UNFPA is the United Nations sexual and reproductive health agency. Our mission is to deliver a world where every pregnancy is wanted, every childbirth is safe and every young person's potential is fulfilled. UNFPA Supports: -Reproductive health care for women and youth in more than 150 countries – which are home to more than 80 per cent of the world’s population -The health of pregnant women, especially the 1 million who face life-threatening complications each month -Reliable access to modern contraceptives sufficient to benefit 20 million women a year -Training of thousands of health workers to help ensure at least 90 per cent of all childbirths are supervised by skilled attendants -Prevention of gender-based violence, which affects 1 in 3 women -Abandonment of female genital mutilation, which harms 3 million girls annually -Prevention of teen pregnancies, complications of which are the leading cause of death for girls 15-19 years old -Efforts to end child marriage, which could affect an estimated 70 million girls over the next 5 years -Delivery of safe birth supplies, dignity kits and other life-saving materials to survivors of conflict and natural disaster -Censuses, data collection and analyses, which are essential for development planning
Context
UNFPA is the lead UN agency for delivering a world where every pregnancy is wanted, every childbirth is safe and every young person's potential is fulfilled. UNFPA expands the possibilities for women and young people to lead healthy and productive lives. UNFPA helps to ensure the wider availability of sexual reproductive health and youth-friendly HIV prevention services through a framework of appropriate national policies, strategies, and guidelines. It backs high-quality, disaggregated data to guide policymaking and planning. Programmes also strengthen responses to gender-based violence and help to empower women in rural areas. UNFPA globally is promoting commitments to achieving three transformational goals by 2030 - ending preventable maternal deaths, ending unmet need for family planning, and ending gender-based violence and other harmful practices against women and girls including child marriage. Context of task country: Papua New Guinea is a country with a high total fertility rate and a resultant growing working-age population. About 60 per cent of the PNG population is below 25 years old. It has a high maternal mortality ratio of 171 per 100,000 live births, among the highest in the world. It has a low contraceptive prevalence rate of 24.1 per cent, a high unmet need for family planning at 30 per cent, low coverage of skilled birth attendance and a high HIV epidemic prevalence at 0.8 per cent. PNG has one of the highest rates of Gender-Based Violence (GBV) in the world. About 63.9 per cent of women in PNG have experienced physical, sexual or emotional violence by their spouse (PNG Demographic and Health Survey 2016). About 57 per cent of these women were injured due to spousal violence. In Papua New Guinea (PNG), UNFPA is implementing its 7th Country Programme, the Medium-Term Development Plan 4, UNFPA Strategic Plan 2026-2029, and the global Agenda 2030 and the UN Sustainable Development Cooperation Framework. The 7th CPD contains 5 outputs, of which two are focused on addressing Gender Based Violence (GBV) and transforming gender and social norms. UNFPA has mobilized resources from Korea International cooperation Agency (KOICA) the European Union (EU) on the two gender outputs which require the services of a Communications Expert. In view of the above, UNFPA is seeking to recruit an International UNV- Communications Expert to lead and facilitate development and implementation of the communications strategy for UNFPA’s KOICA and EU funded GBV programs.
Task Description
Within the terms of the organization’s delegated authority, and under the direct supervision of the Technical Specialist Gender Based Violence (GBV)/Sorcery Accusation-Related Violence (SARV), the UN Volunteer will undertake the following tasks: ● Assist in the development and implementation of the communications strategy for UNFPA PNG GBV funded programs by KOICA and EU, with focus on digital communication, production of advocacy materials, among which Design and Creative Support. ● Develop visually engaging documents, newsletters, fact sheets, brochures, flyers, invitations, posters, and creative infographics that effectively showcase UNFPA's achievements across various platforms including social media, website, and print. ● Conceptualize and produce creative advocacy designs to promote visibility for UNFPA, KOICA and EU. ● Draft and support the design process for reports and presentations, ensuring they are tailored for printing, electronic distribution, and live delivery. ● Design event invitations incorporating relevant imagery and supplementary materials to enhance engagement. ● Generate innovative ideas for print, web, and interactive presentations. ● Provide graphic and technical solutions for the utilization of new media platforms, including the layout and design of PowerPoint presentations as necessary. ● Contribute design expertise to proposals and pitch presentations, enhancing visual appeal and clarity of messaging. ● Maintain social media platforms and country office websites. ● Engage with traditional and other media to enhance opportunities for UNFPA’s visibility. ● Provide input into the development of donor communication materials, ensuring alignment with organizational branding and messaging strategies. ● Capture comprehensive high-quality photo and video coverage of all events and field activities, ensure thorough documentation; maintain high-resolution photos capable of reproduction across print, multimedia, and online platforms; and prepare and optimize photos and videos for effective use on social media platforms to enhance engagement and outreach. ● Create diverse materials for websites and television, including short documentaries, interviews, animations, and event coverage. ● Establish and maintain a systematic catalog of consent forms corresponding to captured photographs and videos. ● Provide high-quality footage suitable for both broadcast and non-broadcast productions, meeting industry standards. ● Conduct thematic interviews with project partners, beneficiaries, and other stakeholders, capturing compelling narratives and insights. ● Contribute actively to joint Communications initiatives, including for the joint UN Joint programme – “Soim Wokabout”. ● Perform any other task as may be required. ● Set aside dedicated time for capacity development through coaching, mentoring and formal and on-the-job training while working with national staff or (non-)governmental counterparts, including Implementing Partners (IPs).

Living conditions and remarks
Papua New Guinea (PNG) is one of the most beautiful countries in the world with more than 840 languages. 85% of the population of PNG live in rural areas and the geography is beautiful and challenging, made up of seas, islands and mountains. Port Moresby is the capital and largest city and is very cosmopolitan. The city has areas of both high and low security. It’s advisable for residents and visitors to take precautions, especially at night, and in certain neighborhoods known for higher crime rates Port Moresby is well connected by air to the rest of the country and other international routes. The climate in Port Moresby is tropical with 2 distinct seasons, wet season from December-March and dry season from May-October The cost of living can be high especially housing and food. Medical facilities are available but may lack high tech resources that may be required Banking is available with numerous mobile telecommunication networks and good internet connectivity Port Moresby has good road network with minimal power shortages Papua New Guinea a family duty station and is classified as C hardship duty station and Port Moresby have a 12-week R&R cycle with Brisbane, Australia as the R&R location (till June 2026), and further classification is pending. Papua New Guinea is a unique country and a ‘land of a million different journeys. It provides an interesting and enriching environment, but also requires a mature level of cultural awareness, as well as stamina and commitment.
