Background:

In May 2026, the OSCE Mission in Kosovo (the OSCE), through the Department for Security and Public Safety (DSPS), will organize a three-day specialised training course on the use of Artificial Intelligence (AI) in law enforcement for 25 analyst officers from the Kosovo Police (KP) Directorate of Intelligence and Analysis (DIA) who previously participated in the Mission-supported OSINT training stream. The training will be delivered by an international AI expert and will focus on the responsible and operational use of AI-enabled analytical tools, including social media analysis, crime mapping, anomaly detection, and advanced data-processing techniques, while integrating legal, ethical, privacy, and human-rights-compliant safeguards. The activity aims to strengthen the KP’s analytical capacities and enhance the quality, consistency, and strategic relevance of intelligence products in support of the implementation of the forthcoming Integrated Intelligence-Led and Community Policing Strategy and Action Plan (2026–2030).

The training will further develop the participants’ ability to interpret and analyse complex digital data, identify emerging crime patterns and AI-enabled threats, and apply advanced analytical methods to support intelligence-led, evidence-based policing. Building on the Mission’s OSINT capacity-building support, this activity represents a logical next step toward more advanced, data-driven policing methodologies, reinforcing critical thinking, structured analysis, and informed decision-making across analytical functions. By strengthening AI-capable analytical skills within the DIA, the training will improve the KP’s institutional readiness to address challenges linked to digital platforms, online harm, disinformation, and technology-enabled crime, while ensuring accountability, transparency, and respect for fundamental rights.

The added value of engaging an international AI expert lies in the expert’s specialised knowledge and practical experience in applying AI tools within law enforcement contexts, as well as in embedding safeguards related to oversight, algorithmic bias, and proportionality. Through this training, the expert will support the transfer of contemporary best practices, promote responsible and rights-based use of AI, and contribute to the progressive institutionalisation of AI-supported analytical techniques within the KP. The Mission will engage an international AI expert to conduct the training and will cover all related costs, including the venue, refreshments, and training materials.

Objective of Assignment:

This training will equip 25 KP DIA officers with the knowledge and practical skills to responsibly apply AI tools in intelligence analysis. It will enable them to analyse complex digital data, identify emerging crime patterns and AI-enabled threats, and produce higher-quality intelligence products in support of intelligence-led, evidence-based policing and strategic decision-making.

Duration of Assignment:

The Consultant will be hired for 5 working days.

Tasks and Responsibilities:

1. To develop the training methodology and materials in consultation with the DSPS/CSDS activity manager, including pre- and post-training knowledge assessment tools, and to submit the training agenda, presentations, practical exercises, case studies, and tests for review and approval before the delivery of the training.
2. To prepare the presentations, practical exercises, for a three-day specialised training course for 25 officers of the Kosovo Police Directorate of Intelligence and Analysis on the responsible use of AI in law enforcement, combining theoretical foundations with practical applications of AI-enabled analytical tools within an intelligence-led policing framework.
3. To deliver a three-day ToT course for 25 participants on the responsible use of AI in law enforcement, combining theoretical foundations with practical applications of AI-enabled analytical tools within an intelligence-led policing framework.
4. To assess learning outcomes and report on results, including administering pre- and post-training assessments, evaluating participant performance during practical exercises, and submitting a brief written summary of training outcomes, key observations, and recommendations, which should include references for policy/practice, participant feedback summary, to the CSDS activity manager upon completion of the assignment.
   

Deliverables:

• By 20 April 2026, develop and submit the presentations, agenda, and other training materials to the OSCE activity manager for approval and potential amendments.
• By 25 April 2026 develop and submit the pre and post-training survey questions.
• By 27 April 2026, incorporate CSDS comments in the training agenda and material and submit the final version to the activity manager for approval.
• From 19 to 21 May 2026, the consultant successfully delivered a three-day training for 25 participants.
• By 30 May 2026, deliver a final report to the OSCE activity manager, summarising the observations during the training, identifying gaps on the topic, and future actions.

Necessary Qualifications:

• University degree in criminology, computer science, data science, artificial intelligence, law enforcement studies, or another relevant discipline, or other comparable vocational qualification directly related to the use of AI in intelligence analysis and policing;
• Minimum five years of professional and training experience in the application of AI, advanced data analysis, or digital analytical tools within law enforcement, security, or intelligence contexts;
• Proven experience in designing and delivering specialised training courses for law enforcement agencies and/or public institutions, including practical, scenario-based training methodologies;
• Previous experience working in a capacity-building or advisory role, preferably in international or multi-institutional environments;
• Excellent spoken and written English language skills are mandatory;
• Demonstrated ability and willingness to work as a team member with people of different cultural, religious, and gender backgrounds, with strong cultural sensitivity and sound professional judgment;
• Proficiency in digital literacy, including effective use of Microsoft Office applications (Outlook, Word, Excel, and PowerPoint) and internet-based research and analytical tools

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
