JOB CONTEXT:
In Latin America, HI is present in Cuba, Colombia, Ecuador, Haiti, Honduras, Peru and Venezuela and implementing projects at national and regional level.
The projects implemented by HI or through its partners in Latin America are organized into three axes: Inclusive health, Protection and Resilience and Social and economic inclusion. HI also seeks to provide humanitarian logistics services, in support of humanitarian organizations and the humanitarian system.
As part of HI’s work in Humanitarian Mine Action (HMA) programming (Land release, Risk Education and Victim Assistance), HI is in the process of launching projects aiming to support countries concerned. Thus, we are currently recruiting for the position of Chief of Operations for Colombian Program.
YOUR MISSION:
Under the line management of the Country Director, the Chief of Operations will have 6 main responsibilities:
Responsibility 1: Operational Implementation – Ensure the measurable achievement of the objectives set for the projects under responsibility within the framework of internal and external requirements
- Ensure the implementation of the projects under responsibility, in accordance with project proposals and assigned budgets.
- Ensure that the implementation of the projects under responsibility complies with existing internal and external frameworks.
- Ensure monitoring, evaluation, accountability, and learning (MEAL) for the projects under responsibility.
- Ensure the execution of project budgets under responsibility in a planned manner, following internal procedures and external requirements.
- Ensure the logistical management of the projects under responsibility, in line with internal procedures and external requirements.
- Guarantee data management for the projects under responsibility, ensuring proper data handling and reporting of results to donors and external stakeholders, as well as archiving supporting documentation for these results.
- Coordinate the teams involved in the projects under responsibility, facilitating coordination meetings with the direct team and other departments or units.
- Report on the projects under responsibility, according to internal and external requirements, ensuring the quality of information on project results, and submitting internal reports on time and with high quality.
- Contribute to HI’s external influence by participating in relevant networks and spaces, as defined together with the Operations Manager, for the identification of opportunities and to ensure technical and sectoral alignment.
- Contribute to the implementation of the defined program/Colombia strategy (StratOp).
Responsibility 2: Management - Leadership & personnel management – ensuring that the personnel under your responsibility achieve their highest performance and well-being at work
- Line-manage the project’s team members.
- Manage the recruitment and selection of new team members.
- Ensure strict application and respect of the program’s Internal Regulations by the project team.
- Be a leader as a role model: Embody HI’s values daily, particularly in line with the 11 Manager 2.0 competencies defined by the organization.
- Be a leader as a coach: Understand the strategy, make it explicit, translate it into operational objectives for your team, and lead the necessary changes. Give meaning to every management action. Encourage the exchange of practices across and within departments. Foster innovation and risk-taking.
- Be an operational leader: Organize the operational management of your team, structure the work around identified processes, focus on performance, and facilitate problem-solving.
- Be the first administrative/HR focal point for your team: Contribute to the development of your staff by creating the conditions for their engagement, professionalism, and commitment to HI. Ensure compliance with the Code of Conduct and institutional policies, as well as the expected individual and collective mindset and behavior.
- Security and Occupational Risk Management for the projects under responsibility, Convey the safety conditions and precautions to be followed by teams, ensuring compliance with HI management instructions.
- According to instructions received from the HR Manager, ensure that the necessary measures are applied to comply with national standards and HI regulations aimed at reducing occupational risks.
- Inform or consult promptly with the Security Advisor, HR Manager, and Operations Manager in case of doubt, event, incident, or accident, as established by HI management.
Responsibility 3: Expertise Ensure technical quality in projects under your responsibility and team training.
- Lead the assessment of needs and gaps in the mine action sector in support of HI’s mine action strategy.
- Co-lead with the HR department the recruitment, inception and training of land release field staff.
- Responsible for the development and update of technical training packages for NTS, TS and clearance activities.
- Responsible for the development, update and possible amendment and/or approval by the NMAA of the technical guidelines and Standard Operating Procedures (SOPs) for land release activities, under the technical supervision of HI’s LR Specialists at HQ;
- Collaborate with internal HQ LR Specialists in ensuring an effective Quality Management System is fully compliant with HI SOPs.
- Ensure sound mentoring of the teams, in line with HI’s Code of Conduct, rules and regulations.
- In close collaboration with the Country Manager, external coordination with national and local authorities and other mine action actors.
Responsibility 4: Implementation and monitoring
- Manage the sound, safe and timely implementation of NTS, TS and Clearance activities, under the technical supervision of HI’s LR Specialists in HQ, and the supervision of the Country Manager.
- Responsible for planning, achievements, and good utilization of resources in accordance with HI procedures and in line with donor regulations.
- Perform frequent field visits in the intervention sites for technical supervision, on-the-job training, and quality assurance.
- Define and follow, with each member of staff under your coordination, an Individual Action Plan (IAP) and the time frame to achieve the desired objectives.
- Ensure the respect of HI’s Code of Conduct, HI’s Misconduct Reporting Mechanism, HI’s Policy on Prevention of Sexual Exploitation and Abuse, HI’s Security rules, and other relevant rules and regulations by the members of the team under your coordination.
- Co-lead the assessment of needs, feasibility, opportunities, and risks of a potential future NTS and Clearance intervention in other areas and in support of the introduction of new innovative methodologies (for instance, use of drones).
Responsibility 5: Representation and reporting
- Ensure operational reporting internally, to authorities and donors as required.
- Prepare all relevant reports and documentation in a timely manner, as directed, in line with HI Project Quality framework practices and tools and in conformity with donors’ requirements.
- Actively participate to base and project coordination mechanisms in a collaborative spirit with other project teams and mission departments (MEAL, etc).
- Develop and update the procurement plans ensuring proactive and timely allocation of resources and accurate use of allocated resources as budget holders.
- Under supervision of the Country Manager, represent HI in relevant opportunities, including sector coordination and technical working groups if required.
- Develop and drive a culture of excellence, continuous improvement, and performance optimization across all mine action projects.
- Be a role model for diversity and inclusion, as well as a positive role model for contributing to the team spirit of HI.
- Actively mainstream gender, inclusion, and conflict sensitivity in all mine action activities.
Responsibility 6: Emergency Preparedness and Response
- Support emergency preparedness actions.
- In the event of an emergency, reorganize your team’s priorities according to humanitarian priorities to ensure a rapid and efficient response by HI.
Requirements
- Certification: IMAS EOD 3+ and IEDD certification from an accredited institution.
- Experience: minimum of 5 years of experience in Humanitarian Mine Action with team management position
- Experience in training and providing technical support to the field teams
- Knowledge: You master the implementation of the land release policy
- Language: You can speak and write fluently in Spanish and English
- Softskills: Strong interpersonal and intercultural skills.
- You are a manager who can help your team members progress by developing their ability to work independently.
- Demonstrated ethical values and critically constructive thinking.
- Problem-solving skills with empathy, diplomacy, and patience.
