The Governance Global Practice (GGP) brings together professionals in procurement, financial management, taxation, regulatory policy, transparency, digital governance, law and development, anticorruption and social accountability to develop innovative, integrated solutions to pernicious institutional problems. The GGP utilizes a problem-driven diagnostic approach, combining global comparative knowledge of reform successes and failures with keen understanding of the institutional challenges and opportunities of developing countries. The GGP engages on core and cross-cutting themes including Public Financial Management; Subnational/decentralization; State Owned Enterprises/Corporate Governance; Rule of Law, Tax Administration; Fiduciary Assurance; Public Institutions; GOVTECH, Anticorruption, Open Government and Political Economy.Public Administration Global UnitThe Public Administration Global Unit of the Governance Global Practice focuses on helping countries build capable, effective, accountable, transparent and inclusive institutions that deliver citizen-centric services, facilitate private-sector growth and build trust in Government. The Global Unit provides cutting edge knowledge on the following thematic areas: public administration reform, justice and rule of law, sub-national governance and decentralization, GovTech, anti-corruption, and coalition building for reforms; and provides operational support to our teams working in the regions. Each of these areas is organized as a global program led by a Program Manager.The Global Program for Justice and the Rule of Law is the World Bank’s program of analytical and operational engagements, and global partnerships, on justice reform and advancement of the rule of law. Justice institutions are vital to the achievement of the WBG’s twin goals to end poverty and promote shared prosperity. When justice institutions operate effectively, accountability increases, trust in the government grows, and citizens and businesses can invest with confidence that their rights will be protected. Justice underpins the political process by protecting individuals’ rights, facilitating collective action, and enabling credible commitment. Justice reform entails: • Strengthening justice institutions, including by reforming the legal framework; reengineering processes to improve workflow efficiency; improving case management; strengthening human resources; and building capacity • Promoting legal empowerment, including by strengthening legal aid systems, establishing advisory and mediation services and conducting legal literacy campaigns. The Global Initiative for Justice and Rule of Law has four functions: knowledge and innovation; data and analytics; operational work; and convening and partnerships.Job Duties and Responsibilities:The candidate will work primarily on the Global Initiative for Justice and Rule of Law, will report to the Practice Manager of the Global Public Administration Unit and will closely coordinate his/her work program with the Program Manager for the Global Initiative for Justice and Rule of Law. He/she will be responsible for:• Working on literature review and datasets review to understand the existing landscape of justice projects;• Oversee the development of an outcome measure on justice based on publicly available administrative data;• Contributing to the creation of a dashboard on judicial reform; • Contributing to the roll-out of JUPITER assessments, including by using a variety of data collection methods; • Coding information collected during JUPITER Assessments;• Managing databases, including, for example, integrating survey data and data from other secondary sources;• Producing analytical pieces on the basis of the data collected through JUPITER and other data;• Working with and TTLs to contribute to select outputs, such as policy notes, reports and power point presentations;• Ensuring timely processing of deliverables through the Operations Portal;• Supporting country teams in operational engagements.
Selection Criteria
• Master’s degree in social sciences, public policy, law, public administration or a relevant discipline;
• At least 5 years of relevant professional experience working on labor markets, public administration reform, in government or a development organization.
• Analytic skills, including the ability to conduct research, identify solutions and deliver work that produces meaningful change.
• Expertise in surveys and analysis of large datasets and use of statistical packages such as STATA.
• Project management and coordination skills, including experience in developing and implementing complex tasks.
• Commitment to teamwork, knowledge-sharing, and ability to influence across organizational boundaries.
• Excellent oral and written communication skills in English, including the ability to prepare publishable quality reports and to engage with stakeholders in policy dialogue.
