Job Description

The Global Special Advisor Operations is a key position in the Mine Action and Disarmament section. The position can be located in Oslo or Sarajevo or if for valid reasons also work out of a pre-qualified NPA country office if agreed by the International Dept. Director. The position is responsible for follow up and ensuring the good quality of all NPA MAD operations in all country programmes.

Requirements

  • 10+ years work experience within the specialist area.
  • Relevant higher education at minimum Bachelor level. Relevant experience and/or specialist courses may substitute the educational requirements.
  • Very good spoken and written English
  • Expert and forward looking within the subject area.
  • Exercises their work in line with Norwegian People's Aid's values and our core competencies.
  • Internal and external network builder.
  • Very good communicator.
  • Solid competence and experience from Mine Action and Disarmament sector, with up-to-date trends and development in the sector, including technical, operations and political frameworks.
  • Officer level military experience.
  • Able to take lead on accident investigations as well as back-filling for Operational Manager gaps
  • Able to identify operational and technical gaps in an operation as well as work out advocate follow up plans and training plans, individual or in a team setting.
  • Excellent understanding of IMAS, NMAS, SOPs and land release principles.
  • Excellent ability to work systematically and independently and deliver quality results.
  • Experience from development of mine action and disarmament methodologies, technology, standards, SOPs and training courses
  • Able to identify operational and technical gaps in an operation as well as work out advocate follow up plans and training plans, individual or in a team setting.

Responsibilities

  • Specialist with deep knowledge, within a sought-after subject area, including but not limited to International Mine Action Standards, National Mine Standards and standard operational procedures.
  • Advise and support the leadership group and managers globally
  • Lead and develop specialist area.
  • Enhance knowledge of the subject area across the organization and represent Norwegian People’s Aid in specialist groups and forums.
  • Ensure that NPA maintains a professional and comprehensive approach to operational implementation.
  • Networking and building/maintaining relations with relevant international organizations and partners on topics of technical and operational nature.
  • Advice and support the management team on issues related to operational planning and implementation, including task implementation planning.
  • Responsible for ensuring that all NPA operational activities are implemented in accordance with IMAS, relevant NMAS and our own Standard Operating Procedures.
  • Keep updated on methodological, technical and operational best practice development within the mine action and disarmament sector and contribute towards the NPA ambition of being at the forefront of such developments, together with Global Special Advisor for Mine Action.
  • Mentor the technical/thematic leads as and when appropriate, coordinate the working groups and ensure that NPA utilizes our in-house staff competence, experience and qualifications in the best possible manner.
  • When appropriate, support programmes with the development of IMAS/NMAS-compliant SOPs.
  • Contribute to the establishment of standardized training courses, in particular in cooperation with the Global Special Advisor for Mine Action.
