Duties and Responsibilities
Background of the assignment: Academies Development Program (ADP) aims to enhance the law enforcement e-learning capacity for the Drug Control Agency (DCA), Ministry of Internal Affairs (MIA), and the General Prosecutors Office (GPO) of Tajikistan under the Law Enforcement E-Learning Program (LEEP) component of the Sub-programme 1 of the UNODC Programme for Central Asia 2022-2027 (XACCA1). The overall objective of the project is to improve Tajik LE officers’ ability to teach core in-class curriculum as well as field skills (to include firearms and tactics, surveillance, enforcement operations, and controlled deliveries) and integrate e-learning platform in hybrid delivery system in the basic drug academy certification curriculum. Specific tasks to be performed by the Individual Contractor: 1. Prepare sketch drawings, production drawings and detailed drawings by hand or by using computer-aided design (CAD) equipment, and combine structural, mechanical and artistic elements. 2. Observe, inspect and monitor building work, to ensure that it is progressing according to the contract and specifications. 3. Prepare appropriate monitoring plans to ensure timing and quality of implementation; 4. Train and ensure that contractors prepare work plans for the implementation of the contract; 5. Advise contractors on the on-time the delivery of materials, plant and equipment needed for the construction project and supervise labour; 6. Establish detailed programs for the coordination of site activities; 7. Prepare engineering calculations required for the design of project, operate computers to assist with the design of civil engineering projects; 8. Calculate quantities of material required for building projects; 9. Arrange delivery times of materials to coincide with various stages of the building process; 10. Supervise the work of subcontractors to ensure construction works are of an acceptable standard and are proceeding according to schedule; 11. Inspect that finished works are within specifications and in line with the regulations of civil engineering works and organize and supervise maintenance and repair work; 12. Manage the work on hand over the finished canopy from the Vendor to UNODC; 13. Supervise and monitor the construction progress through regular visits (three to five visits ) to site. 14. Check the accuracy of the provided Works Acceptance Certificates and accept construction works. 15. Submit monitoring reports of progress and putting object into operation. 16. Submit final report on completed tasks and evaluation of works.
Qualifications/special skills
High school diploma or equivalent is required. Formal qualifications or certifications from a recognized national or international educational institution in Civil Engineering, Construction or related field is required. A minimum of 10 years of professional experience in engineering, construction and architecture works is required; Experience in supervising installation works at construction sites, including coordination with government authorities, contractors, and international organizations is required. Previous experience working with UN agencies, international organizations, or donor-funded projects is desirable.
Languages
For this position, oral and written fluency in Russian is required. Knowledge of Tajik is an advantage.
