Mission and objectives

UNDP is the United Nations’ lead agency on international development. We support countries and communities as they work to eradicate poverty, implement the Paris Agreement on climate change and achieve the Sustainable Development Goals. We advocate for transformative change, and we connect countries to the resources they need to help people build a better life. The central purpose of the Rome Centre is to ensure the effective implementation and further development of the strategic partnership between the Italian Ministry of Environment and Energy Security and UNDP. The Centre also coordinates UNDP’s efforts to work with the Italian ecosystem as a whole, channelling UNDP’s global policy initiatives to Italian government counterparts. The initial phase of the activities runs from 2022 to 2025 gearing up – among other initiatives – to the Italian Presidency of the G7 in 2024. The goals of the partnership are linked to 2030 as a crucial year for global climate and sustainability goals. The Centre – in this initial phase – will focus on the critical policy areas of climate action, youth engagement and energy transition. These objectives will be advanced through the rapid, effective and sustainable implementation of three programmes: Youth4Climate, the Italy-UNDP Energy Partnership, and the Technical Assistance and Investment Support Facility.

Context

Since 2022, UNDP Rome Centre and the Italian Ministry of Environment and Energy Security have started to work together on the policy areas of energy transition and youth-led climate action. The central purpose of the Rome Centre is to ensure the effective implementation and further development of the strategic partnership between UNDP and the government of Italy across the objectives of sustainable development and, in doing so, advancing the broader partnership between UNDP and G7 and G20 countries, having already worked alongside the Italian Presidency of the G7 throughout 2024.The Rome Centre focuses on the critical policy areas of climate finance, youth engagement in climate action, and energy for development. These objectives are pursued through the effective implementation of its three main programmes: The Platform for Investment Support and Technical Assistance (PISTA); Youth4Climate; Energy for Growth. The Platform for Investment Support and Technical Assistance (PISTA) aims to mobilize finance for climate, energy and the environment. Specifically, PISTA aims to originate projects that contribute to the decarbonization efforts of developing economies and to their transition to climate-resilient economies, and it aims to catalyze international financial resources toward these initiatives. Matching impactful projects with investors and capital providers goes hand in hand with the engagement with financial institutions – both institutional and private – at Italian and global level. In its first Call for Applications, PISTA selected 16 projects, to which it will provide technical assistance throughout 2025 with the goal of strengthening their bankability – from developing financial models, to enhancing environmental and social impact management, to more ad hoc project support. While its first call for proposals was opened to 23 countries in North and Sub-Saharan Africa, as it develops, the Platform for Investment Support and Technical Assistance (PISTA) will expand to other regions and continents. Youth4Climate promotes youth engagement in climate action, contributing to SDG13. Youth4Climate supports the implementation of youth-led and youth-inclusive solutions to environmental and climate challenges, both financially and through capacity development. It also gives young people around the world who are committed to fighting climate change a platform to engage with policymakers and global leaders. Energy for Growth (E4G) aims to promote access to sustainable energy in developing countries, contributing to SDG7. The goal of the initiative is to assist partner countries in unlocking finance to scale up the diffusion of clean energy solutions, increase access to energy and boost the energy transition. E4G aims to foster the mobilization of public and private capital toward projects aligned with the international policy agenda and the Sustainable Development Goals. It does so by connecting UNDP's capacity and connections in emerging economies and developing countries with the public-private ecosystem of Italy and other G7 countries, in the crucial sector of energy.

Task Description

Within the delegated authority and under the supervision of the Project Manager or his/her designated representative(s), the Project Analyst will: • Support the development and operationalization of PISTA’s bilateral cooperation activities, in close coordination with the Italian government, through smooth coordination with United Nations Development Programme (UNDP ) Country Offices, regional bureaus, thematic hubs, and other relevant teams in UNDP aiming at implementing projects in the areas of climate change, clean energy, and the environment. • Support the implementation of energy and climate projects in emerging markets and developing economies, in collaboration with UNDP Country Offices. • Contribute to the successful implementation of PISTA procurement activities, supporting relevant colleagues in the Rome Centre. • Support operations linked to the PISTA programme as a whole, with work associated to PISTA at large. • Support engagement with the Donor (Italian public administration), Country Offices, Regional Bureaus, and project teams, ensuring close coordination, smooth communication, and partnership building. Assist in preparing workshops and presentations, both in terms of logistics and material. • Support the identification and engagement of private sector actors to foster collaboration within PISTA initiatives. This includes participating in conferences, workshops, and networking events to present opportunities for partnership and highlight PISTA’s objectives. Duties may include assisting in developing strategies to involve private sector firms, preparing outreach materials, coordinating meetings, and facilitating dialogue between UNDP teams and private sector stakeholders. • Support any reporting associated with PISTA to ensure alignment between objectives and results. This includes project-level activities, in coordination with relevant teams, and programme-level activities. Duties may include the timely publication and dissemination of reports against PISTA milestones and Key Performance Indicators. • Perform any other duties within their functional profile as deemed necessary for the efficient functioning of the PISTA Team, the Rome Centre, and the Organization. Furthermore, UN Volunteers are encouraged to integrate the United Nations Volunteers (UNV) programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate part of their working time to some of the following suggested activities: • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance, events that mark International Volunteer Day); • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; • Provide annual and end-of-assignment self-reports on UN Volunteer actions, results, and opportunities; • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; • Assist with the UNV Buddy Programme for newly arrived UN Volunteers; • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible. Results/expected outputs: • As an active UNDP Rome team member, efficient, timely, responsive, client-friendly, and high-quality support rendered to UNDP Rome and its beneficiaries in the accomplishment of his/her functions; • Age, Gender, and Diversity (AGD) perspective is systematically applied, integrated, and documented in all activities throughout the assignment; • A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in, and capacities developed.

Living conditions and remarks

Rome is the capital of Italy. It is one of the most populous cities in Europe with 2,872,800 residents. It has a Mediterranean climate with cool, humid winters and warm, dry summers. Housing, particularly in the centre of cities, is very expensive, average price for one-bedroom apartment is between 700€ and 1.000€ per month. Utilities (gas and electricity) are usually not included in the rent. Crime levels are generally low but there are higher levels of petty crime. As a matter of general safety, it is best not to loiter around Termini Station or in metro stations at night, and don’t walk alone at night in unknown areas. The Italian SSN (National Health Service) is a universal, egalitarian public system guaranteeing assistance to all citizens. Italy is a unique country that It provides an interesting and enriching environment, but also requires a mature level of cultural awareness, as well as more stamina and commitment than elsewhere to make life comfortable and affordable. UN Volunteer entitlements and allowances: The purpose of the allowances and entitlements paid to UN Volunteers is to enable UN Volunteers to sustain a secure standard of living at the duty stations in line with United Nations standards without incurring personal costs. The allowances are in no way to be understood as compensation, reward, or salary in exchange for the UN Volunteer’s service. Leave entitlements: Annual leave: 2.5 days accrued per calendar month Certified sick leave: UN Volunteers are entitled to up to 30 days of certified sick leave based on a 12-month cycle. This amount is reset every 12-month cycle. Uncertified sick leave: 7 days for 12 months and 4 days for shorter assignments Learning leave: 10 working days per consecutive 12 months (shorter assignments are prorated) Italian nationals may also apply to this International UN Volunteer assignment. However, in line with the UNV Conditions of Service, Italian nationals cannot be deployed under the international UN Volunteer modality in Italy. Should an Italian national be selected, the assignment will be offered under the national UN Volunteer modality, with the corresponding national entitlements. Candidates of any other nationality will receive international entitlements.
