JOB CONTEXT :

Since October 2023, Gaza has been plunged into an unprecedented humanitarian catastrophe marked by mass destruction, displacement, and loss of life. By October 2025, 67,173 Palestinians were killed and 169,780 were injured while 90% of the population—2.1 million people—had been displaced multiple times. The health system is on the verge of collapse, humanitarian access remains extremely limited, and the entire population faces crisis or worse levels of food insecurity, with nearly half a million people at risk of famine. Attacks on hospitals, schools, and shelters continue, while widespread explosive ordnance contamination endangers civilians and obstructs humanitarian operations. Approximately 25% of the injured—around 22,500 people—require immediate and long-term rehabilitation, including thousands of children who have suffered life-changing injuries, with Gaza now home to the largest group of child amputees in modern history.

YOUR MISSION :

Under the responsibility of the Country Director, the Technical Head of Programme (THoP) is responsible for defining and steering HI’s technical strategy in Palestine.

As a key member of the Senior Management Team (SMT), the THoP ensures that HI’s programme design and delivery are needs-based, inclusive, technically sound, and aligned with HI’s global frameworks and sectoral standards. 

The THoP leads on the development of innovative, quality programming across sectors and works closely with the Country Director, Operations Manager, MEAL, and Business Development functions.

The THoP will manage the Country Technical Specialists, MEAL Manager, Senior Grants Officer and will interact with internal and external actors.

In this framework, the main responsibilities of the THoP are:   

Responsibility 1: Strategic Leadership and Technical Positioning 

  • Lead the development and implementation of the programme's strategy (StratOp) in alignment with HI’s institutional frameworks and sectoral priorities 
  • Ensure integration of cross-cutting themes (MHPSS, DGA, protection mainstreaming, and conflict sensitivity) across all programmes 
  • Provide strategic guidance on HI’s thematic positioning in Palestine and contribute to global technical reflections and learning from field experience 

 

Responsibility 2: Programme Design and Business Development 

  • Lead the design of new projects, ensuring technical quality, feasibility, and relevance to the context and affected populations
  • Ensure the development of sound theories of change, logical frameworks, indicators, and methodologies in project proposals 
  • Collaborate with the Senior Grants Officer, Operations Manager, and Country Director to transform funding opportunities into strategic, high-quality programmes 

 

Responsibility 3: Technical Support and Quality Assurance 

  • Supervise and guide technical specialists (e.g. Rehabilitation, AVR, Education, MHPSS), ensuring consistency of technical approaches across field teams 
  • Ensure Project Managers receive regular technical support and that HI’s minimum quality standards and guidance are applied 
  • Monitor programme quality, lead the implementation of evaluation and audit recommendations, and ensure continuous improvement 
  • Ensure technical tools, guidelines, and training materials are up to date and aligned with HI standards 

Responsibility 4: MEAL and Accountability 

  • Ensure alignment with HI’s Planning, Monitoring, and Evaluation (PME) policy and impact measurement frameworks 
  • Supervise the MEAL Manager and contribute to the development of MEAL systems and tools across sectors 
  • Promote the use of evidence, lessons learned, and good practices to inform decision-making 
  • Ensure that accountability mechanisms to affected populations are in place and functioning 

 

Responsibility 5: External Engagement and Representation 

  • Represent HI’s technical expertise in relevant clusters, working groups, and coordination forums 
  • Support the Country Director and technical staff in external engagement with donors, partners, UN agencies, and authorities 
  • Contribute to evidence-based advocacy and strategic communication efforts, in line with HI's global positioning and values 

 

Responsibility 6: Emergency Preparedness and Response 

  • Lead technical preparedness efforts, including scenario planning and response strategies 
  • In case of rapid onset or escalation, reprioritize technical support and ensure relevance and adaptability of emergency programming 

Requirements

  • Experience
    • You have a minimum of 5 years experience in humanitarian development with experience in project management (multi or complex) + experience(s) in one of HI's technical sectors of intervention.
    • You have at least 5 years of overall professional experience in humanitarian emergency responses 
    • You have work experience in programming in multi-site, multi-sector programs, for humanitarian and/or development programs
    • Experience in the field of inclusion of people with disabilities is welcome

  • Salary from 2986 € gross/month upon experience; 
  • Per diem: 642 € net/month
  • Paid leaves: 25 days per year; 
  • R&R: 11 days/year

  • Shared accomodation taken in charge by HI;
