Duties and Responsibilities
The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. The overall objective of the UNEP's Ecosystems Division is to support countries in conserving, restoring and sustainably managing their terrestrial, freshwater and marine ecosystems, the biodiversity they contain and the products and services they provide for human well-being and prosperity. The Division's mandate is to address the environmental causes and effects from an ecosystems approach, including the consequences of disasters and conflicts. Focusing on tackling climate change, biodiversity loss, and rampant pollution across freshwater, aquatic and associated ecosystems. The Marine and Freshwater Branch helps countries develop policies and programmes to respond to ecosystems challenges, and reduce pollution from land-based activities, increase resilience to climate change and reflect linkages between poverty and the environment in their development planning. The Marine and Coastal Ecosystems Unit leads on the development of flagship programmes and a portfolio of projects that advance the conservation, restoration and sustainable management of marine and coastal ecosystems. This position is hosted by the UNEP Marine and Coastal Ecosystems Unit in the Marine and Freshwater Branch. The Individual Contractor will report to the Programme Management Officer, with overall supervision from the Chief of Unit. The Individual Contractor will support the team to ensure delivery on the UNEP Small Grants Programme, including liaising with implementing partners on reporting, assessing project outputs and impacts. Under the technical supervision of the Programme Management Officer and the overall guidance of the Chief of the Marine and Ecosystem Unit, the Individual Contractor support the unit by undertaking the following tasks and responsibilities: 1. Support the implementation of the UNEP Small Grants Programmes for marine and coastal ecosystems a) Liaise with implementing partners to request timely reporting, and review outputs and impacts of the projects b) Liaise with the donor partners to provide timely and complete reporting c) Organize learning opportunities between implementing partners, develop resource mobilization proposals for continued implementation and expansion of conservation and restoration of marine and coastal ecosystems, including the small grants programme d) Regularly analyze impacts, quality of deliverables, implementation rates and capacity of partners to deliver as part of the small grants programme 2. Support Marine and Coastal Ecosystem Unit reporting to IPMR and other relevant platforms a) Collate and analyze inputs and data sets from across the unit b) Ensure timely submission of data sets and reports to IPMR and other periodic reporting requirements 3. Ensure publication of the Marine and Coastal Ecosystems Unit flagship report on indigenous peoples and coral reefs a) Liaise with the UNEP publications board to ensure that the report complies with all requirements for publications b) Coordinate review process for the report, ensuring that the author addresses review comments effectively c) Review the delivery of all outputs by the expert consultant on indigenous people and coral reefs d) Coordinate finalization and formatting of the report e) Coordinate launching webinar for the report 4. Support unit programmatic needs as relevant and requested by supervisors, including production of briefing notes, workshop reports, meeting reports, etc. 5. Compile data and information on the development and formulation of inter linkages between Marine Ecosystems management, small islands and Climate Change Mitigation and Adaptation activities: a) Provide support to the development of project activities under the UNEP Programme of Work b) Draft responses to requests and inquiries from other organizations and the general public c) Research and analyze the inter-linkages, overlaps between and among marine ecosystems, small islands and climate change programmes activities. d) Draft UNEP legal instruments for implementation with partners, and manage reporting to donors e) Participate in the Division/Unit meetings on the programme of work formulation and drafting of documents. 6. Establish joint information and outreach strategies among member states with relevant partners to enhance the visibility and impact of the marine and coastal ecosystem links to climate change and climate finance activities: a) Contribute to information and knowledge flow, dissemination and public outreach b) Write and/or edit as appropriate, various marine and climate change communication outputs c) Assist in maintaining synergies with the UNEP Communications Division. d) Establish and maintain a database of major partners, stakeholders' networks and projects on marine and coastal ecosystems, blue economy and climate change in the regions and status of implementation. e) Compile and collate annual statements on current/emerging issues that are bound to attract policy and media attention on the ecosystem management and climate change sub- programmes of UNEP. 7. Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
Qualifications/special skills
Academic Qualifications: Masters’ Degree or equivalent in project management, environment management, environment finance, environmental sciences, marine science, or related field is required. A first level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree. A minimum of two (2) years of relevant working experience in project or programme management in the context of marine ecosystem management and restoration; environmental management, marine, oceans or related fields is required. At least two (2) years of experience in the field at international level is required. Experience in project design, management, supervision, monitoring, and evaluation in the fields of marine ecosystem management and restoration, blue and/or green economy, in developing countries context is desirable. Experience working with different climate and environment funds such as GEF, GCF, GFCR, and other climate trust funds in a multicounty context is desirable. Work experience within UN or other international Organisations is desirable. Two (2) years or more of experience in data analytics and reporting or related area is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required.
