What we are looking for
Experience in Education, Youth programming, or related technical fields. Candidates must have experience in project management, technical guidance, programme design, and quality assurance.
Experience supporting partner-led or localisation models is preferred as well as strong analytical, coordination, and communication skills with ability to work independently and proactively with limited daily support and supervision. Experience in external coordination with stakeholders including donors.
Fluency in Arabic and English.
What you will do
The PDM leads on technical design, strategic planning, quality assurance, partner capacity strengthening, and programme adaptation, with a focus on supporting NRC’s transition, partner-led implementation. The role works closely with the Head of Programme, Area managers, M&E, Grants, and partner organisations to ensure consistency, compliance, and strong technical foundations across all Education and Youth programming.

Key responsibilities:
Lead the development, revision, and implementation of the Education strategy, integrating relevant Youth components to ensure coherence and complementarity.
Provide technical guidance to NRC staff, partner organisations, and stakeholders on Education and Youth methodologies, content, and implementation models, as well as leading technical quality assurance processes and ensure follow-up on recommendations.
Lead on programme technical inputs to proposals, budgets, log frames, and donor reporting.
Responsible for the development and management of funding proposals, project budgets and donor reports.
Line manage Education Programme staff as well as build the capacity of NRC and partner staff through training, coaching, and development of technical resources.
Ensure adherence to NRC policies, CC tools, donor requirements, and national frameworks across the Education and Youth portfolios.
Support Education and youth stakeholder engagement and represent NRC in relevant fora, working groups, and technical platforms, as delegated by the HoP.
Promote the integration of protection, safeguarding, inclusion, and conflict-sensitivity across Education and Youth programming.
In coordination with partners, provide technical oversight and support on NFE, retention support, youth skills programming, BLP/PSS integration, and inclusive facilitation approaches.
Ensure alignment with MEHE/Sector and wider education frameworks, sector standards, and NRC global technical guidance across all Education and Youth activities.
Work closely with M&E to strengthen indicators, monitoring tools, and data quality, ensuring evidence informs programme decisions as well as defining an M&E plan with partners.
Lead on analysis of trends, opportunities, and contextual changes that impact programme direction.
Ensure strong collaboration with M&E to improve tools, indicators, evidence use, and programme learning.
What you will bring
Minimum 5 years of experience in Education, Youth programming, or related technical fields.
Experience in technical guidance, programme design, and quality assurance.
Strong understanding of Education and Youth systems, NFE, youth skills development, and PSS/BLP principles.
Experience supporting partner-led or localisation models.
Strong analytical, coordination, and communication skills.
Experience in proposal and technical report writing.
Fluency in Arabic and English.
Ability to work independently and proactively with limited daily support and supervision
