Relief International is an alliance of four organizations with one shared mission, comprised of Relief International, Inc., Relief International-France, Relief International-UK and Relief International-Europe, which operate under a one-team concept under a single senior leadership team.

Job Profile

The Project Manager will oversee the effective planning, implementation, and monitoring of Relief International’s OCHA project in Idleb, Aleppo and Hama governorates, Northwest Syria, ensuring high quality delivery, strong coordination, and compliance with donor requirements and organizational standards. The PM will also manage other donor projects expected to be implemented in NWS.

The role will ensure that projects achieve their objectives on time and within budget while maintaining program quality, accountability, and integration with broader organizational priorities. The perspective candidate will work closely with internal teams, partners, and external stakeholders to support project delivery in a dynamic operating context.

The role will lead project management processes across multiple functions and locations, while coordinating with area- and country-level leadership. You will navigate operational complexities, including fluid security conditions, political developments, logistical and their operational challenges, ensuring adaptive and resilient project management.

Key Responsibilities

Accountability and Complexity

  • Lead project planning, implementation, and monitoring in line with donor agreements, internal procedures, and compliance requirements, in close coordination with the Area Manager, support department focal points, and other relevant colleagues.
  • Ensure that projects are managed adaptively, responding to emerging risks, contextual changes, and operational constraints.
  • Maintain quality assurance and ensure project activities meet technical and programmatic standards.
  • Collaborate with compliance and audit functions to ensure project monitoring and corrective actions where necessary; ensure timely, accurate and high-quality internal reporting on potential or actual breaches of RI or donor policies or local legislation.
  • Lead or support donor visits, third party monitoring, audits, or external evaluations to project sites within the area of responsibility.

Project Management

  • Ensure the successful implementation of the project/s, coordinating closely with area management on operational implementation, and with relevant focal points at Syria Country level.
  • Oversee overall project implementation progress in all areas, including programmatic activities and budget management.
  • Monitor project budgets, ensure appropriate spending, and identify and resolve any potential financial issues promptly.
  • Serve as budget holder for spending and other approvals related to programmatic budget lines, as authorized in the mission’s Authorization Matrix, internal SOPs, or as delegated by the Country Director or relevant SMT focal point.
  • Conduct regular field visits to areas to engage with staff and partners, assess progress, identify challenges, and support problem-solving.
  • Ensure completion of project management tools on a timely basis and participate in Grant
  • Review and Budget Review meetings to present the progress.
  • Ensure project reporting requirements from field-level are fulfilled, overseeing and directly contributing to timely and accurate donor reports and internal updates.

Coordination and Representation

  • Represent RI in relevant programmatic coordination platforms, ensuring there is no duplication with other stakeholders in program delivery, as delegated by the Field Director, Program Quality Director, and Country Director.
  • Build and maintain strong relationships with partners and key stakeholders on program-related matters.
  • Ensure effective information sharing and communication within the organization and with external actors where determined relevant under the guidance of Area Manager and Field Director.
  • Support partner organizations in project delivery, ensuring alignment with RI standards and donor requirements.

Management and Leadership

  • Provide leadership and supervision to project teams, ensuring clarity of roles, responsibilities, and objectives.
  • Mentor project staff and build capacity in project management, compliance, and reporting standards.
  • Collaborate with the Area Manager as well as relevant support departments in order to ensure effective operationalization of the project at field level, including troubleshooting challenges or obstacles likely to hinder project progress.
  • Contribute to programmatic strategy planning processes, at field and country levels, ensuring participation of field-level project staff in discussions about program relevance, efficiency, and impact.
  • Contribute to proposal development for future programming, consolidating input from field-level project staff.
  • Ensure that risk management processes, including safety and safeguarding considerations, are integrated into all aspects of project implementation, in coordination with the relevant organizational focal points.
  • Promote an environment of accountability, learning, and continuous improvement within the team.

Other duties

  • Submit ideas for the improvement of the organizational/base environment and the welfare of project staff.

Person Specification

Skills, knowledge and expertise required for the role.

Essential criteria

  • Bachelor’s degree or equivalent in experience in relevant area/s (International Development, Project Management, Business Administration, etc).
  • Minimum 3 years’ experience and successful track record in managing humanitarian or development project implementation, including budget oversight, reporting, and coordination.
  • Team management experience.
  • Strong organizational, analytical, and problem-solving skills.
  • Collaborative and a team player.
  • Excellent communication skills (written and spoken) in English and Arabic.

Desirable criteria

  • Certification in project management (e.g., PMP).
  • Experience and knowledge of the Northwest Syria context.
  • Experience with SHF OCHA, ECHO and or USG donor-funded projects.
  • Technical knowledge in Health, Protection or other areas relevant to RI’s programming.
  • Results-oriented and ability to work in an efficient manner independently
  • Excellent interpersonal and team-building skills
  • Strong negotiation and conflict resolution capabilities
  • Demonstrated commitment to humanitarian principles and RI values
  • Ability to adapt and thrive in dynamic and high-pressure contexts
