PROJECT BACKGROUND

The Global Green Growth Institute (GGGI) is an intergovernmental organization founded to support and promote a model of economic growth known as green growth, which targets key aspects of economic performance such as poverty reduction, job creation, social inclusion, and environmental sustainability. GGGI works with countries around the world, building their capacity and working collaboratively on green growth policies that can impact the lives of millions. The organization partners with countries, multilateral institutions, government bodies, and the private sector to help build strong economies that are more efficient and sustainable in the use of natural resources, less carbon intensive, and more resilient to climate change. GGGI supports stakeholders through complementary and integrated workstreams that deliver comprehensive products designed to assist in developing, financing, and mainstreaming green growth in national economic development plans.

GGGI has a diverse portfolio of programs in developing countries around the world. These in-country programs, together with global products and services, focus on delivering results through an integrated approach of evidence-based green growth planning and implementation aligned to countries’ development priorities.

OBJECTIVES OF THE ASSIGNMENT

The overall objective of this consultancy is to support the Finance Corporate Service (FCS) team in Papua New Guinea (PNG), Solomon Islands, and Vanuatu to prepare financial reports for several donor funding GGGI’s projects in PNG and Solomon Islands ensuring sound financial controlling and alignment of expenditures with approved workplans and compliance with the donor’s grant agreements. The Consultant will coordinate the accurate preparation and timely submission of annual, quarterly and monthly financial reports for several GGGI’s donors in PNG, Solomon Islands, and Vanuatu following GGGI’s and donor reporting guidelines.

The consultant will work remotely and will report directly to the Country Representative for GGGI in PNG, Solomon Islands, and Vanuatu. He/She will coordinate with relevant Project Managers; FCS team at country and HQ level.

The specific objectives of this assignment will be the following:

  • Prepare donor and GGGI financial reports (monthly/quarterly/annual) for PNG, Solomon Islands, and Vanuatu Country Portfolio, ensuring compliance with grant agreements and donor and GGGI reporting guidelines.
  • Upload the project budgets for relevant GGGI funded projects in ERP for both countries, PNG and SI.
  • Perform budget vs actual analysis, identify variances, and draft short variance explanations for Project Managers and Country Representative.
  • Prepare donor financial reconciliations while ensuring audit trial readiness and full compliance with internal financial policies and procedures.
  • Coordinate with PMs to confirm work plan and budget alignment ensuring accuracy and cost eligibility.
  • Provide quality assurance of expenditure classification according to donor grant agreements and guidelines.
  • Coordinate with FCS team in PNG, Solomon Islands, Vanuatu, and Headquarters on financial reports preparation.
  • Coordinate with Project Managers on the collection of relevant information to ensure proper compliance with GGGI and donor requirements.

Each report will include a detailed breakdown of activities carried out, assignments completed during the period, and a detailed work plan for the next three weeks. The report shall include the deliverables completed within the period.

Payments will be made upon satisfactory submission and acceptance of each deliverable by GGGI.


Standard Instructions for Deliverables:

  • All deliverables shall be submitted in clear, professional English, following formats agreed with GGGI and according to donor financial reporting guidelines.
  • Reports must be concise, evidence-based, and properly referenced, with data sources clearly cited.
  • Draft reports will be submitted for review and comments by GGGI; the consultant shall incorporate feedback and provide revised versions within one week.
  • All deliverables shall be submitted electronically in editable formats (MS Word, Excel, PowerPoint, as relevant) along with final PDF versions.
  • All outputs and materials produced under this consultancy shall remain in the property of GGGI.

EXPERTISE REQUIRED

The individual consultant is required to fulfill the following criteria:

  • A master’s degree or equivalent in business administration, finance, accounting, or a related field of study is required.
  • At least 5 years’ professional work experience in budgeting, accounting, and financial reporting including 3 years’ experience delivering financial reports for at least two if the following donors DFAT, AFD, GCF, EU, AF, ADB, CDRI among others.
  • Demonstrated extensive hands-on experience in ERP (Unit4) and project management tools.
  • Clear communication skills verbally and in writing in English required.
  • Previous experience with GGGI country programs is a plus.
  • Ability to work remotely and independently, manage competing deadlines, and adapt to changing priorities.
  • High standards of integrity, transparency, and respect for GGGI values.

Note: The consultancy fee is inclusive of all professional fees. In case, any travel required will be arranged and covered separately by GGGI, in line with applicable policies.
