ORGANIZATIONAL CONTEXT
The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013 as well as the Abu Dhabi Declaration adopted at the eighteenth session of UNIDO General Conference in 2019, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies to a greater or lesser extent to all SDGs.
The medium-term programme framework (MTPF) is UNIDO’s core strategic document. As the Organization moves from the 2022–2025 cycle to the 2026–2029 MTPF, it sets a renewed vision to support Member States shape their industries for development. The new priorities include renewable and clean energy, sustainable access and climate action, ending hunger through innovation and local value addition, and fair and sustainable global and regional supply chains. Cross-cutting priorities focus on industrial and economic policy advice, skills development, fostering digitalization and artificial intelligence, gender equality and the empowerment of women, supporting youth, promoting cleaner production and circular economy, and leveraging private sector investment and development finance.
Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Divisions/Offices in its Headquarters, Sub-regional Offices and Country Offices.
The Field Offices fall under the overall responsibility of the Division of Regional Bureaus and Field Offices (GLO/RFO), of the Directorate of Global Partnerships and External Relations (GLO).
The Field Offices are responsible for representing UNIDO in their countries/regions of coverage and for maintaining close relations with all relevant stakeholders. They are responsible for identifying development priorities and donors’ thematic and funding priorities in the countries/regions of coverage, and for supporting, and/or leading when requested, the formulation, implementation and monitoring of technical cooperation projects and programmes, including the Programmes for Country Partnership (PCPs) and the Country Programmes (CPs). The Field Offices are also responsible for coordinating and reporting on UNIDO’s activities in their countries/region of coverage, and for leading/contributing to the development of regional strategies and policies to ensure the strategic and programmatic consistency of UNIDO’s work. The Field Offices also cooperate with and contribute to the joint work of the UN System at the country level, in particular through collaboration with the United Nations Resident Coordinator Offices (UNRCs) and United Nations Country Teams (UNCTs) and the participation in Common Country Assessments (CCAs)/United Nations Sustainable Development Cooperation Frameworks (UNSDCFs).
The UNIDO Sub-Regional Office in Thailand (UNIDO Thailand), headed by the UNIDO Representative (UR) in Thailand based in Bangkok covers the UNIDO Programmes in Thailand and countries of coverage. The UR is responsible for representing UNIDO in the host country and countries of coverage as well as in relevant regional intergovernmental institutions, to promote the Organization as an effective partner for development, and to maintain close contacts with local stakeholders at the country level as appropriate, including government institutions and international entities.
PROJECT CONTEXT
UNIDO Thailand received a notification that a project proposal submitted by UNIDO Thailand has been selected as part of the Japanese Supplementary Budget 2025. The project proposal is “Arsenic decontamination through integrated arsenic management in the Northern regions of Thailand” (UNIDO ID: 250290). There are three project components of (i) development of integrated arsenic management action plan in Kok River (the scope is to be determined), (ii) capacity building of arsenic monitoring and analysis in the regional office of the Pollution Control Division of the Ministry of Natural Resources and Environment of Thailand, and (iii) demonstration of arsenic decontamination for drinking and/or agricultural water.
The National Project Associate works under the supervision of the UNIDO project manager in close cooperation with the Pollution Control Division as well as the project’s Task Force Team members on the following tasks.

Education: Advanced university degree (master’s or equivalent) in economics, engineering, sciences, agri-business, environment, energy, business administration, or other relevant discipline is required. Alternatively, a first level university degree or an advanced technical college diploma may be acceptable provided it is combined with additional one year of professional hand-on experience that is directly relevant to the expertise required by the specific assignment.

Languages: Fluency in written and spoken English and Thai is required.
