National Consultant to Develop and Integrate Curriculum and Learning Modules on FGM/C Prevention in Health Education Institutions

Job Purpose:

The purpose of this consultancy is to support the development and integration of curriculum and learning modules on the prevention of Female Genital Mutilation/Cutting (FGM/C) within pre-service health education institutions. This aims to strengthen knowledge basis of future health professionals about FGM/C as a harmful practice by ensuring that relevant health institutions/universities incorporate a regulatory standpoint, gender perspective, and evidence-based medical, social, and psychological consequences of FGM/C into their curricula.

Scope of Work

Under the overall supervision of UNFPA Indonesia and the Ministry of Health, Directorate Health Services for Vulnerable Groups, and in close coordination with relevant government counterparts, professional associations, and academic institutions, the consultant will undertake the following tasks:

  1. Conduct a desk review and curriculum mapping
    • Review existing national policies, regulations, guidelines, and training materials related to FGM/C prevention.
    • Assess existing curricula in relevant pre-service health education institutions (e.g., midwifery and public health schools) to identify gaps and opportunities for integrating FGM/C-related content.
  2. Consult with key stakeholders
    • Engage with relevant ministries, professional associations, and health education institutions to gather inputs on curriculum needs and institutional requirements.
    • Facilitate technical consultations to ensure alignment with national policies and professional standards.
  3. Develop curriculum content and learning modules applicable for teachers and students
    • Develop evidence-based curriculum content and learning modules on the prevention of FGM by providing a regulatory standpoint; gender perspective; evidence-based medical, social, and psychological consequences of FGM/C. Ensure the curriculum content and learning modules include appropriate management of the manifesting consequences, 
    • as well as communication approaches for prevention.
  4. Integrate FGM/C Prevention curriculum content and learning modules into pre-service education frameworks
    • Provide recommendations on how the learning modules can be integrated into existing pre-service health education curricula.
    • Ensure alignment with national competency standards and existing educational frameworks for health professionals.
  5. Facilitate validation processes
    • Support the organization of technical consultations with stakeholders to refine the curriculum content and modules.
    • Incorporate feedback from relevant institutions and experts into the revised drafts.
  6. Finalize curriculum content and learning modules  guidance for implementation
    • Produce the final curriculum content and learning modules materials ready for integration into health education institutions.
    • Provide recommendations for implementation, including potential approaches for dissemination and capacity-building of lecturers or trainers.

Outputs

  1. Inception Meeting  and Curriculum Review: 

    An inception meeting with UNFPA and MOH  to be conducted outlining the methodology, workplan, and timeline. Report on curriculum desk review and curriculum mapping of existing pre-service health education curricula to be delivered containing  identified gaps and opportunities for integrating FGM/C-related content.

  2. Draft Curriculum Content and Learning Module on FGM/C Prevention: 

    Draft curriculum content and learning module on the prevention of FGM/C and and ethical considerations for integration into pre-service health education institutions, developed in consultation with relevant stakeholders.

  3. Finalized Curriculum Content and Learning Module on FGM/C Prevention, and Recommendations for Integration: 

    Finalized curriculum content and learning module on FGM/C incorporating feedback from stakeholders, and subject to clearance from the Ministry of Health (MoH), along with practical recommendations and guidance for integrating the modules into existing pre-service health education curricula.

Duration and Working Schedule

The consultancy will be carried out in 55 working days spread out approximately from the 1st week of May to the 4th week of July 2026. 

Place where services are to be delivered

This consultancy will be home-based, affording the consultant flexibility in their work arrangements. To ensure alignment with UNFPA's strategic objectives and to harness the expertise of key stakeholders, the consultant will engage with UNFPA Indonesia Gender and Reproductive Health Teams and the Ministry of Health. UNFPA and MOH will facilitate regular consultations, including virtual and in-person meetings to support knowledge sharing and decision-making.

Delivery dates and how work will be delivered

The consultancy will last for 3 months, with the activities detailed below. Payments will be made upon the successful completion of each deliverable:

1st Deliverable - 18 May 2026 (TBC): Report on Curriculum Review

2nd Deliverable - 3 July 2026 (TBC): Draft Curriculum Content and Learning Modules on FGM/C

3rd Deliverable - 31 July 2026 (TBC): Finalized Curriculum Content and Learning Module and Recommendation for Integration

Monitoring and progress control, including reporting requirements, periodicity format, and deadline

Every two weeks, the Gender Programme Specialist will organize a discussion with the consultant to monitor the progress and discuss any challenges.

Supervisory arrangements

Under the overall guidance of the UNFPA Assistant Representative, the consultant will report and be supervised directly by the UNFPA Gender Programme Specialist, in consultation with Sexual & Reproductive Health Specialist, and MOH.

Qualifications and Experience: 

Education

Advanced university degree (Master’s degree or higher) in public health, gender, midwifery, social sciences, education, or other relevant fields.

Knowledge and Experience 

  • At least 5 years of professional experience in public health, reproductive health, violence against women and girls, harmful practices, or related fields.
  • Demonstrated experience in curriculum development, training module development, or education program design, particularly within health education institutions, with relevant professional certification in developing curriculum.
  • Proven experience or established collaboration with institutions responsible for setting midwifery competency standards.
  • Proven experience working on issues related to violence against women and girls, gender equality, sexual and reproductive health and reproductive rights (SRH&RR), or  harmful practices, specifically FGM/C.
  • Familiarity with Indonesia’s health system, health education institutions (e.g., midwifery, nursing, public health schools), and social norms related to harmful practices.
  • Experience working with government institutions, health education institutions, and professional associations is highly desirable.
  • Prior experience working with UN agencies or international development organizations is an asset.

Languages

Fluency in English and Bahasa Indonesia is required
