Tiered Approach

In line with the commitment to safeguard capacity and support personnel already in the Organization, a majority of UNDP UNCDF/UNV vacancies are advertised using a tiered application process whereby:

Background

Bangladesh, with a GDP exceeding USD 430 billion, is the second-largest economy in South Asia and experienced strong economic growth of around 6% annually between 2000 and 2019, alongside significant social progress. During this period, the country improved key development indicators, including an increase in the Human Development Index from 0.49 to 0.68 and a reduction in the national poverty rate from over 48% in 2000 to below 19% in 2022, positioning it for graduation from Least Developed Country (LDC) status in 2026. Despite these achievements, Bangladesh faces serious development challenges, including slow economic growth projected at 3.7% in 2025, double-digit inflation, limited private investment, weak institutional capacities, low social spending, and high vulnerability to climate change and natural disasters, which threaten progress towards achieving the Sustainable Development Goals.

The Initiation Plan (IP) of Resilient and Inclusive Economic Growth (RINEG) programme at UNDP Bangladesh supports the development of innovative initiatives to advance resilient, green, and inclusive economic development, with a strong focus on digital transformation of land administration systems. The RINEG Initiation Plan (2026–2027) provides a foundational framework to consolidate UNDP’s climate and inclusive growth programming by integrating governance, gender and inclusion, sustainable finance, and digital innovation into a cohesive, resilience-focused portfolio.

Under Output 5, the programme aims to digitize land management records in automated land management system, embarking a new era in online land governance of Bangladesh. Key components of this initiative include data collection, entry, verification, correction and validation to modernize services such as- land development tax, records of rights (RoR/Khatian) and mutation. A critical aspect is ensuring the accuracy of data. UNDP has been actively collaborating with the Ministry of Land on this digitalization effort. A critical value addition by UNDP on this initiative has been to enable online access for landowners in digital land records by creating their land profiles. Successful completion of 1st piloting phase in 8 districts across 8 divisions led to 2nd piloting phase across 6 districts (Dhaka, Gazipur, Narayanganj, Narsingdi, Kishoreganj and Cox’s Bazar) and 2 city corporations (Chattogram and Khulna) with much diversified data outlook. This initiative will benefit over 11.73 million citizens by ensuring secure, transparent, and equitable access to land information, empowering communities and reducing land-related disputes. The unified digital platform will enable landowners to securely store and access land records, pay land development taxes online, initiate and track mutation processes digitally, and manage their access credentials, thereby streamlining services, reducing costs, and strengthening inclusive and sustainable economic development.

The Project Assistant will be responsible for assisting the Project Manager in project related activities, responsible to ensuring smooth operations of the project and consistency of project implementation with UNDP rules and regulations.

Duties and Responsibilities

The Project Assistant will work closely with the Project Manager to provide support in smooth day-to-day operations, logistics, and project support, including coordination between PMU activities, field implementation and operations. This includes:

Provide Project Support

  • Assist in the implementation and coordination of project activities as per the approved workplan
  • Provide logistical and coordination support to plan and organize workshops, training sessions, field missions, and review meetings in 8 districts including city corporations.
  • Support the monitoring of progress of field activities and ensure timely updates to the central team.
  • Maintain regular communication with district and union-level field teams to ensure proper flow of information and resources.
  • Assist in compiling inputs and documentation from field offices for Project reports, briefs, and presentation materials.

Operations and Logistics Support 

  • Support procurement, and financial processingin accordance with UNDP operational procedures.
  • Maintain an inventory of project materials, logistics, and IT equipment and ensure timely distribution to field offices.
  • Facilitate travel arrangements for project personnel, including booking transport, accommodations, and travel reimbursements.
  • Liaise with UNDP operations and procurement units to ensure timely delivery of operational support to the project.
  • Support to maintain and follow-up with PMU, Districts, Upazila and Union level project personnel for smooth and timely allocation of required logistics.

Provide Administrative and Finance Support

  • Maintain organized digital and hardcopy records of all project and operational documentation, including attendance sheets, payment documents, correspondence, and logistics tracking.
  • Support the preparation of meeting minutes, checklists, and administrative notes.
  • Ensure timely calendar maintenance of all project events, missions, and activities for institutional memory and reporting.
  • Support in timely payment to vendor and NGO, upon successful delivery.

Support in overall Coordination between PMU and field personnel and knowledge sharing 

  • Provide general administrative and coordination support to the project team.
  • Act as a liaison between the project team and vendors, service providers, and district-level officials on logistical and administrative matters.
  • Support the dissemination of internal and external communications, notices, schedules, and coordination updates.
  • Make sound contributions to knowledge networks and communities of practice

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Institutional Arrangement

The Project Assistant will work under the direct supervision of the Project Manager, in close collaboration with RIG Cluster, Programme Teams, Operations Teams of UNDP.

Required Skills and Experience

Education:

  • Secondary Education completed is required. Or
  • A university degree (bachelor´s degree) in Social Science, Development Studies, Business Administration, International Development or a closely relevant academic discipline will be given due consideration, but it is not a  requirement

Experience:

  • Minimum of 5 years (with Secondary Education) or 2 years (with Bachelor’s degree) of relevant work experience in project or office support functions, preferably in national or international development context.

Required Skills:

  • Demonstrated experience in drafting letter, note and documentation 
  • Experience in operating office software packages (MS Word, Excel, etc.) and experience in handling of web-based management systems.
  • Experience and skills in compiling inputs and documentation from field offices for Project reports, briefs, and presentation materials.
  • Experience within the preparation of meeting minutes, checklists, and administrative notes. 

Desired Skills:

  • Working experience with multidisciplinary teams, INGO’s or NGO.
  • Experience in implementing projects that included extensive communication, data collection, coordination and facilitation requirements, analytics and logistics.
  • Previous experience in organizing events (e.g. handling correspondence between different stakeholders, managing day-to- day activities related to event organization, etc.)
  • Experience in administration, logistics and reporting.
  • Experience in procurement processes 

Language: 

  • Fluency in English and Bangla (spoken and written) is required
