Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women Indonesia is implementing a project entitled ‘Empowered Women for Sustainable Peace: Addressing the Peace-Humanitarian Nexus to Enhance Community Resilience in Indonesia’ project, or WE Nexus for short. The project activities started in June 2023 and will last until 31 December 2026, with funding from The Korea International Cooperation Agency (KOICA). The project aims to strengthen community resilience and reduce vulnerabilities in emergency and conflict-affected areas by addressing the humanitarian-development-peace nexus in the context of Indonesia. The WE NEXUS Project aims to achieve four Project Outcomes as follow: (a) National and/or local governments produce and use risk-informed, gender sensitive analysis of root causes and structural drivers of conflicts and positive factors for resilience (b) Women are able to influence and gain benefits from local policies, plans, and mechanisms that build resilience (c) Communities demonstrate commitment to advancing and implementing gender-responsive solutions/interventions/mechanisms to promote social cohesion, conflict prevention and resilience (d) Multi-stakeholder platform is established to promote capacity-sharing and knowledge to enhance collaboration between humanitarian, development, and peace actors at the national level, focusing on women’s leadership and participation in conflict prevention, emergency response and humanitarian action. 

The WE NEXUS strategic programming is guided by a Project Steering Committee (PSC) chaired by the Coordinating Ministry for Human Development and Cultural Affairs (Kemenko PMK), with participation from relevant units across six line ministries and agencies: the Ministry of Women’s Empowerment and Child Protection (KemenPPPA), the Ministry of Villages and Development of Disadvantaged Regions (Kemendes PDT), the Ministry of Social Affairs (Kemensos), the Ministry of Home Affairs (Kemendagri), the National Agency for Disaster Management (BNPB), and the National Agency for Countering Terrorism (BNPT).

Through this PSC structure, the project works closely with technical units within these institutions to co-design and implement programme co-initiatives aligned with national priorities on gender equality and women’s empowerment. The annual workplan is developed and reviewed biannually through PSC meetings, which also function as an interministerial coordination platform on Humanitarian–Development–Peace (HDP) nexus issues. These meetings generate strategic and operational recommendations to strengthen programmatic coherence and foster greater impact, sustainability, and effective implementation of national programming on resilience building, while also serving as a platform for interministerial coordination across gender-responsive HDP programming.

In light of this, UN Women is working with the Kemenko PMK and providing technical assistance, particularly in strategic planning in implementing one of its national flagship programmes focusing on building national resilience to disaster and social conflict with integration of gender equality and women’s leadership, namely KITA TANGGUH (Collective Resilience) programme. Initiated in 2024, the programme effort is designed to harmonize and integrate various community-based disaster risk reduction programmes (Program Pengurangan Risiko Bencana Berbasis Komunitas/PPRBK) implemented across ministries and agencies. Through the KITA TANGGUH framework, KEMENKO PMK aims to consolidate and institutionalize three core elements:

  1. BUDAYA TANGGUH (Building Resilience Culture). A culture that strengthens disaster adaptation and anticipation through being aware, knowledgeable, empowered, and caring. It emphasizes cultivating shared values and behaviors that enable individuals and communities to understand risks, take informed action, and support one another before, during, and after disasters.
  2. KOLABORASI TANGGUH (Strengthening Multistakeholder Collaboration for Resilience). Inclusive collaboration that actively engages multiple stakeholders—government, civil society, the private sector, academia, communities, and vulnerable groups—to ensure coordinated, participatory, and context-responsive disaster risk reduction and preparedness efforts.
  3. DASHBOARD TANGGUH (Strengthening Data for Resilience).  An integrated dashboard that connects multi-stakeholder inputs and capacities (including data, resources, and adaptive and anticipatory capabilities) with disaster-prone areas, enabling timely information sharing, coordinated decision-making, and evidence-based response planning.

Through a series of coordination and consultative meetings, a strategic partnership between UN Women and Kemenko PMK for resilience building under the KITA TANGGUH flagship has materialised into the following results:

