Department Context

The World Bank Group Technology Office (ITSTO) defines and executes the technology strategy for the World Bank Group, ensuring that technological investments and standards deliver secure, resilient, and efficient platforms to support global operations. Through strategic planning, enterprise architecture, platform engineering, and core infrastructure management, ITSTO aligns technology initiatives with the Bank Group’s mission and business objectives.

ITSTO drives technology-enabled innovation, modernizes infrastructure, and enhances organizational agility. By fostering collaboration across all World Bank Group entities—including IBRD, IDA, IFC, MIGA, and ICSID—ITSTO leverages technology as a catalyst for accelerating development impact and advancing digital transformation. Its leadership ensures that technology serves as a strategic enabler for achieving the Bank Group’s development goals, empowering the institution to address emerging challenges and opportunities with greater efficiency and effectiveness.

Unit Context

The Enterprise Architecture (ITSET) unit enables strategy execution by connecting business goals with technology investments, frameworks, and delivery models. ITSET ensures coherence, interoperability, and business value realization through standards, reference architecture, and governance. The unit drives portfolio alignment, process optimization, and adoption of data-driven practices across the WBG.

Duties and accountabilities: 

The Associate Senior Enterprise Architect
 
• Drives enterprise-wide adoption and optimization of cloud platforms, AI capabilities, and integration patterns to enable secure, scalable, and intelligent solutions.

• Defines and governs cloud reference architectures, AI/GenAI adoption frameworks, Business-Led IT framework, accelerators, and integration strategies (API-led, event-driven, data-based) to accelerate delivery while maintaining compliance with enterprise guardrails.

• Translates organizational and business strategies into coherent enterprise architecture direction.

• Applies industry trends pragmatically to advance WBG digital transformation goals.

• Produces high quality architecture artifacts that enable delivery teams to execute effectively. 

• Works effectively with business leaders, architects, engineers, and Agile teams to co create solutions. 

• Acts as an enterprise enabler, aligning diverse stakeholders around shared architectural standards and patterns. 

• Demonstrates openness to feedback and integrates diverse perspectives into architectural decisions.

• Balances innovation with risk, compliance, and operational stability in architectural decisions.

Enterprise Architecture Development

• Leads the development of enterprise architecture frameworks and guidelines to align technology initiatives with business objectives

• Oversees the development and maintenance of documentation for architecture designs, processes, and standards to facilitate knowledge sharing

Architecture Analysis & Innovation

• Guides the assessment of existing IT infrastructure and applications to pinpoint areas for enhancement and efficiency

• Manages architectural reviews, ensuring adherence to best practices and organizational goals

• Monitors industry trends and emerging technologies to identify opportunities for innovation and improvement

Stakeholder Engagement

• Communicates architectural strategies to stakeholders, ensuring clarity and alignment across the organization

• Manages collaboration with business leaders to gather, analyze, and translate business requirements into technical specifications

• Oversees partnership with Agile teams to ensure architectural alignment, scalability, and technical guidance across iterative development cycles

Selection Criteria

• Master's degree with 8 years of experience in Computer Science, Data Science, Information Management, or related discipline; OR Bachelor's degree with 10 years relevant experience.

• Enterprise Architecture certification required (TOGAF, EACOE, or equivalent issued by The Open Group).

• Cloud Solutions Architect certification required (AWS Solutions Architect, Azure Solutions Architect, or GCP equivalent).

• Strong hands-on experience designing and governing cloud reference architectures (AWS, Azure, or GCP) for large-scale, mission-critical environments. 

• Proven experience establishing and enforcing enterprise guardrails to ensure coherence, interoperability, security, and compliance across cloud, AI, and integration domains.

• Proven experience driving enterprise-wide cloud adoption and optimization, ensuring scalability, resilience, and cost efficiency.

• Proven experience defining and guiding AI and GenAI adoption frameworks, including responsible AI considerations, architectural patterns, and enterprise enablement models. 

• Demonstrated expertise in integration strategies and patterns, including API-led, event-driven, and data-based architectures. 

• Strong capability to assess existing IT landscapes, identify architectural gaps, and recommend modernization or optimization opportunities. 

• Proven ability to monitor industry trends and emerging technologies and apply them pragmatically to enterprise contexts.

• Experience leading or participating in architecture reviews, ensuring solutions adhere to enterprise standards, best practices, and business objectives. 

• Demonstrated ability to communicate complex architectural concepts clearly to both technical and non-technical stakeholders. 

• Experience partnering with Agile delivery teams to ensure architectural alignment across iterative development cycles.
