Unit Context:
IT People Engagement & Development (ITSPE) unit as part of the World Bank Group Information and Technology Solutions operates at the intersection of technology upskilling, learning, IT workforce strategy, and agile transformation. Its mandate is twofold: 1)Ensure the WBG organization has the right technology skills, digital fluency, and adoption capability to realize value from technology investments and enable successful digital transformation, 2)Build and sustain the right technology workforce, skills, leadership, and engagement in IT to enable agile delivery of business priorities and support digital transformation. The unit leads:
• Technology Learning Strategy & Roadmaps – Defining the critical technical capabilities ITS must build (cloud, data, AI, cybersecurity, agile, DevOps, etc.) and orchestrating structured, role-based learning pathways aligned to product and platform strategies.
• IT Workforce Strategy, Workspace & Skills Planning – Using workforce analytics, skills intelligence, and labor market insights to anticipate capability gaps and inform build/buy/borrow decisions in IT. This includes strategic workspace planning, global talent distribution, follow-the-sun models, and high-performing team collaboration environments.
• IT-Specific Talent & Career Architecture – Designing skills-based role clarity, career pathways, and capability progression frameworks tailored to a modern technology organization.
• Engagement & Agile Culture Enablement – Translating engagement insights into operational and environmental improvements that strengthen psychological safety, team effectiveness, inclusion, and delivery performance in an agile technology organization.
In Sofia, Bulgaria Global Business Center, of the World Bank Group, ITSPE is one of the technology teams operating, leading and supporting the information technology operations globally.
Duties and accountabilities:
Role Purpose:
This role is a senior expert responsible for shaping and scaling technology capability development across IT and the broader organization. The role designs and drives technology learning strategy, capability roadmaps, and learning ecosystems that enable teams to build critical skills in areas such as cloud, data, AI, cybersecurity, and platform engineering. Rather than acting as a training provider, the role enables learning at scale—embedding capability development within product teams, leveraging internal expertise, and integrating external learning solutions. Operating through influence, standards, and collaborative, strategic partnerships, the role connects technology strategy, workforce capability, and delivery outcomes to ensure the workforce is equipped to execute digital transformation.
Key Responsibilities:
• Technology Learning Strategy & Roadmaps: Develop and maintain technology learning strategies aligned with IT priorities, investments, and workforce planning. Create integrated learning roadmaps that translate technology investments into clear skill-building pathways. Identify future skill needs through technology trend analysis and capability gap assessments.
• Role-Based Skill Development: Design learning pathways for key technology domains (cloud, data, AI, cybersecurity, DevOps). Enable growth from basic digital fluency to advanced technical expertise. Advise product, technology, and enablement teams as well as leaders and staff on learning paths supporting current roles and future career advancement.
• Learning Enablement: Promote hands-on, practical, and outcome-focused learning (e.g., in-the-flow-of-work, peer learning, labs). Partner with product and technology teams to ensure learning meets real business needs. Build scalable learning ecosystems across teams, communities, and external providers. Convert team expertise into reusable learning assets such as labs, playbooks, and onboarding guides.
• Advisory & Stakeholder Leadership: Serve as a trusted advisor to IT and business leaders on workforce capability and technology adoption. Guide learning investment decisions using data and strategic insights. Support digital transformation and workforce readiness initiatives. Influence learning priorities through strategic relationships and provide input on learning platforms, vendors, and partnerships.
• Standards, Governance & Quality: Set and maintain learning design standards, frameworks, and quality criteria for technology learning. Ensure consistent and scalable learning initiatives. Define and track success metrics such as skill progression, adoption, and performance impact.
• Partnerships & Learning Technology: Build and manage partnerships with technology vendors, learning providers, peer organizations, and academic institutions. Work with internal teams to ensure learning platforms support capability development. Advise on learning technologies, vendors, and innovation in learning delivery.
• Data-Driven Decision Making: Ensure learning initiatives are focused on capability and outcomes, addressing clear performance and technology adoption needs. Integrate formal, experiential, and peer learning approaches.
• Agile Team Coaching: Mentor junior team members and coach on agile behaviors and best practices.

Selection Criteria
Education and Experience • Advanced capability and experience designing learning strategies and role-based capability frameworks at scale • Ability to operate through influence in complex, matrixed, global organizations • Track record of enabling learning within product or engineering teams • Strong stakeholder management, collaboration and advisory skills with technology teams, learning & development partners and senior leaders • Experience working with learning ecosystems, vendors, and digital learning platforms • Data-driven mindset with ability to link learning to business and delivery outcomes. Advanced analytical skills in defining and interpreting learning, capability, and technology adoption metrics, using dashboards and data insights to inform learning strategy, workforce capability development, and investment decisions. • Expertise in designing technology learning and adoption strategies informed by behavioral science and technology adoption frameworks, including models such as Technology Acceptance Model (TAM), Rogers’ Diffusion of Innovation, and UTAUT. • Demonstrated ability to establish and sustain communities of practice, peer learning networks, and knowledge-sharing forums that accelerate skill development and promote the exchange of technical expertise across teams. • Strong strategic and systems-thinking capabilities with experience applying design thinking, human-centered design, organizational development, and change management principles to enable digital transformation and workforce capability development. • Exceptional communication, advisory, and stakeholder engagement skills, with demonstrated ability to influence senior leaders, build cross-functional partnerships, and guide technology capability initiatives across IT and business communities. • Demonstrated ability to mentor and guide learning and enablement professionals and contribute to the development of enterprise learning standards and practices. • Design Thinking / Human-Centered Design certification (e.g., IDEO U, Stanford d.school, IBM Enterprise Design Thinking) • Change Management / Technology Adoption certification (e.g., Prosci, CCMP, ADKAR) • Learning Measurement & Analytics certification (e.g., Kirkpatrick, Phillips ROI, ATD Learning Analytics) • Agile / Digital Transformation certification (e.g., SAFe® Agilist, SAFe® Agile Leadership, Lean Portfolio Management)
• Master’s degree in Digital Transformation, Organizational Development, Learning & Development or in a related field with a minimum of 8 years of relevant experience, or
• Bachelor’s degree with a minimum of 10 years of relevant experience, or
• An equivalent combination of education and experience.
• Proven experience leading technology learning, capability development, or workforce upskilling in a modern technology and IT environment
• Strong understanding of enterprise technology domains (cloud, data, AI, cybersecurity, DevOps, digital workplace, etc.)
• Strong technology literacy and credibility across modern IT domains such as cloud computing, DevOps, AI, data analytics, cybersecurity, and digital platforms, combined with working knowledge of agile methodologies including SAFe, Scrum, Kanban, and Lean product development.
Certifications
• ATD Certified Professional in Talent Development (CPTD) or equivalent senior learning leadership credential
