The Office of Supply Chain Management includes the Office of the Assistant Secretary-General for Supply Chain Management, the Logistics Division, the Procurement Division, the Uniformed Capabilities Support Division, Global Service Centre, Aviation Safety Section, and the Enabling and Outreach Service (EOS). The EOS is responsible for developing performance management metrics, reporting, operational guidance, and ensuring operational sustainment and continuous improvements for Umoja supply chain management system functionalities across the United Nations Secretariat globally.
The incumbent will report to the Project Manager and will be a Staff member of UNOPS under its full responsibility.
The Supply Chain Management Specialist is responsible for the management, sustainment, and continuous improvement of key supply chain information systems, including Umoja, and providing specialized system-level business and technical support to ensure efficient operations.
Functions
Provides specialized advice and business operational support (iNeed Tier 2b) to users on Umoja supply chain processes, analyzing business requirements and defining these into configuration changes, enhancements or new applications; determines application systems integration and linkage issues.
Maintains, upgrades or enhances existing user systems; troubleshoots and provides continuing user support, to include resolving difficult problems, advising on the use of new techniques, monitoring transactions to measure performance and continued effectiveness of systems, etc.
Organizes and performs unit and integrated testing, designing and utilizing test bases; assists users in acceptance testing.
Facilitates communications between the Functional-Subgroup for Supply Chain, DOS business pillars, and its client entities for good client feedback.
Provides guidance to, and may supervise, new/junior staff, consultants, etc.
Key Results
Manages projects involving feasibility studies, systems analysis, business analysis, design, development of information systems and/or, participates as a member of a team with responsibility for implementation, sustainment and continuous improvement of Umoja and other supply chain systems and technologies.
Develops detailed system and other functional specifications and user documentation for major supply chain systems.
Develops, tests, and maintains technology solutions that require integration of many interrelated systems and program elements; ensures appropriate data security and access controls considering both local and wide area issues.
Develops training materials, operating and user manuals; trains staff in Umoja supply chain systems.
Develops change management, user adoption and knowledge transfer plans and ensures appropriate planning, implementation and training of those responsible.
Researches, analyzes, and evaluates new technologies and makes recommendations for their deployment.
Participates in business analysis, technology analysis, testing, reports and papers on systems-related topics, system requirements, information strategy, etc.
Required:
Advanced university degree (Master's degree or equivalent degree) preferably in computer science, information systems, mathematics, statistics, supply chain management, business administration or management, logistics management, or related field with 5 years of relevant experience OR
A first-level university degree (Bachelor's degree or equivalent) preferably in computer science, information systems, mathematics, statistics, supply chain management, business administration or management, logistics management, or related field with 7 years of relevant experience
Required:
Relevant experience is defined as experience in planning, design, development, and testing of enterprise resource planning (ERP) systems in supply chain management or logistics modules.
Experience as a Functional Expert (in SAP) in business process analysis, defining process improvement, and change management for implementing logistics execution, inventory/warehouse management systems, Stock Transfer Order/Stock Transfer Request (STO/STR) processes for field operations (inclusive of peacekeeping, special political missions or similar international operations).
Experience in creating and managing Business Requirement Documents (BR) using Solution Manager (SolMan) SAP in a Functional Sub-Group (FSG) responsible for the change governance control process for continuous improvement of enterprise resource planning (ERP) systems in supply chain management or logistics modules.
Experience as a technical expert in major post-implementation support initiatives for Umoja (or similar SAP) supply chain operational sustainment, e.g., physical inventory reconciliation and optimization (PIRO), and end-to-end supply chain process review and analysis.
Desired:
Experience in providing Enterprise Resource Planning (SAP) Tier 2b production support for supply chain management modules is desirable.
Experience with management and configuration of master data in supply chain management is desirable.
