Mission and objectives

General Assembly Resolution 2186 (XXI) decided to “bring into operations the United Nations Capital Development Fund as an organ of the General Assembly which shall function as an autonomous organization of the United Nations. The UN Capital Development Fund (UNCDF) assists developing countries, especially least developing countries, in the development of their economies by supplementing existing sources of capital assistance by means of grants, loans, and guarantees. UNCDF’s vision is to help mobilize and catalyze an increase of capital flows for SDG impactful investments to Member States to address the most pressing development challenges facing vulnerable communities in these countries and thereby contribute to sustainable economic growth and equitable prosperity.

Context

UNCDF utilizes its unique capability in the UN system to deploy grants, loans, and guarantees to crowd in finance for the scaling of development impact. UNCDF focuses on where the needs are greatest, a deliberate focus and capability rooted in UNCDF’s unique investment mandate to support the achievement of the 2030 Agenda for Sustainable Development and the realization of the Doha Programme of Action for the least developed countries, 2022–2031. As per its Strategic Framework, UNCDF works to deploy its functions as a hybrid development organization and development finance institution. UNCDF responds to Member States requests for assistance by providing targeted technical and financial advisory services on investments for development outcomes, designing bespoke financial structuring solutions, undertaking financial derisking of investments, and enhancing investment readiness of SDG-aligned projects in partnership with the private sector, UNOs, International and Local Finance Institutions, Development Finance Institutions, as well as Foundations and Philanthropy, among others. UNCDF works to develop local financial systems, new markets, and mobilize and crowd in capital from public and private sources. UNCDF is driven by a partnership mindset, which enables it to deploy its different capital capabilities in highly tailored and responsive ways in order to mobilize investment flows from other sources, in particular from the private sector. By structuring transactions that are highly impactful, but also recognize the need for multiplying the impact of its own capital, UNCDF seeks to position itself as a preferred partner for different stakeholders. UNCDF’s work is focused on three: • SME Finance • Sub-National Finance • Digital Finance UNCDF’s organizational setup includes an Investment and Implementation Division (IID), Investment and Finance Oversight Division (IFOD), Operations and Oversight Division (OOD), and a Directorate of the Executive Office. UNCDF staff and personnel are located in regional hubs based in Dakar (Senegal), Nairobi (Kenya), and Bangkok (Thailand), with sub-regional presence in a number of locations in the Caribbean and Pacific Regions. UNCDF is led by an Executive Secretary based in New York, USA. Pursuant to General Assembly resolution 2321(XXII, para 1.a), the Administrator of the UNDP performs the function of the Managing Director of UNCDF. UNCDF is overseen by an Executive Board comprised of UN Member States. The Local Climate Adaptive Living Facility (LoCAL) is a mechanism to integrate climate change into local authorities’ planning and budgeting through the regular intergovernmental fiscal transfer system using performance-based grants in a participatory and gender sensitive manner, increase awareness and capacities to respond to climate change at the local level, including through ecosystem-based solutions, and increase the quality and number of local investments that address climate change.

Task Description

Under the supervision of the Regional Programme Specialist, Eastern and Southern Africa ( ESA) region, the Regional Programme Analyst will: • Prepare projects budget estimates and strategic budgets on an annual and bi-annual basis or as required in conjunction with the project technical team, with attention to the specific requirements of various donors and government partners. • Collaborate with the LoCAL Regional Programme Specialist to monitor work plans and ensure financial alignment with proposed activities. Lead financial reporting, monitoring, and closure at the end of the programme, analyze project financial aspects, review final audits and statements, and return unutilized funds. • Oversee HACT requirements and support contracts management and disbursements (e.g., Letters of Agreement, Performance-Based Payment Agreement, FACE Form, and ICE, etc.), review requests for quality and compliance, process payments, monitor utilization, and generate regular reports. • Conduct analysis and prepare quarterly donor reports, ensuring expenses align with approved work plans and adhere to steering committee approvals. • Monitor projects budget implementation and ensure that expenditures are within the approved budget allotments and in conformity with UN financial rules, regulations, and procedures, and propose adaptation as needed. • Ensure the preparation of payments, the process of financial reports and analysis, and fund allocation. • Support procurement processes for logistical support (e.g. venue hiring, transportation services, etc.). • Ensure preparation and amendment of partner agreements and monitoring of their respective activities. • Support the strengthening of internal controls over all financial processes, in compliance with corporate requirements. • Coordinate, review, and endorse responses to audit queries from internal and external audits and ensure the implementation of accounting audit recommendations. Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities: • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications, and take an active part in UNV activities (for instance, in events that mark International Volunteer Day); • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; • Provide annual and end-of-assignment self-reports on UN Volunteer actions, results, and opportunities. • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; • Coordinate with the UNV Buddy Programme for newly-arrived UN Volunteers; • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Living conditions and remarks

The position will be based in the capital, Nairobi, a family duty station. For more details on the living conditions and work environment, please visit www.unon.org. The Republic of Kenya is an equatorial nation on the coast of East Africa, neighboring Somalia, Ethiopia, Sudan, Uganda, Tanzania, and the Indian Ocean. Kenya has two levels of Government; National Government and 47 sub-national Governments called Counties. Counties are further divided into sub-counties. Kenya is a multi-party state with Executive, Legislative, and Judicial branches. Kenya’s population of more than 40 million is growing at an annual rate of 2.2%. The country’s GNP per capita, estimated at purchasing power parity (PPP), is $975, and the GNP is growing at an average rate of 0.1% annually. More than 26% of Kenya’s people live below the international poverty line of $1 per day. Kenya’s main food crops are “maize, wheat, pulses, roots and tubers.” (FAO). Nairobi is a modern metropolitan city where most basic goods and services, health facilities, public transport, telecommunication and banking services, and educational facilities are readily available. The city is widely connected through its main airport, Jomo Kenyatta International Airport, and the smaller Wilson Airport. Air transport is also available to many up-country destinations. The city is home to some 3,000 UN personnel, mainly attributed to the fact that it serves as the headquarters for both the UN-HABITAT and UNEP. The socio-economic and cultural background of the immediate society the UNV would be living and working in is diverse, and prevailing security conditions at the place of assignment are modest. The topographic and climatic features of the assignment location is highland cool and warm tropical climate. The contract lasts for the period indicated above, with the possibility of extensions subject to the availability of funding, operational necessity, and satisfactory performance. However, there is no expectation of renewal of the assignment. Travel to the duty station (if applicable), and a Settling-In-Grant will be provided in the event the duty station is not within commuting distance from the place of recruitment. The applicable Volunteer Living Allowance is provided monthly to cover housing, utilities, and the normal cost of living expenses. Life, health, and permanent disability insurance are included (health insurance for up to 3 dependents), as well as final repatriation (if applicable) and resettlement allowance for satisfactory service. Furthermore, in non-family duty stations that belong to hardship categories D or E, as classified by the ICSC, a Well-Being Differential (WBD) will be provided monthly.
