JOB TITLE: Monitoring, Evaluation, Accountability and Learning (MEAL) Global Coordinator - (JP RWEE Secretariat)

DURATION: 11 months contract (with the possibility of contract renewal)

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The JP RWEE is a partnership initiative of FAO, IFAD, UN Women and WFP that aims to economically empower rural women in Nepal, Niger, Pacific Islands (4 countries), Rwanda, Tanzania and Tunisia. The JP RWEE focuses on four key economic empowerment outcomes: 1) improved food and nutrition security, 2) increased incomes to sustain livelihoods and build resilience, 3) enhanced leadership and participation in rural households, communities and institutions, and 4) a more gender-responsive policy environment for the economic empowerment of rural women.

The implementation of the JP RWEE is overseen by an International Steering Committee (ISC) , supported by a Technical Advisory Committee (TAC), at global level, and by a National Steering Committee at country level. The Global Coordination Unit (JPRWEE secretariat) is responsible for the overall management, coordination and global learning of the programme, including oversight of the development and implementation of the programme’s monitoring and evaluation system, and is based in WFP’s headquarters in Rome.

The MEAL Global Coordinator serves as the Global Technical Advisor for Monitoring, Evaluation, Accountability and Learning (MEAL) and Data Management for the Global Initiative, sits in the GCU (JPRWEE Secretatirat) and reports to the Global Coordinator.

Building on the implementation of the JP RWEE Global MEAL system initiated by this very role during the previous years, the MEAL Global Coordinator continues to lead on the enhancement , operationalization and positioning of a robust Joint Programme MEAL framework across all participating countries and globally. The role ensures that rigorous evidence on economic empowerment is generated to drive strategic decision-making, learning, accountability and programme adjustment globally.

The MEAL Global Coordinator provide direct strategic oversight to five (6) country level MEAL Coordinators, providing technical guidance and supervising of their work ensuring global MEAL system is mainstreamed at country level. Collaborate closely with national teams, technical units across the Agencies at HQ level to ensure JP RWEE MEAL system supports and convey the achievements of results and strengthens the global positioning of the JP RWEE programme.

ACCOUNTABILITIES/RESPONSIBILITIES:

Global MEAL System Implementation and strategic leadership

  • Continue to lead the enhancement , development and implementation of the JP RWEE Global MEAL Plan.
  • Oversee the JP RWEE Management Information System (MIS), ensuring the integration of data for global aggregation, analysis and reporting.
  • Provide strategic oversight of the LTA developing the global MEAL dashboards and supervise the data‑management function, ensuring high‑quality visualizations, reliable data flows, and alignment with global MEAL priorities.
  • Provide oversight on MEAL aspects of country-level annual workplans with specific attention to performance indicators, targets, and alignment to programme results framework.
  • Oversee the implementation of outcome monitoring exercises, ensuring methodological rigor and harmonization across countries.
  • Lead collaboration with technical units across the four RBA agencies and UN Women to showcase joint monitoring model that leverages comparative advantages, improves efficiency, and strengthens country‑level learning for the next phase of JP RWEE.

Global evidence generation and insight/foresight analysis

  • Lead the production of global-level strategic analyses, consolidating outcome monitoring data across nine (9) participating countries, and provide high-quality evidence products to inform programmatic adjustments and decision-making.
  • Lead collaboration with IFPRI on global qualitative research and WEE measurement initiatives linked to pro-WEAI indicators, ensuring effective integration into the MEAL system and country-level reporting.
  • Provide inputs and technical advice and to programme adjustments and evidence-based decision making through timely analysis of MEAL data and trends.
  • Generate strategic evidence packages that demonstrate programme performance, value‑for‑money, and comparative advantages—supporting RBA agencies and UN Women in mobilizing additional partners and funding for the next phase.
  • Produce evidence and technical guidance to showcase JP RWEE’s disability‑inclusive and gender‑responsive WEE results, contributing to the 2027 Global Disability Inclusion Summit and strengthening the programme’s positioning as an inclusive WEE model.

