Organizational Setting

The Food and Agriculture Organization of the United Nations (FAO) contributes to the achievement of the 2030 Agenda through the FAO Strategic Framework by supporting the transformation to MORE efficient, inclusive, resilient and sustainable agrifood systems, for better production, better nutrition, a better environment, and a better life, leaving no one behind.

The FAO Coordination Office for the West Bank and Gaza Strip (WBGS) Programme implements the Country Programming Framework for Palestine to enhance the well-being of Palestinian people by making the agrifood system more efficient, inclusive, resilient, and sustainable in alignment with national policies and strategies and the United Nations Sustainable Development Cooperation Framework (UNSCDF).

The position contributes to strengthening monitoring, evaluation, accountability and learning (MEAL) systems in support of FAO’s implementation, data collection, beneficiary monitoring and grievance redressal mechanisms in a complex humanitarian and development context.

Reporting Lines

Under the overall supervision of the Head of Office, the direct supervision of the Economist, the coordination of FAO Field Operations Coordinator for the Gaza Strip for matters related to Operations, Security and Liaison, and in close consultation with relevant FAO team members in the WBGS, the Accountability and Monitoring Assistant will support the accountability and monitoring of projects implemented in the Gaza Strip.

Technical Focus

Monitoring, Evaluation, Accountability, and Learning (MEAL); data collection and analysis; beneficiary monitoring; grievance redressal mechanisms; agricultural, food security, and trade data; field assessments; programme and project monitoring in emergency and recovery contexts.

Tasks and responsibilities

The Accountability and Monitoring Assistant will perform the following duties under the supervision of the FAO Economist:
•     Support the FAO Economist in implementing MEAL activities for Gaza-based interventions, including field monitoring, data collection, documentation and reporting in line with FAO corporate standards.
•     Conduct field visits, spot checks and post-distribution monitoring (PDM) activities in Gaza, subject to security conditions, and support the documentation of findings, lessons learned and recommendations.
•     Assist in the operation of beneficiary feedback and accountability mechanisms in Gaza, including the intake, registration, tracking and follow-up of complaints and feedback.
•     Provide Gaza-specific operational support to the Country Office Grievance Focal Point, including in implementing PSEA-related awareness-raising and community outreach activities.
•     Support data management and analysis for Gaza-related MEAL activities, including maintaining monitoring databases and beneficiary feedback records.
•     Contribute to periodic internal reports, donor inputs, briefs and documentation related to Gaza MEAL, accountability and safeguarding activities.
•     Perform any other related duties as assigned by the FAO Economist or the Head of Office.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

•     Advanced University degree from an institution recognized by the International Association of Universities (IAU)/UNESCO in economics, statistics, development studies or a closely related field. Consultants with bachelor`s degree need two additional years of relevant professional experience.
•     At least three (3) years of relevant experience in data collection, management, analysis and reporting in support of agriculture and food security projects.
•     Working knowledge of Arabic and English.

Technical/Functional Skills

•     Extent and relevance of experience in monitoring, evaluation, accountability and learning (MEAL), including beneficiary monitoring, post-distribution monitoring (PDM), and field data collection.
•     Extent and relevance of experience in managing beneficiary feedback and grievance redress mechanisms, including complaint tracking, safeguarding considerations and community outreach.
•     Familiarity with data management and analysis tools (e.g. Excel, KoboToolbox, or similar data collection platforms) and experience supporting programme monitoring in agriculture, food security or resilience programmes.
•     Knowledge of the Gaza context and ability to operate within complex operational and security environments is considered an asset.
