Terms of Reference

This is a national position offered under a National UNOPS contract at level LICA 6. Candidates applying to the position must be nationals of Belize or non‑Belizean residing in the country must have a valid work and residency permit attached to the application. Candidates must comply with all eligibility requirements for employment in line with the prevailing legislative prerequisites in the country.

1. Organizational Setting and Work Relationships

The Communications and Reporting Associate will work under the supervision of the Associate Protection Officer, acting as Officer-in-Charge, and will carry out a variety of functions related to communications, external relations, and reporting. The supervisor will define overall work objectives and provide guidance as needed. The incumbent is expected to operate independently on routine assignments, with oversight from the supervisor, and will maintain frequent contact with colleagues in Belize and the MCO-Panama. Engagement with government and non-governmental partners, media, UN agencies, embassies, and other stakeholders will be required.

The Communications and Reporting Associate will support a wide range of communications activities, including collaborating with UNHCR partners to develop communication materials, preparing photo and video products, planning visibility initiatives for community outreach and other events, drafting social media content, producing donor reports, Factsheets, and other outputs.

The incumbent is expected to remain informed about challenges posed by the operational context, UN and humanitarian reform processes, and institutional developments. Building and maintaining effective working relationships with diverse stakeholders will be essential to facilitate communication with communities, ensure responsible information sharing, and strengthen UNHCR’s visibility and outreach efforts.

2. Purpose and Scope of Assignment

Main duties and responsibilities:

- Support the implementation of communications activities for Belize; help identify thematic priorities and target audiences to meet UNHCR’s communications objectives of leading the narrative, generating empathy and mobilizing action for forcibly displaced and stateless people.
- Monitor news and popular trends to contribute to reports and discussions.
- Help forge strategic partnerships with individuals and organizations who can help produce and promote UNHCR content, activities and messaging as well as provide research insights to improve communications; promote the work of engaged businesses and civil society actors.
- Support the development of news-driven and authoritative content to lead the narrative on forced displacement and show UNHCR’s impact (e.g. interviews, press releases, flagship reports, speeches), create emotive storytelling to generate empathy (e.g. stories, multimedia content).
- Assist in research, preparation, editing and production of professional media and communications materials for target audiences and ensure their timely dissemination via UNHCR's communications channels, ensuring highest quality standards.
- Continually maintain and upgrade communications skills, keeping abreast of emerging platforms and tools, and systematically reviewing media impact results and other measurement tools for learning purposes.
- Assist in consolidation of data and facilitate the preparation of periodic reports including Sitreps, Fact Sheets and other activity specific reports.
- Liaise with internal and external partners to gather information.
- Work closely with Information Management Unit to ensure accurate and standard data presentation.
- Assist in the development of funding submissions, appeals and reports.
- Stay abreast with the operational developments and assist in the preparation of briefing notes and reports.
- Consolidate and provide inputs for donor reports.
- Enforce compliance with reporting requirements.
- May be required to assist in implementation of campaigns, events and other initiatives in support of UNHCR's strategic objectives, including its need for a leading share of voice on refugee and related matters.
- May be required to undertake missions and field trips with media and other official visitors in support of UNHCR and its work.
- Perform other related duties as required.

3. Qualifications and Experience.
For G6 - 3 years relevant experience with High School Diploma; or 2 years relevant work experience with Bachelor or equivalent or higher

Essential
Experience implementing communications strategies, developing communications materials. Excellent writing and editing skills. Excellent computer skills and knowledge of MS Office applications. Experience in communications and public information.

Language requirements:
Proficiency in English and Spanish. Knowledge of Creole, French, Mayan languages is an asset.
