    The assignment consists of providing specialized technical support in gender mainstreaming, social inclusion, and environmental and social safeguards during the Project Preparation Grant (PPG) phase of the GEF-8 project “Promoting Productive Use of Renewable Energy for MSMEs and Local Development in the Obock Region” in Djibouti.

    Under the supervision of the International Project Development Specialist (PPG Team Leader), the National Consultant will contribute to the design of a gender-responsive, socially inclusive, and environmentally compliant project, aligned with UNDP Social and Environmental Standards (SES) and GEF requirements.

    The consultant will be responsible for:

    • Conducting gender analysis and developing Gender Action Plans and budgets
    • Completing environmental and social screening (SESP) and identifying mitigation measures
    • Supporting stakeholder consultations, including vulnerable groups and local communities
    • Integrating gender and safeguards considerations into the project strategy, theory of change, and results framework
    • Contributing to the preparation of the UNDP-GEF Project Document (ProDoc) and associated annexes (ESMP, Stakeholder Engagement Plan, etc.)
    • Participating in validation workshops and ensuring incorporation of feedback

    The consultant will also act as the in-country focal point in Djibouti for coordination, consultations, and reporting related to gender and safeguards throughout the assignment.
