The purpose of this position is to support the implementation, monitoring, and reporting of Shelter and WASH activities in Benghazi and surrounding areas. The Officer will oversee construction and rehabilitation works, community mobilization, and ensure technical quality and compliance with NRC standards. Projects are implemented through direct modalities.
Generic Responsibilities
Integrate Safe and Inclusive Programming (SIP) principles in all Shelter activities.
Ensure safety, dignity, and inclusion in construction and rehabilitation works.
Participate in SIP-related and protection mainstreaming capacity building.
Specific Responsibilities
Implementation & Supervision. Facilitate and supervise construction and rehabilitation of water and sanitation facilities, shelters, provide support to solar team
and community infrastructure. Monitor and ensure the quality of works conducted by contractors and skilled/unskilled laborers. Provide feedback on materials, progress, and workmanship to the line manager.

Bachelor Degree or above in civil, structural engineering, water engineering, architecture or any relevant field;
Experience of working in complex and volatile contexts;
Technical Shelter and or WaSH and Emergency Response expertise.
Good understanding of common water, sanitation and hygiene promotion approaches.
Documented results related to the position’s responsibilities.
Good computer skills (MS Office, including Outlook for email). AutoCAD, WaterCAD and structural analysis & design software’s knowledge is required.
Context related skills, knowledge and experience
Experience supervising construction and rehabilitation activities.
