Description:

FHI 360 is seeking a candidate for the position of Senior Program Officer (SPO) for EpiC MNCH, a project to be implemented in the provinces of Nampula/Zambezia, focused on improving the quality of maternal, neonatal, and child health outcomes and working with government partners to institutionalize a culture of quality improvement. The Senior Program Officer (SPO) will support with critical program management oversight to the EpiC MNCH+N project in Mozambique, particularly focusing on project management support on coordination and ensuring strong collaborations with the local implementing partners and government agencies. The SPO will coordinate and track the technical strategy across the EpiC MNCH+N results areas, respond to capacity strengthening needs of local partners, monitor progress and compliance, conduct quality assurance, evaluation, and reporting. This position will assist with establishing and maintaining strong collaboration and networking with a variety of stakeholders at provincial and district levels and will support in liaising with all EpiC technical and programmatic staff as well as related departments at the provincial level. The selected candidate will be based in Zambezia and will report to the Associate Director, Programs.

Accountabilities:

  • Works closely with the AD Programs to provide project management support in implementing EpiC-supported MNCH+N activities, ensuring timely execution and documentation of activities and activities.
  • Provides technical and program management coordination oversight to the EpiC project in Mozambique, particularly with the local CBOs/ implementing partners.
  • Leads the development of subagreement packages for local CBOs, Government to Government FAA packages and other project agreements and track these for completion.
  • Synthesizes existing information and data into an overarching summary of progress on key project activities reporting to senior management team.
  • Support the project by coordinating with the technical team in the preparation of annual, quarterly, and monthly plans.
  • Communicates and work closely with technical team staff to respond to project programmatic questions and/or requests.
  • Provide operational support for all activities under EpiC MNCH+N, as requested.
  • Serves as the contact regarding administrative task assignments.
  • When assigned, represent EpiC in relevant stakeholder coordination platforms, and partner engagements at provincial level.
  • Expected to travel to other EpiC supported provinces for project management support.
  • Coordinates with the Grants Officer and the technical team in the preparation of subaward packages.
  • Contributes to resource mobilization by supporting the preparation of technical inputs for proposals and participating in stakeholder consultations and donor coordination meetings.
  • Supports the capacity strengthening of other EpiC staff and partners through training and mentoring.
  • Perform other duties as assigned by the supervisor or project leadership to support EpiC’s MNCH+N goals.

Required Qualifications:

  • Bachelor's Degree or its International Equivalent in Social Sciences, Development Studies, Economic Development, Education, or a related field.
  • Project management certification preferred.
  • Minimum of 6+ years of relevant experience with project management, principles, and practices.
  • Prior work experience in a non-governmental organization (NGO), government agency, or
  • private organization funded by USG.
  • Comprehensive knowledge of theories, concepts, and practices in project management, process development and execution.
  • Excellent and demonstrated public relations, policy, representation, and diplomacy skills required.
  • Excellent oral and written communication skills.
  • Ability to motivate, influence and collaborate with others, experience in staff development and capacity building experience.
  • Ability to build positive working relationships with the various stakeholders’ communities, government officials and other multilateral bodies and donor representatives.
  • Exercise judgment to meet strategic business goals, develop objectives, and plans that align with and ensure achievement of organizational goals.
  • Ability to build teams, recognize, acquire, and retain talents.
  • Sensitivity to cultural differences and understanding of the ethical issues surrounding research and surveillance.
  • Must be able to read, write, and speak fluent English.

Typical Physical Demands:

  • Typical office environment.
  • Ability to spend long hours looking at computer screen and doing repetitive work on a keyboard.
  • Ability to sit and stand for extended periods of time.
  • Ability to lift/move up to 5 lbs.

Technology to be Used:

  • Personal Computer/Laptop, Microsoft applications (i.e., Office 365, SharePoint, Skype/Zoom/Teams), cell phone/mobile technology, and standard office equipment.

Travel Requirements:

  • Up to 50%
