Tiered Approach

Background

Bangladesh, with a GDP exceeding USD 430 billion, is the second-largest economy in South Asia and experienced strong economic growth of around 6% annually between 2000 and 2019, alongside significant social progress. During this period, the country improved key development indicators, including an increase in the Human Development Index from 0.49 to 0.68 and a reduction in the national poverty rate from over 48% in 2000 to below 19% in 2022, positioning it for graduation from Least Developed Country (LDC) status in 2026. Despite these achievements, Bangladesh faces serious development challenges, including slow economic growth projected at 3.7% in 2025, double-digit inflation, limited private investment, weak institutional capacities, low social spending, and high vulnerability to climate change and natural disasters, which threaten progress towards achieving the Sustainable Development Goals.

The Initiation Plan (IP) of Resilient and Inclusive Economic Growth (RINEG) programme at UNDP Bangladesh supports the development of innovative initiatives to advance resilient, green, and inclusive economic development, with a strong focus on digital transformation of land administration systems. The RINEG Initiation Plan (2026–2027) provides a foundational framework to consolidate UNDP’s climate and inclusive growth programming by integrating governance, gender and inclusion, sustainable finance, and digital innovation into a cohesive, resilience-focused portfolio.

Under Output 5, the programme aims to digitize land management records in automated land management system, embarking a new era in online land governance of Bangladesh. Key components of this initiative include data collection, entry, verification, correction and validation to modernize services such as- land development tax, records of rights (RoR/Khatian) and mutation. A critical aspect is ensuring the accuracy of data. UNDP has been actively collaborating with the Ministry of Land on this digitalization effort. A critical value addition by UNDP on this initiative has been to enable online access for landowners in digital land records by creating their land profiles. Successful completion of 1st piloting phase in 8 districts across 8 divisions led to 2nd piloting phase across 6 districts (Dhaka, Gazipur, Narayanganj, Narsingdi, Kishoreganj and Cox’s Bazar) and 2 city corporations (Chattogram and Khulna) with much diversified data outlook. This initiative will benefit over 11.73 million citizens by ensuring secure, transparent, and equitable access to land information, empowering communities and reducing land-related disputes. The unified digital platform will enable landowners to securely store and access land records, pay land development taxes online, initiate and track mutation processes digitally, and manage their access credentials, thereby streamlining services, reducing costs, and strengthening inclusive and sustainable economic development.

The Project Associate (Communication, Reporting & Documentation) will provide support to Project Manager (PM) in close collaboration with the RIG Cluster, Programme Teams, Operations Teams of UNDP. H/She will be responsible for developing and implementing a comprehensive communication, reporting and documentation strategy to support the project's objectives.

Duties and Responsibilities

The Project Associate (Communication, Reporting & Documentation) will be work under the overall guidance and supervision of the Project Manager, collaborates closely with RIG Cluster, Programme Teams, Operations Teams of UNDP.

The Project Associate (Communication, Reporting & Documentation) will work closely with the Project Manager to provide support on strategic communication and documentation of the project activities. This includes:

Ensure Strategic Communication of the Project 

  • Design and implement a comprehensive communications strategy for the Land Data Digitalization Project aimed at inclusive growth, ensuring alignment with UNDP’s global communication guidelines and the Government of Bangladesh’s communication priorities for land sector reforms.
  • Develop and disseminate a diverse range of high-quality communication materials, including clear policy briefs, fact sheets on digital land services, visually engaging infographics detailing land data components (e.g., Holding, Khatian, NID-linkage), compelling case studies on citizen impact, and succinct lessons learned reports for various target audiences (government, development partners, civil society, citizens).
  • Coordinate actively with Government counterparts, particularly the Ministry of Land and local land offices, and relevant stakeholders to strategically promote the visibility of the project’s key milestones, achievements, and tangible impacts on land service delivery.
  • Provide essential communication compliance support for high-level project meetings, workshops, and events, ensuring consistent messaging and documentation.

Ensure Project Documentation, Reporting and Knowledge Management:

  • Ensure the comprehensive documentation of all project activities, best practices, case studies, and lessons learned through meticulously prepared reports and knowledge products. This includes capturing the nuances of data entry, collection, verification, and citizen profile creation processes at Union, Upazila, and District levels, as well as the technical aspects of data integration.
  • Ensure the process of knowledge capture at each operational level, identifying critical insights and translating them into accessible, evidence-based knowledge products for wider dissemination.
  • Maintain an organized and centralized digital repository of all project documents, detailed field reports, high-quality photos, videos, and knowledge materials, in close collaboration with the project Monitoring and Evaluation (M&E) team, ensuring easy access and proper version control.
  • Provide strategic guidance for the preparation of periodic reports to the Ministry of Land, UNDP senior management, and other relevant stakeholders, ensuring accuracy and impact-oriented reporting.
  • Contribute substantively to the preparation of periodical reports and strategic advocacy documents for both national and global stakeholders, highlighting the transformative potential of digital land management.
  • Prepare timely, accurate, and results-oriented progress reports, aligning with UNDP and project reporting standards.
  • Draft briefing notes, updates, and talking points for high-level meetings at PMU and field level.
  • Consolidate data and inputs from field teams and technical leads to develop evidence-based narrative reports that reflect both progress and challenges of project implementation.
  • Track and report on key communication and outreach metrics, including social media engagement, media coverage, and public feedback, to inform adaptive strategies.
  • Prepare event-specific reports and post-activity summaries, including photos, participant feedback from camp, and outcomes, for internal archiving and external dissemination.
  • Ensure that all reporting products undergo quality assurance and meet standards of clarity, accuracy, consistency, and strategic messaging.

