Initial duration: 12 months
Under the overall supervision of the National Resource Management Officer and direct supervision of the Senior Finance Associate, in close coordination with Finance and Administrative staff in IOM Washington DC global office and its sub-offices, in collaboration with Washington DC-based Project Managers, relevant units at Headquarters and the Administrative Centres, the successful candidate will be responsible for Finance-related transactions.
Provide procedural guidance to managers and staff on financial management policies, procedures, and IOM regulations. Supervise, guide and train other finance support staff.
Manage financial resources through monitoring and controlling assets, reserves, funds, supplies, etc. in accordance with IOM rules and regulations.
Provide specialized advice and support to Project Managers and/or Chief of Missions/Head of Office on financial and administrative matters.
Provide specialized support preparing annual budget submission and revisions including estimating the cost of staff as well as rental and utilities, office equipment and supplies, printing, and other contracts, services or running expenses.
Assist in monitoring compliance with financial policies, procedures, rules and regulations. Identify anomalies or irregular trends, and recommend corrective actions.
Consolidate data into financial statements and assist in monitoring expenditures to ensure they remain within authorized levels.
Provide regular and ad hoc financial information to support informed financial decision making.
Assist monitoring that bank reconciliations for IOM accounts are regularly performed and reviewed by designated stakeholders and support the review and reconciliation of receipt transactions such as staff refunds, sublease income, travel loan repayments, and other income, ensuring consistency between accounting records and bank statements.
Review payroll entries by conducting validity checks and ensuring accuracy of monthly payroll results.
Ensure that disbursements are made based on proper authorizations and supported by legitimate and sufficient documentation. Monitor and reconcile all transactions, including office purchases, travel-related expenses, and credit card payments, to maintain accuracy, compliance, and timely financial reporting.
Provide assistance responding to audit queries and follow up on audit recommendations.
Review the status and monitor the proper maintenance of Vendor Accounts in accounting system. Verify vendor claims for accuracy and conformance with IOM finance policies and instructions.
Prepare and reconcile monthly accounts for the office and sub-offices, support month-end and year-end closure activities, and consolidate financial data to produce accurate and timely financial statements.
Support Project and Programme Managers in the financial management of projects throughout the project lifecycle, including project activation, monitoring, revision, and closure. Ensure expenditures are eligible, properly recorded, and compliant with donor agreements and internal guidelines, contribute financial inputs to donor and narrative reports, and assist in updating financial and budgetary information for new project proposals and revisions in PRIMA.
Liaise and coordinate with headquarters, administrative centres, the Regional Office, and relevant external counterparts on accounting, financial, treasury, and budgetary matters related to the IOM Washington Global Office and the IOM Office to the United Nations in New York.

EDUCATION
EXPERIENCE
Proficient in Microsoft Office applications e.g. Word, Excel, PowerPoint, E-mail, Outlook; previous experience in SAP is a distinct advantage;
Attention to detail, ability to organize paperwork in a methodical way;
Discreet, details and clients-oriented, patient and willingness to learn new things; and,
Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.
Experience in Oracle is a distinct advantage.
Experience in training and coordinating teams
