Relief International (RI) is an international non-profit organization that partners with communities impacted by conflict, climate change and disaster to save lives, build greater resilience and promote long-term health and wellbeing.

Job Profile

The Supply Chain Coordinator – Cross Border is responsible for the operational implementation and day-to-day management of supply chain activities supporting Sudan cross-border programs.

The role ensures efficient procurement, logistics, fleet, warehouse, and asset management operations in line with RI policies and donor regulations. The Coordinator focuses on execution, compliance, and coordination, ensuring timely delivery of goods and services to programs operating in a complex cross-border environment.

This position supports the Supply Chain & Operations Manager by maintaining operational systems, supervising field-level supply chain staff, and ensuring smooth cross-border movements of supplies.

Key Responsibilities

Procurement and Operational Support

  • Implement approved procurement plans in coordination with program and finance teams.
  • Process procurement requests (PRs), quotations, bid analysis, and purchase orders in compliance with RI and donor procedures.
  • Maintain procurement tracking tools and ensure timely updates.
  • Support framework agreement (FWA) management and supplier performance monitoring.
  • Ensure complete and compliant procurement documentation for audit purposes.
  • Conduct regular market price checks and update supplier databases.

Cross-Border Logistics Coordination

  • Coordinate cross-border shipments between Chad and Sudan in collaboration with field teams.
  • Prepare required documentation for customs clearance and transport.
  • Track cargo movements and ensure timely delivery to final destinations.
  • Maintain shipment tracking reports and share updates with program teams.
  • Liaise with logistics partners and transporters for safe and efficient delivery.

GH, Warehouse and Stock Management

  • Supervise daily warehouse operations in border locations.
  • Ensure proper goods receipt, storage, and dispatch procedures.
  • Maintain accurate stock cards and inventory records.
  • Conduct monthly stock reconciliations and support periodic physical counts.
  • Ensure safe storage conditions for medical and non-medical supplies.
  • Report stock discrepancies and losses immediately.
  • Oversee cross border team Guest Houses operations, ensuring adequate accommodation standards, cleanliness, and safety for staff and visitors.
  • Manage GH supplies, maintenance needs, and occupancy planning in coordination with logistics and administration teams.

Fleet management

  • Monitor vehicle allocation and usage to support program activities.
  • Ensure vehicle logbooks, maintenance schedules, and fuel tracking are properly maintained.
  • Support fleet movement planning in coordination with security teams.
  • Maintain updated asset registers and ensure proper tagging of assets.
  • Support asset verification exercises and documentation for disposal processes.

Compliance and Reporting

  • Ensure all supply chain activities comply with RI policies and donor regulations.
  • Maintain organized filing systems (hard and soft copies).
  • Support internal and external audit processes by providing required documentation.
  • Submit regular operational reports to the Supply Chain & Operations Manager.
  • Identify operational challenges and propose practical solutions.

Team Supervision and Capacity Building

  • Provide day-to-day supervision of Supply Chain Officers and Assistants.
  • Provide on-the-job training to field-based supply chain staff.
  • Support performance monitoring and development of team members.
  • Promote teamwork and coordination between program and operations teams.
  • Participate to Supply Chain staff recruitment.

Skills, knowledge and expertise required for the role.

Essential criteria

This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast-paced environment.

  • Master’s degree in supply chain management, Business Administration, International Development, Social Sciences, Humanitarian/Development field and/or equivalent experience in a related field.
  • Five – ten years progressive management and leadership experience with at least 5 years international experience in supply chain management in an emergency environment including procurement, transport and distribution, warehouse and stock management.
  • Experience in managing institutional partnerships with national and international NGOs and donors.
  • Previous INGO experience in staff management, Logistics, and project follow up and experience of security and risk management within a volatile context added advantage.
  • Solid knowledge and understanding of practical Supply Chain procedures and maintaining supply pipelines in areas with weak infrastructure.
  • Demonstrated excellence in training and capacity-building of specialist and non-specialist staff in Supply Chain Management.
  • Demonstrated ability to achieve results in a demanding and fast-paced environment. Strategic thinking, creativity, flexibility and strong work ethics are highly valued.
  • Strong grant management experience, familiarity with multiple donors ECHO, EU, FCDO, USAID, BHA, UNICEF, WHO, WFP, Italian Corporation and Sudan Health Fund Pool Funding and knowledge of donor guidelines.
  • Comprehensive knowledge of supply chain principles, logistics, and inventory management.
  • Demonstrated ability to drive process improvement and cost-saving initiatives.
  • Knowledge of relevant regulations and compliance standards.
  • Excellent of French and English writing and communication skills (knowledge of Arabic is an added advantage);
  • Excellent IT skills, strong computer competency with word processing, spreadsheets, and databases. Proficiency in using supply chain management software and tools.