  1. Strengthened the regulatory framework, conceptualisation, and localisation of KITA TANGGUH with the stronger integration of gender and women’s leadership across thematic programmes. Key activities include:
    • Develop and formulate strategic policies based on needs analysis, situational developments, and the results of cross-unit consultation in the Coordinating Ministry’s Task Force on Disaster Reduction and Response coordination.
    • Facilitate the strategic planning of KITA TANGGUH, including the consolidation of the roadmap, risk and challenges mapping, and stocktaking best practices of relevant DRR/resilience building work from various actors, and providing recommendations, including on strategies for piloting community-based models of KITA TANGGUH.
    • Provide technical assistance in finalising KITA TANGGUH training module that integrates gender, protection, inclusion, and women’s leadership. 
    • Provide technical assistance in strengthening the institutional capacity of Kemenko PMK in delivering Humanitarian-Development-Peace (HDP) related policies harmonisation, inter-agency coordination for policy implementation, and control across 16 line ministries and agencies under the coordination of Kemenko PMK. 
  2. Strengthened the multistakeholder collaboration and resource mobilization for KITA TANGGUH with international and national development actors, including the private sectors that are committed to gender-responsive disaster risk reduction programming, emergency preparedness, and climate actions. Key activities include:
    • Facilitate and provide technical assistance in advancing multistakeholder coordination for Humanitarian-Development-Peace (HDP) nexus through fostering the established interministerial coordination platform involving other 6 ministries and agencies initiated by WE NEXUS project
    • Facilitate and support institutionalisation of HDP coordination and create space for inter-agency meetings and technical consultations with key stakeholders, taking into account the representativeness and leadership of women and marginalized groups in the process. 
    • Facilitate engagement of Kemenko PMK with UN Women’s international networks and international development actors/donors, private sectors, and so on, as well as strategically mobilize resources for KITA TANGGUH.
  3. Enhanced gender-sensitive and integrated DATA dashboard KITA TANGGUH to inform policy development, planning, and programme implementation. Key activities include:
    • Consolidated data dashboard that reflects Resilience data (disasters, social conflict, resources and capacity) from relevant line ministries under the coordination of Kemenko PMK to create new insights, gender-sensitive analysis, and inform gaps and improve gender-responsive planning and coordination.

In support of ongoing assignments under the WE NEXUS initiative, UN Women is seeking to recruit a national consultant to oversee and support UN Women to enhance resilience policy coordination and coherence in the Programme. This role will be central to ensuring the effective implementation of WE NEXUS and advancing UN Women’s overall commitment to the Government of Indonesia in promoting gender-responsive humanitarian action and resilience building.

Description of Responsibilities

Under the overall guidance from UN Women Programme Manager on Governance, Peace and Resilience and daily supervision from Project Coordination Analyst for Humanitarian-Peace Nexus, the national consultant will be closely working with UN Women government counterparts, particularly the chair of WE NEXUS PSC, the Coordinating Ministry of Human Development and Cultural Affairs (Kemenko PMK).  

The consultant will primarily undertake the following tasks:

  1. Serve as a technical expert to support the strategic development and implementation of KITA TANGGUH, including undertaking special assignments within the agreed scope of work between UN Women and Kemenko PMK. In this capacity, the consultant will support the activation of the Secretariat of KITA TANGGUH as inter-ministerial coordination mechanism for the government-led community-based resilience programme.  Within this scope, the consultant will provide technical support to the Advisory Team for the Acceleration of Rehabilitation and Reconstruction in Sumatera, with a particular focus on developing community-based rehabilitation and reconstruction initiatives aligned with the KITA TANGGUH pillar.
    1. Provide technical assistance to the Kemenko PMK in advancing KOLABORASI TANGGUH through effective, inclusive, and gender-responsive coordination mechanisms particularly by activating the Secretariat of KITA TANGGUH. In consultation with UN Women, the consultant will develop and submit strategic and operational recommendations to the Chair of the Coordinating Ministry Task Team to inform follow-up actions that strengthen inter-ministerial and inter-agency coordination, as well as collaboration with civil society organizations, universities, and the private sector. 
    2. Facilitate and manage formal coordination processes, including inter-ministerial meetings and technical consultations with key stakeholders, ensuring meaningful participation, representation, and leadership of women and marginalized groups. These processes will demonstrate UN Women’s value addition in delivering high-quality technical assistance and supporting coherent, whole-of-society implementation of KOLABORASI TANGGUH
    3. Support the formulation and development of strategic policies related to rehabilitation and reconstruction in Sumatra, as well as humanitarian response and resilience-building efforts. The Consultant will provide technical and substantive inputs to draft policies and related policy documents (e.g. policy briefs, analytical papers, and academic texts) addressing Disaster Risk Reduction (DRR), resilience building, and rehabilitation and reconstruction. These inputs will be grounded in needs assessments, contextual and situational analysis, and outcomes of cross-unit coordination meetings under the Coordinating Ministry’s Task Force on Disaster Reduction and Response. To ensure analytical rigor and relevance, the Consultant will undertake desk reviews of existing national, regional, and global policies and frameworks on DRR, gender mainstreaming, and Gender Equality, Disability, and Social Inclusion (GEDSI) in the Indonesian context. 
    4. Contribute to maintaining strong and effective partnerships between UN Women and the Kemenko PMK across programmes. To this end, the consultant will regularly communicate relevant updates and strategic developments to the Governance, Peace and Resilience (GPR), Women’s Economic Empowerment (WEE), and Ending Violence Against Women (EVAW) programme leads, as well as cross-cutting teams (Communications and Monitoring and Reporting), to ensure coherent positioning of UN Women’s value addition and the delivery of high-quality, coordinated technical assistance to the Ministry. 
    5. Provide regular updates on the implementation and progress of the Task Force work plan to the Task Team Chair and the UN Women Senior Management Team. As required, the consultant will also share updates with the Regional Office for Asia and the Pacific (ROAP–Resilience Team), highlighting cross-cutting issues related to gender equality, social inclusion, and civil society engagement.
  2. Serve as UN Women’s liaison with relevant stakeholders for assigned tasks, particularly through established CSO coordination platforms (e.g. the Indonesia Humanitarian Coordination Platform) and interagency national cluster mechanisms. The consultant will manage and facilitate working relationships among ministries, government agencies, CSOs, universities, private sector actors (as relevant), and local governments to promote policy harmonization and alignment of operational actions. The assignment may include: 
  3. compiling, synthesizing, and integrating assessments and analyses for Post-Disaster Needs Assessments (PDNA), ensuring that inputs from women-led CSOs and organizations representing women and other underrepresented groups are meaningfully reflected. 
  4. Coordinating the identification, engagement, and consultation of relevant stakeholders—including CSOs, academic institutions, and private sector actors, as appropriate—to strengthen coordination, enhance multisectoral collaboration, and accelerate gender-responsive post-disaster recovery and rehabilitation efforts.

