Description:

FHI 360 is seeking a candidate for the position of Program Officer for EpiC MNCH, a project to be implemented in the provinces of Nampula/Zambezia, focused on improving the quality of maternal, neonatal, and child health outcomes and working with government partners to institutionalize a culture of quality improvement. The Program Officer will provide administrative, programmatic, and logistical support to ensure the smooth running of the project. S/he will assist the program team with administrative and programmatic requests, assist in the planning and execution of technical assistance visits, and perform other related tasks. The selected candidates will be based in Zambezia and will report to the Senior Program Officer.

Accountabilities:

  • Respond to a variety of programmatic, financial, administrative, and logistical needs and requirements generated by senior management (at the provincial level) and the country office for the selected province in the designated geographic region, and act as the main point of contact for the selected province in your area.
  • Facilitate the implementation of the Epic project and support ongoing management, monitoring, and reporting.
  • Support/train counterpart technical staff in the process of reviewing and finalizing partners' semi-annual/annual/quarterly budgets in collaboration with the Technical, M&A, and Finance teams.
  • Ensure that all partners are complying with FHI 360 policies and procedures.
  • Support the development of strategic partnerships for the objectives of the Epic/FHI360 project.
  • Participate in the preparation of sub-agreements/grants and modifications with government, national, and international partners, supporting the entire process for implementation.
  • Coordinate and monitor program implementation to ensure that key indicators are achieved.
  • Coordinate the provision of technical support and project management and other programmed activities at the provincial level.
  • Promote institutional capacity building activities for partners.
  • Support the design of the Memorandum of Understanding to formalize partnerships.
  • Perform other duties as requested by your supervisor.

Required Qualifications:

  • Bachelor's degree in social sciences, business/project administration and management, or related fields.
  • More than 4 years of experience in program development.
  • Experience working with health projects is an advantage.
  • Solid computer skills from a user perspective.
  • Oral and written communication skills in Portuguese and English.
  • Proven experience in community and clinical services.
  • Experience in grant design with the partner.
  • Ability to interact with donors, DPS, SDMAS, and other partners.
  • Fluent in English and Portuguese.

Typical Physical Demands:

  • Typical office environment.
  • Ability to spend long hours looking at a computer screen and doing repetitive work on a keyboard.
  • Ability to sit and stand for extended periods of time.
  • Ability to lift/move up to 5 lbs.

Technology to be Used:

  • Personal Computer/Laptop, Microsoft applications (i.e., Office 365, SharePoint, Skype/Zoom/Teams), cell phone/mobile technology, and standard office equipment.

Travel Requirements:

  • Up to 25%
