Job Description

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. UN Women in Bangladesh supports the government to implement commitments to international normative standards on gender equality and women’s human rights. In line with the UN Sustainable Development Cooperation Framework (UNSDCF) for 2022-2027, UN Women Bangladesh Strategic Note (SN) (2022-2027), defines UN Women’s strategic engagement in Bangladesh. The country SN focuses on strengthening the national structures and mechanisms for gender mainstreaming in policies, plans and budgets; supporting efforts to prevent and eliminate violence against women; promoting women’s access to decent and safe work; promoting policies and government investment in women’s empowerment and resilience building in the context of climate change, humanitarian crisis as well as other threats to peace and security. UN Women works with a range of stakeholders in Bangladesh including the government, civil society and women’s organizations, youth, UN agencies and donors, to promote gender equality and women’s empowerment. 

UN Women in Bangladesh is supporting the Government of Bangladesh with the Rohingya humanitarian crisis response. In 2017-2018, UN Women developed its humanitarian response programme in partnership with the Ministry of Women and Children Affairs to meet the specific needs of the most vulnerable and marginalized Rohingya Refugee women and girls and the women and girls in the host communities affected by the refugee influx in Cox’s Bazar. The objective of the programme is to ensure protection, as well as equitable and safe access to and benefit from life-saving humanitarian assistance and information to the most vulnerable, and marginalized Rohingya and host community women while assisting them to live with dignity, regain resilience and overcome restrictive gender norms. The programme promotes women’s participation and leadership in the camps and host community, and peace and social cohesion building activities. UN Women actively contributes to the Protection Sector, the Gender-Based Violence Sub-Sector (GBV-SS), the Livelihoods and Skills Development Sector (LSDS), and chairs the local Gender in Humanitarian Action (GiHA) Chapter for the Rohingya Refugee Response to promote gender-responsive humanitarian action across humanitarian agencies in Cox’s Bazar. 

Description of responsibilities:

The consultant will work under the overall technical guidance and supervision of the UN Women Head of Sub-Office in Cox’s Bazar (primary reporting line) in matrix management with the Programme Officer, Women’s Economic Empowerment. 

The consultant will support the technical strengthening and finalization of a research analysis (~70 pages). on the livelihoods and economic resilience of Rohingya and host community women.

Specifically, the consultant will undertake the following: 

  1. Technical Review, Analytical Strengthening and Narrative Coherence
  • Provide substantive technical editing and strengthen the analysis to improve clarity, structure, logical flow, and narrative coherence across the report.
  • Ensure consistency in analytical framing across the analysis, including alignment of terminology, definitions and conceptual approach to women’s economic empowerment, resilience, and livelihood development. 
  • Restructure and harmonize the report to ensure comparability and coherence, including executive summary, methodology sections, findings, and recommendations.

      2. Evidence Verification and Validation of Primary Data

  • Review and validate all secondary data cited to ensure that these are accurate, relevant, and properly referenced.
  • Review and validate primary data findings (quantitative and qualitative), ensuring consistency between datasets, analytical interpretation, and conclusions drawn.
  • Cross-check key factual statements, statistics, and contextual information against literature and evidence to ensure accuracy and credibility.
  • Identify and omit inconsistent or unsupported claims without evidence within the findings and analysis.
  • Strengthen and quantify intersectional analysis (gender, age, disability and other vulnerabilities) through systematic use and interpretation of sex-, age- and disability-disaggregated primary data in line with gender analysis standards. 

      3. Quality Assurance and Analytical Coherence

  • Conduct a final quality assurance review of each of the seven chapters to ensure methodological robustness, analytical depth, and strategic relevance for policy and programming.
  • Ensure relevant frameworks and policies – national and global – are referenced appropriately.
  • Ensure recommendations are clearly derived from findings, actionable, and aligned with UN Women strategic priorities and the humanitarian-development nexus approach.
  • Ensure consistency in messaging throughout the report, particularly regarding cross-cutting themes such as protection risks, market access, unpaid care work, mobility restrictions, and structural barriers.
  • Review and technically refine the presentation (PPT) on the report to ensure clarity of key messages, analytical integrity, and relevance for senior decision-makers and donors and quality visual content (e.g. graphs and charts).

4. a) Deliverable: Finalized, Quality-Assured Gender Analysis Report 

  1. One consolidated, publication-ready Gender Analysis report covering Host Communities, Rohingya Camps and Bhasan Char (maximum 50 pages).
  • Fully revised and technically strengthened report, including Host Community, Rohingya Camps and Bhasan Char, with improved structure, narrative coherence, and analytical depth.
  • Verified and validated primary and secondary data, including verification of primary and secondary data, correction of inconsistencies, and revision or removal of unsupported claims.
  • Quantified intersectional analysis (gender, age, disability and other vulnerabilities) based on systematic review of the raw dataset (data cleaning, coding, tabulation, reconciliation and integration into the narrative).
  • Strengthened, actionable conclusions and recommendations aligned with UN Women priorities and the humanitarian-development-peace nexus.

 

4. b) Deliverable: Quality-Assured Stakeholder Presentation (PPT)

  1. Finalised PPT for senior management and external stakeholders.
  • Technically refined slides (max. 30 in total) presenting key findings, intersectional analysis, and strategic recommendations.
  • Harmonised messaging and comparative insights across Host Communities, Rohingya Camps and Bhasan Char.
  • Full alignment between report findings and presentation content, with clear policy and programming implications. 

4. c) Final Editorial and Quality Assurance Note

Short technical note (1-2 pages) documenting the revision process and quality assurance.

  • Summary of the technical review and analytical strengthening undertaken, including intersectional analysis.
  • Overview of key improvements made (structural, analytical and data validation).
  • Remaining limitations (if not addressed in the report).
  • Recommendations for dissemination and use of the findings by UN Women and partners.

Consultant’s Workplace

This is a home-based assignment. Travel to Cox’s Bazar is not required.

 

Contract period and work location

The consultancy is part-time for a maximum of 15 days between 01 April (expected start date) and 31 May 2026. 

 

Travel and DSA: 

If unforeseen travel to Dhaka or elsewhere in Bangladesh is required for this assignment, upon prior agreement/approval from UN Women, such travel expenses shall be borne by UN Women and the individual contractor/SSA shall receive a per-diem not to exceed the United Nations Daily Subsistence Allowance rate in such other location(s) and actual travel cost.

Required Qualifications

Required Qualifications, Experience and skills:

  • Advanced university degree (master’s degree or equivalent) in international development, economics, social sciences, human rights, gender/ women’s studies, refugee studies, or a related field is required.
  • At least 5 years of specific experience in the field of gender equality and/or women’s empowerment, including experience of work with women’s CSOs and gender in humanitarian action.
  • Previous experience in gender in humanitarian action coordination.
  • Previous experience in gender analysis and capacity development. 
  • Knowledge of the Rohingya refugee response, including the RCP coordination architecture and camp management, is a strength.

Languages: 

  • Fluency in English is required.