Consolidated technical support to the strategic development and implementation of KITA TANGGUH flagship programme, with key tasks:

  1. Develop concept note of the Secretariat of KITA TANGGUH including the proposed inter-ministerial coordination mechanisms
  2. Prepare periodic updates—supplemented by meeting minutes and relevant documentation—capturing KITA TANGGUH–coordinated plans, progress, key decisions, and agreed follow-up actions related to UN Women’s areas of support.
  3. Provide technical inputs/feedback to Concept Note of KITA TANGGUH and gender-sensitive results frameworks for KITA TANGGUH, including alignment with annual targets set by Kemenko PMK and a gender-transformative approach.
  4. Produce a comprehensive mapping of community-based models and initiatives implemented across ministries and government agencies that contribute to, or are relevant to, KITA TANGGUH.
  5. Develop a case study documenting UN Women’s WE NEXUS prototypes and models integrated within KITA TANGGUH, highlighting evidence of impact, scalability, and pathways for institutionalisation.

Delivered support of UN Women to Kemenko PMK in developing multisectoral plans and strategies that integrate gender equality and women’s empowerment framework in disaster management and resilience building, with key tasks:

  1. Draft and document substantive inputs to policy briefs, analytical papers, multi-sectoral plans, and strategy documents led by Kemenko PMK in support of the Sumatra Rehabilitation and Reconstruction agenda.
  2. Provide timely updates to UN Women internal stakeholders and coordinate UN Women’s consolidated responses to government requests, in line with UN Women’s technical assistance to Kemenko PMK in fulfilling its designated roles for Sumatra Rehabilitation and Reconstruction.
  3. Develop knowledge products that document good practices and lessons learned from the Task Force for the Acceleration of Rehabilitation and Reconstruction in Aceh, North Sumatra, and West Sumatra. 
  4. Facilitate multistakeholder consultations and systematically document inputs, feedback, and recommendations from key stakeholders—particularly civil society and women-led organizations—to inform policies, strategies, and plans for Sumatra rehabilitation and reconstruction.
  5. Represent UN Women in regular or ad hoc working-level coordination meetings and jointly participate in strategic interministerial meetings with UN Women senior management, as requested by Kemenko PMK and/or other government agencies, related to Sumatra Rehabilitation and Reconstruction.
  6. Participate in relevant internal coordination mechanisms within UN Women, as required.
  7. Provide additional technical support to Kemenko PMK, as needed, in close coordination with the Project Coordination Analyst.

Consultant’s Workplace and Official Travel

This is an office-based consultancy with a flexible working arrangement as per approved by the consultant’s supervisor in accordance with Kemenko PMK-UN Women institutional arrangement for the technical assistance delivery modality. The consultant will mostly perform his/her task from The Coordinating Ministry of Human Development and Cultural Affairs (Kemenko PMK) and UN Women designated workspaces/offices, where necessary, travel to disaster affected areas are required and as per invitation by the Coordinating Ministry only.

Education and Certification:

Experience:

  • At least 1 year (for master's degree) and 3 years (for bachelor’s degree) of progressively responsible work experience in multi-stakeholder coordination, evidence-based policy formulation, and working with Government on its premises is required; 
  • Experience in leading the development policy briefs/analysis and insight focused documents with strong gender analysis, outlining strategic and technical workplan based on a wide-range stakeholder consultation is required;
  • Experience in disaster management, humanitarian response/recovery coordination, or related fields, preferably with a focus on inter-cluster coordination or multi-agency coordination is an asset;
  • Demonstrated experience working with national governments, UN agencies, and other international organizations, especially in the context of disaster response or risk reduction is an asset;
  • Excellent analytical skills with a strong drive for results and capacity to work independently;
  • Excellent communication and writing skills are an asset; (Samples of previous work will be required.)

Languages:

  • Fluency in English and Bahasa is required.
