About this position

We are looking for a dynamic and innovative professional who will help improve lives in the region by supporting the design, implementation and evaluation of health and nutrition operations. The Sector Specialist will contribute to strengthening the Division’s development effectiveness capacities, supporting the advancement of a results-based culture grounded in empirical evidence and portfolio management focused on results.

You will work in the Health, Nutrition, and Population (HNP) Division, which is part of the Social Sector. The HNP team is responsible for preparing and supervising IDB operations in borrowing countries in the areas of health, including human capital investment strategies, strengthening health networks, health system financing, organization, and performance—as well as in nutrition and population.

What you’ll do

• Support the HNP Division’s efforts to roll out the Development Effectiveness Framework.
• Contribute to ensuring that projects comply with Development Effectiveness standards, as outlined in IDB guidelines, regulations, tools, and training materials.
• Support the operationalization of the Division’s Development Effectiveness agenda:
  • During project design, review and validate: (i) the Results Matrix, ensuring feasibility of indicators and targets; (ii) the project’s theory of change; and (iii) support the preparation of monitoring and evaluation arrangements, in coordination with the project team leader and relevant design review teams; and (iv) contribute to the design of project’s impact evaluations, in coordination with other team members.
  • During project implementation: (i) participate in start-up workshops to review proposed changes and coordinate with other Bank Divisions to validate modifications to the Results Matrix; (ii) work closely with project teams to conduct Project Completion Reports (PCRs) simulations annually to assess the likelihood of achieving results, identify risks, and work with teams to recommend and implement corrective measures; (iii) monitor compliance with mid-term and final evaluation requirements; and (iv) support mid-term and final project evaluations.
  • During project closing: (i) contribute to PCR preparation by reviewing drafts, co-authoring sections, reviewing the economic analysis, and engaging in discussions with other divisions.
• Participate in results-based portfolio reviews, collaborating with project teams to identify key challenges affecting a project’s ability to achieve development outcomes.
• Prepare and consolidate data to demonstrate progress on the HNP Division’s Development Effectiveness agenda, including contributions to formal presentations, technical reports, analytical products, and operational documents.
• Collaborate with cross-sectoral teams within the IDB Group and engage with experts from other multilateral and bilateral agencies, academic institutions, think tanks, NGOs, and professional bodies to advance the Division’s and development effectiveness priorities.
• Participate in strategic coordination, technical meetings and policy dialogue with counterparts and development partners when required, in coordination with team leaders.
• Provide other support to the operational and analytical work agenda of the HNP Division, as needed.

What you'll need

Education: Master’s degree (or equivalent advanced degree) in public health, health economics, economics, epidemiology, public policy, public administration, social policy, or other fields relevant to the responsibilities of the role.

Experience: At least 4 years of relevant progressive professional experience supporting the design, implementation, and evaluation of health and/or social sector projects. This includes experience in the design and review of results matrices, theories of change, monitoring and evaluation plans, and impact evaluations of health projects. Candidates must demonstrate experience in development effectiveness, including the use of results-based frameworks and/or monitoring and evaluation tools. Experience working with government entities and/or international development institutions is required. Familiarity with Multilateral Development Bank Development Effectiveness Frameworks is preferred. Knowledge of Power BI, Tableau, and database management is desirable.

Languages: Proficiency in Spanish and English, spoken and written, is required. Additional knowledge of French and Portuguese is preferable.

Type of contract and duration

• International: International staff contract, 36 months initially, renewable upon mutual agreement.
