Background:
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
In Ukraine, by 2029, UN Women aims to ensure that more women and girls, including those at the greatest risk of being left behind, lead, influence, and benefit from inclusive gender-responsive humanitarian action, governance, recovery, rights, and economic growth.
One of the priorities of UN Women’s work in Ukraine focuses on enhancing national and local capacities of government, women’s rights organizations (WROs), and women activists to drive gender-responsive governance, advance the EU accession process, and implement the Women, Peace and Security Agenda while safeguarding the rule of law, human rights and gender equality.
UN Women supported the governmental institutions with the development and update of the State Strategy on Equal Rights and Opportunities of Women and Men till 2030 and its respective Action Plans[1]. It’s a comprehensive strategic document which defines priority consolidated actions of the central executive bodies and local authorities, CSOs and other stakeholders for advancing gender equality in the Ukrainian society.
To reach the objectives identified by the Strategy the state institutions, local self-government authorities are obliged to complete the activities of the Operational Plan utilizing the gender mainstreaming tools anticipated by the Plan.
In accordance with Activity 4, Task 3 (Strategic and Operational Objective 1) of the Operational Plan for the implementation of the State Strategy on Ensuring Equal Rights and Opportunities for Women and Men for the period up to 2030, for the years 2025–2027, state authorities, local self-government bodies, and other institutions and organizations are obliged to conduct gender audits in their institutions. And in accordance with Activities 1 and 2 of Task 2, ministries, other state authorities acting as main budget holders, local state administrations and self-government bodies are to conduct gender analysis of budget programmes and to include gender aspects into those programmes based on the analysis.
UN Women keeps supporting the Government of Ukraine to institutionalize and utilize gender-responsive budgeting (GRB) and gender audits (GA) including within Ukraine’s EU accession and recovery framework.
Ministry of Finance (MoF) with UN Women’s support developed Budget Code, Law#2456-VI, later approved by Parliament. This law introduced GRB as an obligatory part of the budgetary process. To implement these national commitments UN Women has provided expert support to various state institutions on the gender analysis of budget programmes, integration of gender aspects into state budget expenditure reviews etc.
UN Women in Ukraine was one of the first international organizations to support the government of Ukraine with gender audits and made a significant contribution to establishing this tool as a basis for institutional transformations focused on sustainability and compliance with gender equality principles.
Gender audits have been carried out on the basis of the Methodological Recommendations for Conducting Gender Audits by Enterprises, Institutions, and Organizations, approved by Order of the Ministry of Social Policy of Ukraine No. 448 of August 9, 2021 (Methodological Recommendations).
In order to help institutions use gender audits as an effective tool for mainstreaming gender into their activities and to give practical advice, UN Women, in cooperation with the Apparatus of the Government Commissioner for Gender Policy and the Ministry of Social Policy, Family and Unity of Ukraine, with financial support from Sweden, has developed a Step-by-Step Guide “Gender Audit: Roadmap and Practical Advice”, which reflects the experience gained and approaches developed by UN Women for conducting gender audits. The guidebook is based on Methodological Recommendations.
To continue effective implementation of the national commitments by the Government of Ukraine, UN Women is seeking to hire a National Consultant to provide coordination and expert support with gender audits and gender-responsive budgeting tools to ensure the basis for gender-responsive changes in Ukraine is well-established and sustainable.
Description of Responsibilities /Scope of Work
The consultant will be reporting to Programme Management Specialist, and will be supported by Programme Analyst, who will be the point of contact on the contract and payment issues.
The Consultant will be working in a team with other experts.

This is a home-based consultancy with visits to UN Women or state institutions offices on as needed basis.
