Context
In the dynamic and often complex media landscape of the Caribbean, real-time insights into news coverage and public discourse are essential to advancing human rights. The OHCHR CARICOM Regional Office seeks to establish a systematic media monitoring function to track developments with human rights implications across the countries that the office covers. This initiative will enable the Office to remain alert to emerging issues, better understand national and regional narratives, and identify opportunities for engagement and advocacy. By capturing trends, risks, and signals from both traditional and digital media, the monitoring mechanism will serve as a vital tool for early warning, situational awareness, and strategic planning in support of OHCHR’s mandate to promote and protect human rights in the Caribbean. Objectives 1. Identify and Track: Monitor regional news outlets, social media, and other public information sources to identify developments with actual or potential human rights implications across the Caribbean. 2. Inform Strategic Action: Provide the OHCHR CARICOM RO with regular briefings and alerts to support timely advocacy, response strategies, and programmatic engagement with governments, civil society, and other stakeholders. 3. Support Early Warning: Strengthen the Office’s ability to anticipate and respond to crises or deteriorating human rights conditions through continuous horizon scanning and risk analysis. 4. Document Impact and Narratives: Capture and archive media narratives that influence public perception and policy related to human rights, offering insights into discourse shifts and areas requiring intervention or amplification. 5. Facilitate Coordination: Share relevant findings with UN partners and regional mechanisms to enhance coordinated efforts in addressing human rights concerns and supporting accountability.
Task Description
The media monitoring function will involve the systematic tracking, analysis, and reporting of traditional and digital media coverage across Antigua and Barbuda, The Bahamas, Barbados, Belize, Dominica, Grenada, Guyana, Haiti, Jamaica, Saint Kitts and Nevis, Saint Lucia, Saint Vincent and the Grenadines, Suriname, and Trinidad and Tobago, with a focus on issues that have actual or potential human rights implications. The role supports the OHCHR CARICOM Regional Office in maintaining real-time awareness of regional developments, identifying trends, risks, and opportunities for engagement, and informing strategic decision-making and advocacy efforts. Key Tasks Include: 1. Daily Media Scanning: Review and summarize print, broadcast, and online news sources, including social media platforms, for content related to human rights themes such as civil liberties, environmental justice, gender equality, migration, national elections, rule of law, and rights of vulnerable groups. 2. Issue Identification and Flagging: Identify and flag key stories or emerging trends that may warrant further analysis, regional response, or high-level attention by OHCHR or its partners. 3. Weekly Digest Production: Prepare and disseminate a concise weekly media digest with a human rights lens, highlighting noteworthy developments, trends, and opportunities for engagement. 4. Database and Archiving: Maintain a searchable archive of relevant media coverage for internal use, structured by date, country, and thematic area. 5. Crisis Monitoring: In times of national or regional crises (e.g., natural disasters, political unrest, or human rights violations), provide real-time monitoring and rapid updates to inform OHCHR’s response. 6. Stakeholder Mapping: Identify and track influential journalists, media outlets, and civil society voices across the region relevant to human rights reporting and discourse.
