Organizational Setting and Reporting Relationship

The position of Business Intelligence Specialist (Data Science) is assigned to the Office of Business Intelligence and Operations Coordination (BIOC). You will be based at our Headquarters in Manila, Philippines and relocation is required. All reasonable relocation expenses will be covered.

You will report to the Head, Sectors Operations Coordination and will oversee junior team members.

Your Role

As a Business Intelligence Specialist (Data Science), you will support BIOC's mandate of allowing data-driven decision-making. You will help develop advanced analytics and integrating new technologies such as Artificial Intelligence (AI) into operational workflows. These capabilities are important to improve the speed, quality, and strategic value of decisions across ADB. You will expand BIOC's data science capabilities by introducing modern coding practices, building predictive models, and deploying analytics tools that improve data visibility and operational insight. You will also strengthen institutional capacity by supporting peer training and advancing a data‑driven culture through targeted capacity‑building, internal publications, and community‑building initiatives.

You will:

  • Develop advanced analytics models to produce actionable insights from operational and institutional data, strengthening evidence‑based decision‑making across ADB.
  • Support predictive analytics for pipeline formulation, risk forecasting, strategic prioritization and project performance to improve operational planning and delivery.
  • Develop interactive dashboards, analytical tools, and data‑driven applications that enhance data visibility, usability, and accessibility across departments.
  • Integrate latest technologies—including AI, machine learning, and automation techniques—into operational workflows to improve processes and modernize institutional practices.
  • Collaborate with sector and regional departments to identify data needs, refine analytical approaches, and provide tailored solutions that address operational challenges.
  • Promote a data‑driven culture by supporting capacity‑building activities, facilitating peer learning, developing internal knowledge products, and showcasing impactful analytics use cases.

Qualifications

You will need:

  • A University degree in Data Science, Computer Science, Statistics, Engineering, Economics, Applied Mathematics, or a related field, preferably at post-graduate level or its equivalent, or with comparable professional experience in advanced analytics and data science.
  • At least 6 years of relevant professional experience developing advanced analytics models, including predictive modeling, statistical analysis, machine learning, or AI-driven solutions; with international experience working in several countries.
  • Proficiency in modern coding and data processing languages, such as Python, R, SQL, or equivalent analytical tools.
  • Experience developing dashboards, analytical applications, and data- data-driven tools using platforms such as Power BI, Tableau, or similar.
  • Experience integrating latest technologies (e.g., AI, machine learning, automation) into business or operational workflows.
  • Experience applying data governance, data validation, and systematic methodologies to ensure data accuracy, integrity, and usability.
  • Experience interpreting institutional and operational data, translate analytical findings into actionable insights, and support evidence-based decision- decision-making.
  • Written and verbal proficiency in English.

Additional Information

This appointment is open to internal and external applicants.

This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.