Ensure Outreach and Engagement:

  • Generate high-quality, engaging content for digital platforms (UNDP Bangladesh website, social media channels, Project-specific portals) that effectively showcase the activities, achievements, and learnings of the Land Data Digitalization for Inclusive Growth Project.
  • Manage all project-related updates for digital platforms, ensuring timely and accurate information dissemination in coordination with the relevant UNDP communications team.
  • Support the creation of compelling visual content through professional photography, videography, and graphic design tools to illustrate project stories and impacts.
  • Promote project success and visibility through strategic engagement with national and local level print and electronic media, ensuring proper documentation of successful events and media coverage.

Facilitate Stakeholder Engagement:

  • Facilitate effective communication channels between the project team, government counterparts, and beneficiaries through participatory storytelling and engagement tools, ensuring diverse voices are heard and reflected.
  • Support capacity-building initiatives specifically designed to enhance communication and documentation skills for project staff and relevant stakeholders, fostering a culture of clear and impactful communication.

Facilitate knowledge sharing related to South-South Cooperation

  • Identify and document best practices and innovative approaches in land data digitalization and land services automation from Bangladesh’s experience that could be relevant for other developing countries, especially within the South-South cooperation framework.
  • Facilitate knowledge-sharing and learning exchanges (e.g., virtual webinars, study tours, expert dialogues) between the Ministry of Land/LMAP project and relevant government counterparts from other developing countries engaged in similar land reform efforts.
  • Prepare communication materials (e.g., success stories, policy briefs) specifically tailored for international audiences and South-South cooperation platforms, showcasing Bangladesh's achievements and lessons learned in digital land management.
  • Facilitate transfer of knowledge and experience from global Southern communities and global UNDP COs on similar digitalization and data innovation efforts

Knowledge Exchange with Similar Projects (UNDP/UN - National & International):

  • Establish and maintain systematic knowledge exchange mechanisms with other UNDP and UN offices and projects, both nationally (within Bangladesh, e.g., projects on digital governance, disaster risk reduction, local governance) and internationally (e.g., UNDP country offices with land tenure or digital identity projects).
  • Actively participate in relevant UNDP Global Policy Networks (GPNs) and UN communities of practice related to digital public goods, land governance, data management, and public sector reform.
  • Synthesize lessons, insights, and innovative approaches identified from these exchanges and integrate them into the project’s communication and documentation strategies, ensuring continuous learning and adaptation.
  • Disseminate project-generated knowledge (e.g., methodologies for Khatian/Holding data digitalization, NID integration) to relevant internal and external partners to inform global practices.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Required Skills and Experience

Education:

  • Secondary Education completed is required. Or
  • A university degree (bachelor´s degree) in Social Science, Communication, Development Studies, Business Administration, International Development   or a closely relevant academic discipline will be given due consideration but is not a requirement.

Experience:

  • Minimum of 7 years (with secondary education) or 4 years (with bachelor’s degree) of practical experience in digitalization of public services, strategic communication/partnership, outreach, documentation and knowledge management and program management within the development sector. 

Required skills             

  • Experience in operating MS Office Package and proven knowledge on reporting, produce high quality communication products.
  • Proven experience and lead to comprehensive documentation of all project activities, best practices, case studies, and lessons learned through meticulously prepared reports and knowledge products.
  • Demonstrated experience to organize and centralized digital repository of all project documents, detailed field reports, high-quality photos, videos, and knowledge materials
  • Experiences and skills to establish and maintain systematic knowledge exchange mechanisms with other UNDP and UN offices and projects, both nationally for effective knowledge management 

Desired skills

  • Proficiency in graphic design and visual tools, content creation for digital platforms, strong photography/videography skills, website and social media management, storytelling and report writing, translation (English-Bangla), event documentation, and attention to detail.
  • Demonstrate experience with a previous working experience in digitization projects.
  • Experience in high quality reporting and documentation and sharing with diverse audience 
  • Working experience with multidisciplinary teams, INGO’s or NGO, UN, media 

Required Languages

  • Fluency in English and Bangla, both written and verbal is required.
