Organizational Setting

The Food and Agriculture Organization of the United Nations (FAO) leads international efforts to defeat hunger and member countries to develop agriculture, fisheries, livestock and forestry sectors sustainably.

The FAO Subregional Office for the Pacific Islands (FAOSAP) supports 14 Pacific Member Nations – including Niue – to address national priorities relating to food security, nutrition, climate resilience and rural livelihoods.

FAOSAP is implementing TCP SAP 4007 to strengthen food and income security in Niue by supporting local poultry egg production. Egg production on the island is small scale, largely managed by individual households and small farms. Due to limited resources and geographic isolation, domestic supply does not meet local demand, resulting in continued reliance on imported eggs, mainly from New Zealand. Production costs remain high, driven by expensive imported feed and other key inputs. Climate change – including sea-level rise and extreme weather events – adds further pressure on agricultural systems. Although there are ongoing local efforts to improve food security through small-scale poultry farming, Niue’s limited land area and infrastructure constrain opportunities for significant expansion.

Reporting Lines

This position will operate under the overall guidance of the FAO Subregional Coordinator, the direct supervision of the Lead Technical Officer (Livestock & Animal Health Officer – FAOSAP), and in close collaboration with national counterparts within the Ministry. 
The national project specialist will undertake the following duties under the TCP/SAP/4007 project:

Technical Focus

Project Management and Coordination; stakeholder engagement; Preparation, negotiation and finalisation of Letter of Agreements/Commercial Contracts, support project implementation with the Niue Government and other partners, Procurement support, Monthly Reporting

Tasks and responsibilities

•     Assist in conducting an initial assessment on poultry egg production focusing on identifying key challenges and opportunities across the value chain (Output 1.1) in Niue
•     Conduct stakeholder consultations to validate the interventions and collaboratively develop an implementation plan (Output 1.2) 
•     Maintain regular coordination and communication with the Lead Technical Officer and national counterparts to implement the project activities in Niue. 
•     Assist in drafting the Letter of Agreement and Commercial Contract for delivery of project related activities. 
•     Assist with technical specifications for procurement of services, goods and works for Niue
•     Provide inputs on field activity best practices and lessons learnt to be shared. 
•     Provide technical assistance and facilitate any training activities at country level. 
•     Prepare quality and timely narrative progress reports while utilizing input from partners and stakeholders 
•     Perform other relevant duties as required in supporting the project implementation in the country
•     Prepare a detailed end-of-contract report outlining all activities undertaken, outcomes achieved, and any necessary handover notes.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements    

•     University degree in Agriculture, livestock production, Agribusiness, Economics, Project Management, or a related field.
•     At least 1 year of relevant experience in agriculture or livestock-related work.
•     Working knowledge of English.
•     National of Niue.
