Job Description

The Position:

The Data Intelligence and Demographic Resilience Expert post will be located in the UNFPA Rwanda Country Office to provide specialized technical expertise in advanced data analytics, population dynamics, and evidence-based strategic planning for UNFPA’s 9th CP.

S/he will work collaboratively with the Representative to ensure that the Country Programme is underpinned by robust demographic evidence and resilient data systems, ensuring that interventions are responsive to shifting population trends. S/he will drive the quality and timely implementation of the programme through data-driven insights, strategic outreach, and the strengthening of partnerships with national statistical and research institutions.

Working in an integrated and collaborative manner with the Country Office’s programme and operations staff, s/he will leverage demographic intelligence to build national capacity for resilience, under the overall supervision of the Representative.

The consultant will be given a desk in the UNFPA’s Country Office, under the overall guidance and direct supervision of the Deputy Representative.

Job Purpose:

The 9th Country Programme (CP) priorities include (i) Sexual and Reproductive Health & Rights, (ii) Adolescents and Youth, and (iii) Population Dynamics, while supporting gender mainstreaming and humanitarian interventions to achieve UNFPA’s Three Transformative Results. - (i) Zero preventable maternal death; (ii) Zero unmet need for family planning; and (iii) Zero Gender- Based Violence and harmful practices.

Under the current 9th CP, robust data intelligence and evidence generation are critical for reporting results and strengthening Demographic Resilience. This role focuses on leveraging data to understand population shifts and ensuring the Rwanda Country Office (CO) uses driving the technical agenda for demographic resilience, ensuring the Rwanda Country Office (CO) utilizes sophisticated demographic intelligence for high-impact policy advocacy and Results-Based Management (RBM). 

The Expert will work collaboratively with the Representative to ensure data-driven decision-making and the integration of demographic resilience into the 9th Country Programme. 

You would be responsible for:

Strategic Data Intelligence & Advanced Analytics (45%)

  • Contribute to the development of technical methodologies and tools for demographic data collection and analysis to support the 9th Country Programme.
  • Support the development and maintenance of frameworks and databases for ICPD and SDG monitoring, focusing on population indicators.
  • Provide technical support in adapting data visualization tools and guidance to build the capacity of partner institutions and UNFPA staff.
  • Liaise with UN agencies and implementing partners regarding data sharing and major monitoring activities.

Demographic Resilience & Program Support (35%)

  • Support the design and implementation of evaluations that focus on population dynamics and demographic shifts.
  • Represent UNFPA in technical meetings, such as One UN Result Groups, specifically contributing data-driven insights on demographic resilience.
  • Regularly track demographic indicators in project documents and provide inputs to communication materials regarding progress and outcomes.
  • Contribute to the programme’s work planning and review processes, ensuring Annual Work Plans are informed by current demographic evidence.

Partnership and Resource Mobilization (20%)

  • Contribute to strategic partnerships with government institutions (such as the National Institute of Statistics), donors, and UN organizations focused on data and population studies.
  • Support the preparation of evidence-based funding proposals and briefing documents for donors by providing high-quality demographic data and trends.

Qualifications and Experience: 

Education:  

Master’s Degree in Demography, Population Studies, Statistics, Economics, or a related field.
Knowledge and Experience: 

  • Minimum five years of progressively responsible professional experience in data analytics, population dynamics, or programme management.
  • Proven capacity in data-driven planning, reporting, and evaluation.
  • Demonstrated leadership, facilitation, and team working skills and ability to establish harmonious working relations in an international and multicultural environment, both within and outside UNFPA.
  • Understanding of UNFPA's core mandate and ICPD programming is highly valued.
  • Experience with the UN system is an added advantage.
  • Strong analytical skills.
  • Excellent written and verbal communication.
  • Ability to work in a multicultural environment.

Languages: 

  • Fluency in English is required. Working knowledge of French and Kinyarwanda is diseirable.