Oversight and capacity building for MEAL streamlining at country level

  • Provide direct strategic oversight and technical guidance to JP RWEE MEAL Coordinators (6) across 9 countries (including 4 Pacific Islands Countries and Rwanda) ensuring quality implementation of a streamlined global MEAL system aligned to the JPRWEE global framework and the UNDG guidelines for Joint programme.
  • Lead the roll out of annual MEAL Capacity Strengthening Plan, mainstreaming MEAL standard methodologies, tools and good practices at country level through tailored trainings, technical support missions and knowledge sharing initiatives.
  • Lead the development and dissemination of guidelines packages for the operationalization of JP RWEE monitoring excercies at country and global level.
  • Maintain the JP RWEE M&E User Manual and continue develop guidance and training materials to standardize JPRWEE MEAL practice across countries, with adaption to country contexts as needed.

Oversight of JP RWEE Mid tewrm Review (MTR) and Final Evaluation process

  • Produce MTR consolidated result overview for ISC and external audience and provide technical ans strategic advice on country exit strategies or programme adjustments based on the MTR evidence.
  • Provide evidence‑based guidance to inform programme adjustments and drive coherent, MTR‑aligned revisions of country workplans.
  • Lead the technical preparation and kick off of the endline and Final Evaluation for six (6) countries including four Pacific Islands (where applicable), ensuring adeherence to the Joint Programme corporate quality standards and strategic relevance of the findings.

MPTFO corporate reporting and representation

  • Lead the consolidation of MEAL-related sections of the MPTFO reporting products, ensuring strategic use of evidence and alignment with the Annual workplan and JP RWEE performance indicators.
  • Ensure the MEAL-related contributions to MPTFO deliverables, including Bi-Annual reports, Country Annual workplan, Annual Reports are delivered and with high quality and timeliness.
  • Represent the JPRWEE Secretariat in global, inter-agency, TAC meetings and ISC meetings technical discussion on MEAL-related issues, sharing evidence and providing technical advice to strenghten JP RWEE positioning on WEE measurements.

DELIVERABLES AT THE END OF THE CONTRACT:

  • Global Management Information System maintained and inhanced across the participating countries.
  • Visualization dashboards delivered and in use to support internal analysis and reporting at country and global level. Technical advice for further updgrades delivered.
  • Mid Term Review process, endline and final evaluation guidelines package and training delivered.
  • Range of JPRWEE MEAL consolidated evidence-based products for decision making and learning delivered.
  • Qualitative research collaboration with IFPRI led and operationalize across the selected countries
  • Technical support missions carried out as per capacity strengthening needed

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

Advanced University degree in international development, social sciences, statistics, development economics or related subject, or first University degree with additional years of related work experience and/or trainings/courses.

Experience:

  • Over five years of professional experience in Monitoring & Evaluation and Results‑Based Management, ideally in relation to food and nutrition security, livelihoods, gender equality and women’s economic empowerment. With at least 3 years in coordination role at regional or global level.
  • Proven leadership in managing MEAL systems, applying a wide range of quantitative and qualitative tools, methods, and analytical approaches for evidence generation and programme performance tracking.
  • Strong experience in designing and managing qualitative research, including collaboration with external research institutions, technical agencies, and service providers to ensure methodological rigor and effective integration into programme evidence systems.
  • Demonstrated ability to coordinate across UN agencies and multi‑stakeholder environments, facilitating alignment, joint decision‑making, and coherent implementation in complex inter‑agency or multi‑partner settings.

Knowledge & Skills

  • In-depth Knowledge of Theories of Change and logical frameworks.
  • Excellent command of both quantitative and qualitative data analysis methods.
  • Skills in training, mentoring and coaching skills.
  • Excellent communication and interpersonal skills, and ability to interact with team members in a remote working setting and in diverse cultural contexts.
  • Strong understanding of gender equality and women’s empowerment principles; understanding of gender transformative approaches is an advantage.
  • In depth knowledge of nutrition, food security, livelihoods, and climate resilience measurements.
