Job Description

Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. UN Women’s triple mandate, along with its global network and deep policy and programming expertise, continues to endow the Entity with a unique capacity to: (i) support Member States to strengthen global norms and standards for gender equality and women’s empowerment, and mainstream gender perspectives in other thematic areas; (ii) promote coordination and coherence across the UN system to enhance accountability and results for gender equality and women’s empowerment; and (iii) undertake operational activities to support Member States, upon their request, in translating global norms and standards into legislation, policies and strategies at country level.

UN Women plays an innovative and catalytic role in the State of Palestine since its inception in 1997 (as UNIFEM). In line with the national priorities, the work of UN Women for the period 2023-2025 is aligned with three of the Palestine United Nations Sustainable Development Cooperation Framework’s (UNSDCF) outcomes:

•    Palestinians have greater access to economic opportunities that are inclusive, resilient, and sustainable, including decent employment and livelihoods opportunities in an empowered private sector.

•    Palestinians, including the most vulnerable, have equal access to sustainable, inclusive, gender responsive and quality social services, social protection, and affordable utilities.

•    Palestinian governance institutions, processes, and mechanisms at all levels are more democratic, rights-based, inclusive, and accountable.

Its three-year Strategic Note supports the efforts to achieve measurable results in country in terms of four UN Women global Strategic Plan impacts: (SP Impact 1) Governance and participation in public life; (SP Impact 2)Women’s Economic Empowerment; (SP Impact 3) Ending Violence Against Women and Girls and; (SP Impact 4) Women peace and security, Humanitarian & Disaster Risk Reduction.

 Under the overall guidance of UN Women Head of Office and the direct supervision of the UN Women Head of Gaza Sub-Office/OiC, the Programme and Finance Associate will provide effective support in the development and implementation of effective Gaza portfolio consistent with UN Women rules and regulations, contributes to research, financial management, and programme implementation including providing necessary operational, administrative and programmatic support. The Programme and Finance Associate works in close collaboration with all teams in the country office.

Key Functions and Accountabilities:

        1. Provide administrative and logistical support to the formulation and management, focussing on the Gaza portfolio or other projects as directed:

  • Provide administrative support in the preparation of work plans, budgets, and proposals on programme implementation arrangements; 
  • Provide technical guidance to the CO and executing agencies on routine delivery and reporting of supported activities and finances;  
  • Prepare information for the audit of interventions/initiatives and support implementation of audit recommendations;   
  • Review programme data from interventions/initiatives for the CO website; 
  • Identify sources and gather and compile data and information for the preparation of documents, guidelines, speeches, and position papers. 

        2. Provide administrative support and financial management focussing on the Gaza Sub-Office or other projects as directed:

  • Create projects in Quantum system, prepare budget revisions, revise project awards and status; and determine unutilized funds and the operational and financial close of a project; 
  • Provide administrative support in monitoring budget preparation and the finances of interventions/initiatives; including the finalization of FACE forms; 
  • Review financial reports; prepare non-PO vouchers for development projects; 
  • Process payment for consultants;  
  • Maintain internal expenditures control system;  
  • Create requisitions in Quantum system for development projects; register good receipts in Quantum system; 
  • Assist in the preparation and follow up of cost-recovery bills in Quantum system. 
  • Undertake all logistical, administrative, and financial arrangements for organization for meetings, workshops, events, and missions; 
  • Make travel arrangements for the Gaza Sub-Office Team, including travel requisitions and claims;   
  • Prepare public information materials and briefing packets;   
  • Assemble briefing materials and prepare power-point and other presentations;  

       3. Implement financial strategies, prepare, and administer Gaza Sub-office budgets or other projects as directed, in full compliance of UN Women rules, regulations, policies, and recording and reporting systems: 

  • Perform duties in full compliance with UN Women financial regulations and rules, policies, and standard operating procedures, including internal controls; 
  • Review and verify financial transactions, activities, and documentation; taking corrective actions as needed and reporting any unusual activities; 
  • Monitor financial exceptions reports for unusual activities or transaction, investigate anomalies and report to the supervisor conclusions and/or present recommendations for actions/decisions; 
  • Draft reports on financial status, procedures, exchange rates, costs, and expenditures; 
  • Follow-up on audit recommendations to monitor implementation of corrective actions;  
  • Collect, verify, and present information and data for use in the planning of financial resources and the formulation of the Sub-Office programmatic and other projects’ work plans, budgets, proposals on implementation arrangements and execution modalities; 
  • Provide assistance in Annual Work Plan entry in Results Management System (RMS) as required. 
  • Monitor the proper functioning of the financial resources management system for office and programmatic budgets and resources; 
  • Track the appropriate and timely use of financial resources;   
  • Implement and maintain control mechanism for development projects through monitoring budgets preparation and modifications and budgetary status; 
  • Follow up with government and non-government partners on submission of quarterly financial reports (Face forms); visit the partners regularly to verify reported expenditures against submitted financial documents.
  • Support the programme managers to ensure timely and quality liquidation of advanced funds. 

 

      4. Provide administrative support to resource mobilization across the Palestine Office focussing on Gaza:

  • Prepare cost-sharing and other agreements; follow up on contributions within the Country Office resource mobilization efforts; 
  • Organize, compile and process information from donors, Country Office, and  teams, as inputs to various databases and documents. 

       5. Facilitate knowledge building and knowledge sharing:

  • Provide administrative support synthesis of lessons learnt and best practices related to programme management and finance; 
  • Provide administrative support to the organization of training for the office staff and partners on programme and operations related issues

        6. The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Recruitment Qualifications:

Education and certification:

  • Bachelor’s degree in business or public administration is required. 
  • Completion of secondary education in combination with three additional years of qualifying experience may be accepted in lieu of the Bachelor’s degree.

Experience:

  • At least 3 years of progressively responsible experience in administration or programme management/support is required; 
  • Experience in working in a computer environment using multiple office software packages is required; 
  • Experience in supporting a team is required. 
  • Experience in the use of a modern web-based ERP System, preferably Oracle Cloud, is desirable; 

Languages:

  • Fluency in English and Arabic is required.
