The Position:
The Data Intelligence and Demographic Resilience Expert post will be located in the UNFPA Rwanda Country Office to provide specialized technical expertise in advanced data analytics, population dynamics, and evidence-based strategic planning for UNFPA’s 9th CP.
S/he will work collaboratively with the Representative to ensure that the Country Programme is underpinned by robust demographic evidence and resilient data systems, ensuring that interventions are responsive to shifting population trends. S/he will drive the quality and timely implementation of the programme through data-driven insights, strategic outreach, and the strengthening of partnerships with national statistical and research institutions.
Working in an integrated and collaborative manner with the Country Office’s programme and operations staff, s/he will leverage demographic intelligence to build national capacity for resilience, under the overall supervision of the Representative.
The consultant will be given a desk in the UNFPA’s Country Office, under the overall guidance and direct supervision of the Deputy Representative.

Job Purpose:
The 9th Country Programme (CP) priorities include (i) Sexual and Reproductive Health & Rights, (ii) Adolescents and Youth, and (iii) Population Dynamics, while supporting gender mainstreaming and humanitarian interventions to achieve UNFPA’s Three Transformative Results. - (i) Zero preventable maternal death; (ii) Zero unmet need for family planning; and (iii) Zero Gender- Based Violence and harmful practices.
Under the current 9th CP, robust data intelligence and evidence generation are critical for reporting results and strengthening Demographic Resilience. This role focuses on leveraging data to understand population shifts and ensuring the Rwanda Country Office (CO) uses driving the technical agenda for demographic resilience, ensuring the Rwanda Country Office (CO) utilizes sophisticated demographic intelligence for high-impact policy advocacy and Results-Based Management (RBM).
The Expert will work collaboratively with the Representative to ensure data-driven decision-making and the integration of demographic resilience into the 9th Country Programme.
