Context
Under the overall supervision of the Senior Programme Coordinator in Syria and direct supervision of the Programme Coordinator (Immigration and Border Governance (IBG)) and in close coordination with the Regional Thematic Specialist (RTS) at the Regional Office and relevant Divisions/Departments /Units at Headquarters (HQ), the Project Officer (Immigration and Border Governance (IBG)) will be responsible and accountable for supporting the implementation, monitoring and reporting activities of the Immigration and Border Governance portfolio in Syria.
Assist in planning and coordinating the implementation of activities under the Immigration and Border Governance (IBG) related projects, identify synergies and facilitate linkages with other Country Office (CO) activities in the region.
Provide inputs to the programme strategy reviews, as required, in close coordination with the IBG Programme Manager and Senior Management.
In coordination with the IBG Programme Manager, develop and coordinate the terms of reference, agendas, and all logistical arrangements for capacity-building initiatives and field visits at local, regional, and international levels.
Support monitoring of progress against project strategic objectives and benchmarks and provide inputs regarding improvements and corrective actions; contribute to the implementation of the Monitoring and Evaluation (M&E) framework, in close coordination with M&E Officer in Syria.
Support the delivery of immigration and border governance (IBG) trainings on topics such as legal identity, human rights, risk analysis, and other related subjects developed by HQ and the Regional Offices.
Coordinate meetings and capacity-building activities for partner government agencies, local
partners and other stakeholders associated with the IBG Programme.
Support the coordination of project staff and Consultants/Implementing Partners (IPs) involved in specific activities and assist in the organization and delivery of capacity-building activities for staff, partners, and government officials.
Support monitoring and compliance with project partners, project staff and implementing entities. Liaise with Government entities, Implementing Partners (IPs), United Nations (UN) agencies and other stakeholders in the project.
Coordinate with other units in the Country Office for a smooth implementation of all project activities.
Support information management on project-related activities, including visibility by providing regular updates, summaries, press releases and other relevant materials, in coordination with the donor and relevant Units at HQ.
Draft progress, financial, and narrative reports related to the project activities and coordinate the compilation and dissemination of reports for donors, government and other relevant stakeholders by ensuring timely submission and compliance with donor and IOM requirements.
Participate in relevant conferences, workshops, steering committees, and technical working groups, as well as other forums; contribute to coordination and presentation of IOM activities.
Undertake duty travel as required to support coordination and monitoring activities for project implementation.
Perform such other duties as may be assigned.

Languages
IOM’s official languages are English, French and Spanish. All staff members are required to be fluent in one of the three languages.
For this position, fluency in English is required (oral and written). Working knowledge of Arabic is an advantage.
