Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. ORGANISATIONAL CONTEXT AND SCOPE: 

The Bali Process on People Smuggling, Trafficking in Persons and Related Transnational Crime (Bali Process) is a non-binding and state-driven process involving 49 members (countries and international agencies), including the United Nations Refugee Agency (UNHCR), the International Labour Organization (ILO), the International Organization for Migration (IOM) and the United Nations Office of Drugs and Crime (UNODC), as well as a number of observer countries and international agencies who participate in this voluntary forum. The RSO was established in 2012 to facilitate the operationalisation of the Regional Cooperation Framework (RCF) to reduce irregular migration in the Asia and Pacific region. The RSO aims to support and strengthen practical cooperation on refugee protection and international migration, including human trafficking and people smuggling, and other components of migration management in the region. Reporting to the RSO Co-Managers and Programme Coordinators, the Consultant will lead RSO engagement, communication and advocacy activities and drive RSO strategic communications through the development, refinement and implementation of the RSO Communications and Engagement Strategy and supporting plans and management of RSO internal and external communications.

  1. Develop and lead delivery for the RSO Communications and Engagement Strategy, ensuring alignment with RSO Strategic Plan and Work Plan, and broader ecosystem in which the RSO operates.
  2. Oversee collaboration and coordination with RSO programme staff and Bali Process stakeholders,  to inform, update and monitor the implementation of the Communications and Engagement Strategy. Work closely with subject matter experts to translate technical material into clear, engaging communications outputs.
  3. Oversee development of editorial content (news stories, blogs, profiles, videos) and manage all RSO digital engagement platforms, including the RSO website, social media and other identified communications channels.  Provide editorial oversight and maintain high quality standards, technical accuracy and message coherance for any content posted or published on RSO digital engagement platforms.
  4. Maintain and continuously improve the RSO’s core materials, including content on the RSO website, RSO calendar, core reference and briefing documents.
  5. Oversee adherence to RSO Media Guidelines and identify opportunities for media engagement working with RSO programme teams and wider stakeholders, including RSO Alumni and Secondees.
  6. Manage and coordinate RSO Quarterly Highlights newsletter, social media and website editorial reports and other products as directed by the Co-Managers, using KPIs to track performance, reach, and impact.
  7. Manage the RSO Knowledge Hub project and contribute to the refresh of the Bali Process Regional Strategic Roadmap website.
  8. Coordination working across the Communications and Engagement Team in delivery of RSO Flagship Events, the RSO Constructive Dialogue and Member State Spotlight Weeks. Identify and conduct proactive communications and engagement activities with Bali Process and RSO stakeholders.
  9. Work closely with colleagues to connect strategic objectives across RSO partnership and funding strategies, and key programmes including RSO Alumni Network, the Regional Information, Liaison and Outreach Network (RILON) Initiative and Secondees.  
  10. Oversee RSO in-house photography, design and adherence to style guide and brand guidelines. Protect and promote the RSO ‘brand’ ensuring appropriate recognition of our efforts is granted.
  11. Maintain RSO media monitoring service.
  12. Represent the RSO and actively participate in various forums such as roundtables, conferences, webinars, meetings and capacity building activities.
  13. Oversee the RSO Impact Report and provide input to RSO reporting for Bali Process Senior Official and Working Group Meetings, and broader publications and reports as required.
  14. Support RSO strategic activities and documents, including RSO Strategy development and RSO Planning Days.
  15. Develop and oversee RSO internal communications function, working closely with RSO Co-Managers, Programme Coordinators and Back-Office team.  
  16. Submit a monthly performance report to the RSO Co-Managers outlining progress and achievements. Manage and oversee Programme Budgets.
  17. Develop and maintain professional relationships with Bali Process Member State government communications and media units and private sector communications and media and other companies as required with agreement from RSO Co-Managers.
  18. Collaborate, develop and maintain cooperative relationships with other teams in the RSO, Bali Process Member States and other key stakeholders – including through oversight of training opportunities and guidance that can support colleagues in communications activities.
  19. Demonstrate and model a high level of ethics, accountability and personal integrity at all times.
  20. Manage and support development of junior staff, prioritising high performance and a supportive, and values driven team culture.
  21. Perform other such duties as may be assigned.

The Consultant will work within the RSO’s Performance Management Framework and identify performance goals for the duration of this contract. The Performance Management Framework will include their role and responsibilities, performance expectations and a development plan which the employee will be assessed against.

Education:

  • A Bachelor’s degree or Masters (desirable) in a relevant field from an accredited academic institution with three years of relevant professional experience; or
  • Eight years of relevant professional experience.

 Experience:

  • Demonstrated communications and engagement experience including knowledge of digital product development, strategy and management.
  • Experience in project management and/or contract management including following necessary implementation rules and regulations. 
  • Demonstrated experience in achieving outcomes in a cross-cultural environment.
  • Demonstrated experienced in engaging appropriately with stakeholders across a range of fields (Government, IO, NGO, Private Sector), including with senior level stakeholders.
  • Demonstrated experience leading a team.
  • Experience developing, supervising and mentoring staff.

Travel required

Should the Consultant be required to travel by the Organization, the Consultant will be provided with transportation or reimbursed for the cost of their travel following advance agreement and in accordance with IOM’s travel policies, including IN/6. The Consultant will receive a Daily Subsistence Allowance (DSA) according to IOM’s established rates, during their stay in the place of duty while on TDY.

Salary and conditions information:

  • The successful candidate will be engaged under an IOM contract working for the Regional Support Office and their conditions of service will be governed by their contract. The contract will include annual and sick leave only.  The successful candidate is responsible for determining their taxation liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. The successful candidate is responsible for determining their own pension fund arrangements. 
  • The position duty station is Bangkok, Thailand. Relocation assistance and working visa assistance will be provided by the IOM for the successful candidate, if required. 
  • The position requires a minimum 3 days per week office-based work *subject to change*. 
  • The starting salary of USD $4,776 will be paid monthly. Salary increases occur in line with the ‘RSO Personnel – Classification and Salary’ Guidelines.

Notes

IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
