General information about the context in which the official will work/ background on the project:
The position is located in Angola covered by ILO ILO Country Office for Angola. The ILO (International Labour Organisation) is the United Nations specialized agency whose mission is to promote social justice through improved access of men and women to decent and productive work in conditions of freedom, equity, security and dignity.
The project “Expanding Social Security to Support the Formalization of the Angolan Economy” is anchored under the European Union Delegation program “Support to formalisation of the economy including social protection and support to Public Finance Management”, including a Budget Support Operation and complementary measures, to be carried out under the 2021-2027 Multiannual Indicative Programme (MIP) for Angola, with the general objective to contribute to accelerating the transition from the informal to the formal economy in Angola, by expanding Angola’s contributory social security coverage and benefits.
The project has the following main objective:
Support the formalization efforts from the Government of Angola by supporting the expansion of coverage and benefits of social protection in Angola.
Within the overall framework of the programme, the Project focuses particularly on the extension of social security as a means to facilitate the transition to the formal economy, in conjunction with employment and formalization policies as well as improvement of the public finance management.
Project Implementation
Social protection coverage in Angola is very limited even though it is a middle-income country. The informal economy is the main entrance to the labour market and the informality rates are very high, especially amongst women and in the rural areas, which is associated with limited coverage of social security, poor access to social and health services, and business services and including financial and digital inclusion.
In this context, the project will actively involve Government Institutions, decision-makers, employers and workers’ representatives, and civil society in expanding social security coverage, through six strategic areas: i) The process of decision-making of the Government concerning social security issues is enhanced; ii) Angola’s Social Security National Institute (INSS) capacities for communication and awareness upgraded, iii) Digitalization of the services and administration of the INSS increased, with special attention to interoperability of systems; iv) Governance and administration in INSS shaped by international best practices; v) INSS, Government and social partners knowledge on social protection and social insurance increased; vi) Consultation process among social partners strengthened. The interrelation between these six areas, if correctly designed and implemented, will have a positive incidence on the level of social protection coverage in Angola and will contribute to the objective of transitioning Angola’s economy to a more formal and inclusive economy.
The ILO seeks to recruit a National Communication and Partnerships Officer (NOA) to support the implementation of the project “Expanding Social Security to Support the Formalization of the Angolan Economy”, in Angola.
The National Communication and Partnerships Officer is to be based in Luanda, Angola, working in close collaboration with the project’s Chief Technical Adviser (CTA) and the ILO staff in Angola, as well as with colleagues from other countries under ILO Country Office for Angola the ILO Decent Work Team in Pretoria.
The National Communication and Partnerships Officer with expertise and work experience in Social Protection will provide professional services for the efficient, effective and client-oriented delivery and administration of a range of communication and information products and services during project implementation. The National Communication and Partnerships Officer will also contribute to the close relationship; programme implementation and reporting with current partners and the analysis and identification of potential opportunities with new partners. The National Communication and Partnerships Officer will work under the supervision of the project’s Chief Technical Adviser (CTA).
Under the overall responsibility of the Director ILO Country Office for Angola, Cabo Verde, Guinée-Bissau, Guinée Équatorial, Mozambique & Sao Tomé & Principe, the National Communication and Partnerships Officer will directly report to the Chief Technical Adviser (CTA) in Luanda, Angola. The Chief Technical Adviser (CTA) in Luanda, Angola will provide technical and strategic oversight.
The National Communication and Partnerships Officer will work in coordination with project staff from ILO in Luanda and national partners involved in the implementation of the project “Expanding Social Security to Support the Formalization of the Angolan Economy”. S/he will also work closely with the Social Protection Specialists based on the ILO Decent Work Team in Pretoria, who is the backstop of the project, and other technical experts from the Social Protection Department (SOCPRO).
1. Support with efficient, effective delivery and administration of a range of communication and information products and services.
2. Develops and implements national and regional communication strategies, plans and activities that are aligned with the ILO and EU communication strategies at national and/or regional and global levels and support the specific activities of the Project, for the Office and the project promotion and advocacy efforts.
3. Develops and delivers quality, timely, and widely accessible communication and information products and services, defining the content of key messages based on the target groups particularly involved in dialogue events, training and technical assistance, using a range of multimedia and communication platforms.
4. Produce specific communication content as appropriate for press releases, media clippings and short reports before and after project’s activities, to be shared with project stakeholders, target groups and the public in general.
5. Commission, research, write, edit and/or translate from/to the local language audience-specific communication and information products, including news releases, comment pieces, feature stories, fact sheets, brochures, talking points and speeches that communicate persuasive, evidence-based and solution-oriented messages.
6. Oversee the documentation services, maintenance and updating of websites, databases and web content management systems (WCMSs) ensuring consistency of information and compliance with applicable standards.
7. Organize press conferences, media interviews and other public information events to raise awareness of the ILO’s and project activities and results. Respond to a range of inquiries on the activities of the Office.
8. Represent the work unit in interagency fora and meetings, prepare information notes on key issues and developments and follow up as required.
9. Maintain effective coordination, engagement and communication with the donor, current partners and future partners
10. Support the drafting of technical annual progress reports and reviewed work plans for stakeholder engagement activities, donor funding, and meeting minutes as assigned and guided by supervisor.
11. Support planning and monitoring of the project based on a Performance Plan derived from the Logical Framework of the project and regularly update the ILO Monitoring Results Tools
12. Support project evaluations of the project
13. Support the stakeholder engagement activities with some specific partners as per assignment from supervisor, including possible engagement with provincial level partners.
14. Review Terms of Reference , budget estimation, Implementing Agreement, to support the implementation of the stakeholder engagement work, in coordination with the management team and Finance and Admin team.
15. Perform other duties as may be assigned by the Supervisor
First-level university degree in communication, journalism, information management, and other relevant areas in communication or social studies.
- At least two years of relevant professional experience at the national level, in communication or information management.
- Knowledge of multimedia and graphic design tools
- Ability and proven experience in developing messages in various formats (press releases, websites, success stories, short videos, blogs, tweets info-graphics, etc.) aimed at a variety of audiences.
- Experience with advocacy, communication, and/or research work in the field of social protection, preferably in Angola.
- Experience with programmatic work
- Experience with M&A tools
- Experience with stakeholder engagement and partnerships
Fluency in English and Portuguese. Knowledge of French is an added value.
Knowledge of multimedia to develop a range of communication and information products.
- Practical ability to independently produce multimedia communication products, including video recording, editing, subtitling, and graphic design for digital platforms
- Knowledge of social media platforms.
- Knowledge of the working practices of the national media
- Good knowledge of the role and operations of UN system activities for development;
- Ability to conduct action-oriented research and write an analytical technical report
