In Ukraine, NRC has a large and growing portfolio supporting people affected by conflict and displacement. The Country Office supports multiple Area Offices and works across NRC Core Competencies, including Shelter & Settlements, WASH, Education, Protection from Violence, and Information Counselling and Legal Assistance.
NRC’s programming has a strong focus on localisation and partner-led implementation, aiming to strengthen the role of national and local actors in delivering humanitarian assistance. In this complex and evolving context, NRC is scaling up its partnership approach to ensure quality, compliance, accountability, and sustainable programme delivery through partners.
The purpose of the Partnership Technical Officer position is to support the implementation of NRC’s partnership approach by contributing to partner identification, due diligence, agreement management, capacity strengthening, and follow-up of partner-led implementation.

Minimum 2–3 years of relevant experience in partnerships, programme support, or project implementation in humanitarian or development contexts
Experience working with national or local partners/CSOs
Bachelor’s degree in a relevant field
Understanding of partnership approaches and localisation
Familiarity with compliance, due diligence, and risk management processes
Strong organisational and coordination skills
Experience in data tracking, documentation, and reporting
Good communication and interpersonal skills
Working knowledge of English, both written and verbal
Experience in strengthening the capacity of local partners
Experience in facilitating cross-functional collaboration and alignment across teams
Experience in supporting the day-to-day coordination of activities, including follow-up on action points and timelines
Experience in compiling, organising, and maintaining documentation and trackers (e.g. due diligence, workplans, reports)
Experience in providing practical support to partners and internal teams to ensure smooth implementation of activities
