Job Description :
The Association of Southeast Asian Nations (ASEAN) was founded in 1967 with the purpose of promoting regional cooperation in Southeast Asia, in the spirit of equality and partnership and thereby contribute towards peace, progress and prosperity in the region. ASEAN comprises eleven countries in Southeast Asia, with Timor-Leste being admitted as an ASEAN Member State during the 47th ASEAN Summit on 26 October 2025 in Kuala Lumpur, Malaysia. It was proclaimed a Community through the “Kuala Lumpur Declaration on ASEAN 2025: Forging Ahead Together”, signed by the ASEAN Leaders during their 27th Summit 2015. The ASEAN Community Vision 2045: Our Shared Future articulates the collective aspiration of the ASEAN Community to realise a resilient, innovative, dynamic, and people-centred ASEAN by 2045, envisioning a developed ASEAN as the epicentre of growth in the Indo-Pacific region. 

The ASEAN Secretariat was established in 1976 by the Foreign Minister of ASEAN with basic functions of providing greater efficiency in the coordination of ASEAN organs and for more effective implementation of ASEAN projects and activities. It is also envisioned to be the nerve centre of a strong and confident ASEAN Community that is globally respected for acting in full compliance with its Charter and in the best interest of its people.

In alignment with the ASEAN Community Vision 2045 and Strategic Plans of the three ASEAN pillars of Political-Security Community, Economic Community and Socio-Cultural Community, and ASEAN Connectivity, and supported by the Department of Community and Corporate Affairs, the ASEAN Secretariat is inviting Indonesian citizens or ASEAN Nationals who are already residing and eligible to work in Indonesia to apply for the position of Associate Officer - Learning & Development for Human Resources Division, Community & Corporate Affairs Department.  

Remuneration and Benefits:
Successful candidate will be offered a basic salary of IDR 12,027,750 and attractive remuneration package including monthly transportation allowance, outpatient medical reimbursement, hospitalisation & life insurance, annual bonus of a month’s basic salary, and gratuity. Subject to good performance during the probation, the candidate will be offered a fixed term contract of three (3) years, inclusive of the 6-month probationary period.

Responsibilities
  1. Reporting to the Assistant Director (ADR)/Head and Senior Officer (SO) of Human Resources Division, the Associate Officer shall be responsible to:

    1.    Provide support for the implementation of Capacity Development Initiatives and Programmes:

    • Provide support in the end-to-end implementation of capacity development and learning activities, including trainings, workshops, seminars, and related events organised by HRD in collaboration with relevant counterparts and stakeholders.
    • Assist in identifying staff development needs through training data collection tools (e.g., PAF and KPDO); review, analyse, and interpret responses; identify issues and propose training recommendations.
    • Coordinate logistical and administrative arrangements for learning activities, including liaison with training organisers, facilitators, vendors, caterers, and other service providers.
    • Maintain and regularly update a systematic database to monitor staff participation in training and development programmes, and organise KPDO and PAF submission folders in accordance with record management standard.
    • Contribute to the preparation, utilisation, and monitoring of the training budget.
    • Support the assessment and evaluation of learning activities through post-training surveys, questionnaires, and review of training reports to inform organisational learning improvements.
    • Support the administration and maintenance of the ASEC’s E-Learning Management System (LMS) Provide technical and administrative assistance to staff accessing digital learning systems.

    2.    Provide support in the ASEAN Secretariat’s Induction Programme:

    • Assist in the planning and implementation of induction programmes for newly recruited staff, in consultation with supervisors and relevant divisions.
    • Provide administrative and logistical support for induction sessions, including preparation of presentation materials, coordination of facilitators, attendance tracking, and consolidation of post-programme surveys.
    • Support continuous improvement of induction content and delivery mechanisms. 

    3. Provide support ASEAN Programmes and Projects: 

    • Provide administrative and logistical support for ASEAN programme and project implementation, including onboarding, accommodation, and related arrangements for initiatives such as the ASEAN Attachment Officer and ASEAN Junior Fellowship Programme.
    • Liaise with relevant internal divisions and external partners to ensure smooth programme implementation.

    4.  Coordinate the Internship Programme:

    • Coordinate with Division Heads regarding internship requests and placements.
    • Provide administrative support for internship engagement, including preparation of Terms of Reference (TOR), Letters of Acceptance, and Reference Letters.
    • Monitor internship progress and completion, and ensure compliance with ASEC’s Internship guidelines.
    • Maintain and regularly update the internship database and documentation.

    5.  Documentation and records management:

    • Ensure systematic data filing and documentation of all capacity development and related project/programme activities. 

    6.  Perform other relevant duties as assigned by the supervisors and/or higher authorities of the ASEAN Secretariat.

Qualifications
    • Bachelor’s degree in Human Resources, Business Administration, Public Administration, Education, Psychology, or a related field or an appropriate related field or discipline, preferably with relevant work experience in technical role.
    • Technical skills and knowledge in the HR relevant area or the demonstrated ability to quickly acquire them.
    • Demonstrated ability to plan and organise tasks and work flows, with proven ability for accuracy under pressure and adherence to deadlines.
    • Excellent oral and written English communication skills, with experience in cross-cultural environment and international settings.
    • Demonstrated ability to develop and maintain sound working relationships with stakeholders.
    • Demonstrated commitment to collaborative work practices.
    • Experience using ERP HR modules (Microsoft Dynamics 365) and e-learning systems is an advantage.
    • Competency in computer skills with adequate knowledge of Microsoft Office and Outlook where relevant to the position.
    • Ability to travel for official assignment.
