Project Context and Scope
The International Organization for Migration (IOM) aims to strengthen efforts at all levels to address mobility issues linked to environmental factors and climate change. IOM’s vision is that migration governance considers the impact of disasters, environment, and climate change on human mobility. The MECC program, is designed to address these challenges by mainstreaming climate mobility into national policies, supporting nature-based solutions for vulnerable communities, securing climate finance, and creating adaptive strategies to reduce the risk of forced migration.
Under the Chief of Mission's overall supervision and direct supervision and guidance from Heads of Program and relevant colleagues, the incumbent will manage all aspects of MECC programming in Ethiopia, including project implementation, capacity building, assessments, training, research, and related activities.
Responsibilities and Accountabilities
Lead and coordinate the Migration, Environment, and Climate Change (MECC) and Disaster Risk Management (DRM) program, including the development and implementation of climate adaptation and resilience strategies and projects.
Establish and expand the MECC program portfolio, focusing on climate and disaster risk management interventions.
Develop context-specific concept notes and proposals to mobilize funding and secure resources for climate resilience and DRM initiatives.
Support the integration of climate mobility considerations into national policies, plans, and initiatives.
Strengthen partnerships with government, non-governmental organizations, and other stakeholders to promote collaboration on climate resilience and DRM efforts.
Represent the organization at high-level forums and meetings to promote innovative approaches and best practices in climate adaptation, disaster risk management, and climate mobility.
Strengthen donor engagement and facilitate strategic partnerships.
Contribute to the development and implementation of the organization’s mission strategy, particularly in relation to climate action and resource mobilization.
Map and assess mission-level climate interventions and develop action plans to integrate MECC into broader organizational programs, ensuring the mainstreaming of climate-smart practices across sectors.
Build staff capacity on climate action and climate mobility by organizing and delivering trainings and facilitating internal knowledge sharing.
Perform all other duties as may be assigned.
Required Qualifications and Experience
Education
MA Degree in Environmental Science; Natural Resource Management; Agricultural Economics and Development; Forestry; Plant Science; Rural Development; Disaster Risk management; Gender and Development; International Relations, Law and other related Social Science fields, or
University Degree in the above field with minimum two years of relevant professional work experience.
Experience
Proved leadership in managing and coordinating programs, it would be advantageous with a particular emphasis on the development of climate adaptation projects.
Demonstrated ability to establish and expand program portfolios through the creation of context-specific concept notes and proposals, successfully mobilizing funding and resources for climate resilience and DRM initiatives.
Extensive experience in managing, monitoring, and reporting on multiple projects, with a strong focus on knowledge sharing, cross-learning, and ensuring compliance with organizational and donor requirements.
Track record of fostering collaboration with government, NGOs, and other stakeholders to advance climate resilience and disaster risk management efforts.
Strong capacity in building staff expertise, facilitating internal trainings and knowledge sharing, and representing the organization at high-level forums to promote innovative approaches and best practices in climate adaptation and mobility.
Skills
In depth knowledge of the broad range of migration, climate change, climate adaptation and disaster risk managemnet related subject areas.
Knowledge of climate action related project design and implementation, including monitoring, reporting, and ensuring knowledge sharing and cross-learning opportunities.
Knowledge of resource mobilization and strategic partnership including managing project implementing partners.
Comprehensive understanding of compliance with organizational and donor requirements, including procurement, finance, and human resources.
Strong skills for promoting innovative approaches.
Capacity building expertise, including organizing and delivering trainings and facilitating internal knowledge sharing on climate action and mobility.
Excellent communication, collaboration, and stakeholder engagement skills.
Languages
REQUIRED
Internal and External applicants for all positions in the NOA position are required to be proficient in English (oral and written) and have at least a working knowledge of Amharic (Oral and Written).
DESIRABLE
Knowledge of other local languages is an advantage.
