Kyrgyz Republic in fulfilling its human dimension (HD) commitments. In particular, the POiB supports the consolidating democratic institutions by fostering public dialogue, enhancing civic engagement, facilitating civic education and contributing to the enhancement of an inclusive parliament and election processes.

The POiB is establishing an announcement to support the implementation of the Human Dimension Programme’s “Enhancing Civic Engagement for Consolidated Democratic Institutions” project and to provide expertise in enhancing gender-sensitivity of the Parliament and implementation of the Parliament Gender Plan adopted in October 2024.

As part of the implementation of the Parliament’s Gender Plan, the POiB will support the organization of a two-day training for at least 25 MPs and parliamentary staff on gender mainstreaming, including in budgeting processes.
In doing so, the POiB requires that the consultancy service possess practical knowledge and extensive experience working with Parliament in advancing gender equality, and be familiar with the Parliamentary Gender Plan, relevant national and international legislation, and standard operating procedures. The two-day training will be conducted at the end of May 2026.

Objective of Assignment:

To strengthen parliamentary effectiveness by enhancing gender sensitivity through targeted technical support and capacity building.

Tasks and Responsibilities:

Under the overall supervision of the National Democratic Institutions Officer, the successful candidate will be tasked with the following duties:

  1. Design and delivery capacity-building training for Members of Parliament, Parliament staff on gender equality and mainstreaming, gender budgeting;

  2. Ensure effective communication with the Parliamentary staffer responsible for the organization of the capacity building activities;

  3. Preparation of interim and final reports in OSCE reporting template;

  4. Perform other related duties as assigned.


Deliverables:

  1. Content, materials, hand-outs, agenda of capacity building training is developed, agreed with the Parliament and the POiB;

  2. Sessions are conducted in interactive format;

  3. List of participants, results of pre- and post-test, final report on performance of the assignment describing outputs and outcomes is submitted to the POiB;

  4. Communication is set effectively; all developed materials and reports are submitted to the parliamentary staffers timely;

  5. Interim and final reports submitted using the OSCE reporting template with all required attachments;

Necessary Qualifications:

  • University degree in Law, Politics, Social Sciences, Education, Gender Studies, International Relations, Media or related fields;

  • Minimum three (3) years of professional experience in the field of human rights, democratization, gender, law and political affairs;

  • At least 1 (one) year of experience in designing and implementing training programmes on enhancing gender-sensitivity and facilitating multi-stakeholder engagement;

  • Demonstrated knowledge of democratic governance, civic participation, and the socio-political context in Kyrgyzstan;

  • Strong analytical, critical thinking, presentation and reporting skills;

  • Ability to structure and manage intensive workloads;

  • Ability to establish and maintain strong communication and interaction with the team and counterparts;

  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;

  • Flexibility, ability to work under minimal supervision and deliver against tight deadlines;

  • Professional fluency in Kyrgyz and Russian with excellent communication (both oral and written) skills; working knowledge in English would be an asset;

  • Computer literate with practical experience using Microsoft applications.

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
