Job Description

** THIS POSITION IS CONTINGENT UPON DONOR FUNDING **

Job Summary

As a member of the Country Program (CP) Early Recovery programming in the Philippines, you will be working in close coordination with the Livelihoods Specialist, PM II- Early Recovery and other programming staff, and with implementing partners and community members in the assigned area. You will monitor and report on all project activities in support of Catholic Relief Services’ (CRS) work serving the poor and vulnerable. Your thorough and service-oriented approach will ensure that the project consistently applies best practices and constantly works towards improving the impact of its benefits to those we serve.

  • Support the coordination and implementation of all assigned Livelihoods project activities as outlined in the detailed implementation plan in line with CRS program quality principles and standards, donor requirements, and good practices.
  • Monitor and report on any Livelihoods-related challenges and/or gaps identified to inform adjustments to plans and implementation schedules. Assist partners in their efforts to reflect on project experiences.
  • Support accountability through coordinating project evaluation activities and assisting partners in their efforts to collect and analyze project data per specified mechanisms and tools. Collaborate with local partner(s) to prepare reports per established reporting schedule. 
  • Collect information on staff capacity needs and technical assistance needs of partner organizations and monitor capacity building and technical support activities to ensure effective impact.
  • Complete project documentation for assigned activities. Assist with identifying information for case studies and reports on promising practices.

Basic Qualifications

  • 2-3 years of solid experience in the field of Livelihoods (preferably with experience related to agriculture, fisheries, and small and medium enterprises / agribusiness) for an NGO
  • Bachelor's Degree required – agriculture, community development, social sciences, statistics or any related field
  • Experience in participatory action planning and community engagement.
  • Preferably with experience in partnership engagement with CSOs and government agencies,
  • Proficient in using MS Windows and MS Office packages (Excel, Word, PowerPoint).
  • Experience in participatory action planning and community engagement.

Preferred Qualifications

  • Experience monitoring projects and collecting relevant data preferred.
  • Experience in the field of Early Recovery Livelihoods and for an NGO would be a plus.

Knowledge, Skills and Abilities 

  • Proficient in using MS Windows and MS Office packages (Excel, Word, PowerPoint).
  • Observation, active listening and analysis skills with ability to make sound judgment
  • Good relationship management skills and the ability to work closely with local partners and community members
  • Attention to details, accuracy and timeliness in executing assigned responsibilities
  • Proactive, results-oriented and service-oriented

Required Languages: English and Filipino 

Travel: Field Base. (Bicol Region or Cebu Province) and able to travel up to 30% of the time.

Supervisory Responsibilities: None.

Key Working Relationship: Internal: Livelihoods Specialist, PM II – Early Recovery, Senior Project Officers, WASH Specialist, Engineers, MEAL Manager, Operations Project Manager, Finance Manager, Head of Programming, Country Representative. 

External: Local Caritas Partners, Caritas Philippines, UN Agencies, Non-Government Organizations, Donor, Academe.

CRS offers are contingent on the selected candidate’s ability to legally work where the position is to be performed.
