Organizational Setting
The Food and Agriculture Organization of the United Nations (FAO) contributes to the achievement of the 2030 Agenda through the FAO Strategic Framework by supporting the transformation to MORE efficient, inclusive, resilient and sustainable agrifood systems, for better production, better nutrition, a better environment, and a better life, leaving no one behind. The main aim of the FAO Representation in Cambodia is to assist the government in the developing policies, programmes, and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries, and forestry sectors use their environmental and natural resources sustainably and mitigate the impacts of climate change.
The Public-Social-Private Partnerships for Ecologically-Sound Agriculture and Resilient Livelihood in Northern Tonle Sap Basin (PEARL) is a six-year project (2023 – 2029), funded by the Green Climate Fund (GCF). This adaptation project aims to enhance the climate resilience of farmers and local communities in the Northern Tonle Sap Basin (Kampong Thom, Siem Reap, Preah Vihear and Oddar Meanchey) through public-social-private partnerships and improved access to growing segments of premium agricultural product market while ensuring climate-resilient practices. The PEARL project is co-executed by the Ministry of Environment (MoE), and the Ministry of Agriculture, Forestry and Fisheries (MAFF) and FAO.
The project has three outcomes:
• Improved hydrological and agrometeorological services,
• Climate-adapted agriculture value chain development,
• Strengthen agriculture regulation, policy, market, finance, and institutional capacities.
Reporting Lines
The Technical Assistant (Monitoring, Evaluation, Accountability and Learning – MEAL) will work under the overall supervision of the FAO Representative (FAOR) in Cambodia and the PEARL Senior Project Officer, the direct and day-to-day supervision of the Technical Specialist – MEAL, and in close collaboration with the Technical Advisors and Technical Specialists, FAO representation team, and government counterparts.
Technical Focus
The Technical Assistant (Monitoring, Evaluation, Accountability and Learning – MEAL) will assist the National Technical Specialist and International Technical Advisor for MEAL in providing staff capacity development support and implementing the MEAL plan. The Technical Assistant (Monitoring, Evaluation, Accountability and Learning – MEAL) will assist Technical Specialist (Monitoring, Evaluation, Accountability and Learning – MEAL) in using standard tools/systems for data collection and analysis to improve and enhance operational and programmatic performance of the PEARL project. The Technical Assistant (Monitoring, Evaluation, Accountability and Learning – MEAL) will assist to provide ongoing technical support based on capacity gaps/needs to the project staff, government counterparts and partners to apply the PEARL project standard tools/system proficiently for high-quality real-time data collection and reporting. The Technical Assistant (Monitoring, Evaluation, Accountability and Learning – MEAL) will be accountable for preparing and ensuring high quality of the project beneficiary registration, counting and reporting with regular update to component team.
Tasks and responsibilities
Specifically, the Technical Assistant (Monitoring, Evaluation, Accountability and Learning – MEAL) will:
• Prepare high quality of beneficiary (BNF) data management (i.e. registration, update, check & address duplicate, clean and update weekly list of BNF)
• Support in providing MEAL training and technical capacity support to the project team and operational partners in the implementation of the MEAL plan and build their capacity on data collection, analysis and reporting.
• Support the development of tools and processes to support more effective collection, aggregating and analysis of project information to support enhanced MEAL activities under the project, including Computer-Assisted Personal Interviews (CAPI) tools and digital knowledge management systems.
• Support to monitor all project activities and progress towards achieving the project outputs.
• Support to monitor and evaluate overall progress and the sustainability of the project results and prepare monthly, quarterly, semi-annual and annual M&E reports for project and government counterparts, respectively.
• Support to prepare analyze and provide inputs, information, and statistics for semi-annual and annual and other reports.
• Systematically collect and review project activities to make sure that the activities are being implemented within the work plan and budget.
• Participate in annual project reviews, project steering committee meetings, and planning workshops and assist the FAO Representative and the project team in preparing relevant reports.
• Collect and consolidate quantitative and qualitative data for good practice and lessons-learned for dissemination.
• Support the project staff in preparing relevant MEAL reports.
• Participate in periodical field trips to the project sites.
• Assist other tasks as required in order to deliver the above tasks.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
• University degree in statistics, management, Economics, Agriculture Development or related fields
• At least three years of experiences in designing and implementing data collection and reporting system in development projects with national and international NGOs/UN and Government agencies. Experience from UN projects would be desirable
• Working knowledge of English and fluency in Khmer

Technical/Functional Skill
• Demonstrated development work experience in programme planning, data collection, analysis, reporting and management
• Basic knowledge in KOBO Toolbox or similar software for database development and management
• Demonstrated ability to work independently, handle multiple tasks, work under pressure, and deliver assignment on time
• Familiarity with national and sub-national government and other stakeholders in Cambodia
Selection Criteria
• Expertise in any of the following: data collection tool design, database software and basic knowledge of agricultural value development in Cambodia.
